RE: APPROVE GRANT APPLICATION FOR ALTERNATIVE FUELED VEHICLE
PROGRAM AND AUTHORIZE CHAIR TO SIGN -THE STEPP FOUNDATION
WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to
Colorado statute and the Weld County Home Rule Charter, is vested with the authority of
administering the affairs of Weld County, Colorado, and
WHEREAS, the Board has been presented with a Grant Application for the Alternative
Fueled Vehicle Program from the County of Weld, State of Colorado, by and through the Board
of County Commissioners of Weld County, to the StEPP Foundation, with terms and conditions
being as stated in said application, and
WHEREAS, after review, the Board deems it advisable to approve said application, a
copy of which is attached hereto and incorporated herein by reference.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of
Weld County, Colorado, that the Grant Application for the Alternative Fueled Vehicle Program
from the County of Weld, State of Colorado, by and through the Board of County
Commissioners of Weld County, to the StEPP Foundation be, and hereby is, approved.
The above and foregoing Resolution was, on motion duly made and seconded, adopted
by the following vote on the 11th day of September, A.D., 2002.

1) In response to WEL1002P to acquire replacement vehicles with either CNG or Hybrid powered vehicles to increase number
of alternate fueled vehicles for the Weld County fleet.2) Use these funds to pay for the incrimental cost differential between
the normal gas powered vehicles and replace those with either CNG or Hybrid powered.We are estimating that approximately
25 vehicles would be replaced over the next three year period for a incrimental cost of$126,000 which would increase our
alternative powered vehicles by 8%.We are assuming a$6,000 incrimental cost for CNG and$3,000 for Hybrid.The above
referenced vehicles are scheduled for replacement on a normal basis, and no new vehicles are being added to the fleet,
because of this process.
Please estimate quantifiable measureable environmental benefits that this project will produce. Note which specific
pollutants will be mitigated as a result of this project:
The environmental impact would be in accordance with the EPA recommendations, as CNG powered vehicles reduce carbon
monoxide by approximately 70%, non-methane gas by 89%, and oxides of nitrogen by 87%. Hybrid vehicles, because of their
design would emit, in throry, 0% hazardous material into the air when they are operating strictly on electricity.

An increase of alternative fueled vehicles for the Weld County fleet will decrease the pollutants in the air from the operation of
these vehicles.This funding will decrease the gasoline only vehicles in our fleet by 25 units over the next three years.
Additionally, if funded,the dollars that are forwarded to the Clean Cities program would enhance the education of alternate fuel
use in the community.

process will be utilized to acquire desirable AFV vehicles for units that are scheduled for replacement.This process occurs
annually for the insuing calendar year.

The scaling would apply to the number of alternate fueled vehicles could be purchased, using the incrimental method. If a
lesser,or larger amount be awarded;this change of funding would be directly scaled up or down to the number of replacement

Title: Incremental Cost financing on alternative fueled vehicles for Weld County Government
Fleet.
Description: Vehicles produce the majority of the pollutants in the brown cloud that plagues the
Colorado Front Range. Cleaner vehicle alternatives significantly reduce particulates, carbon
monoxide, and surface ozone levels, which are three pollutants of particular concern in the
northern Front Range. The Weld County/Larimer County/Rocky Mountain National Park
(W/L/RMNP) Clean Cities Coalition(the Clean Cities Coalition)promotes alternative fuel and
alternative-fuel vehicles (AFVs) used by businesses, government, and consumers in the northern
Colorado Front Range area as a means of reducing pollution and reducing dependence on foreign
oil.
Weld County(Applicant) is partnering with the Clean Cities Coalition, a non-profit organization
to address the air quality concerns of the Weld County area by increasing the use of alternative
fueled vehicles in the Weld County fleet. This is being accomplished by:
• mentoring the community and showing that the government is aware of the need of AFVs
in their own fleet,
• promoting and educating the Weld County community at-large about the benefits of AFV
use, which includes decreased dependence on foreign oil and the use of cleaner burning
vehicles, and
• reducing the local (Greeley) emission of criteria pollutants (offsetting gasoline vehicle
emissions)

The major goal of this project is to increase the use of low emission vehicles in the Weld County
fleet by replacing existing vehicles with either compressed natural gas (CNG) or hybrid vehicles.
The number of vehicles that can be replaced with AFVs in the fleet will directly correlate with
the amount of grant funds that are awarded.
Specific accomplishments will include:
• increasing the AFVs in our fleet by 8%,
• benefiting the people in Weld County with cleaner air, which in turn lowers health risks,
• showing the general public what their government is doing for the environment, and
• providing educational funds through the Clean Cities Coalition.

Geographic Criteria: This project will be carried out in Weld County, Colorado. Weld
County covers 3,999 square miles (the 3rd largest county in Colorado).
Required Time frames:
a. Implementation will begin within six months of project award and will be completed
within three years. The Clean Cities Coalition outreach is an ongoing process that will
encompass the entire time frame.
b. Vehicles will be replaced with either CNG or hybrid vehicles as they are scheduled for
normal replacement. Programmatically, there would be approximately 8 vehicles
replaced each year for a total of 25 over three years.
c. Project will be completed within three years.

A. Weld County is currently in the process of installing a CNG fueling station at its central
fueling site. Taking this step not only assures the commitment that Weld County is focusing on
this approach, but shows forward thinking in this area. In the pages to follow you will see that
Weld County is not only committed, but also capable to complete the assigned goal.
Weld County Government Mission Statement
To provide responsive, efficient, and ethical government services for the people of Weld County.
Clean Cities Coalition Mission Statement
The mission of the Clean Cities Program is to enhance our nation's energy security and air
quality by supporting public and private partnerships that deploy clean-burning alternative fuel
vehicles (AFVs) and build their associated fueling infrastructure. The Clean Cities Program has
three main goals:
• One million AFVs operating exclusively on alternative fuels by 2010.
• One billion gasoline gallon equivalents per year used in AFVs by 2010.
• Seventy-five percent of the Clean Cities Coalitions self-sustaining by 2005.
Weld County takes a unique, voluntary approach to AFV development, working with coalitions
of local stakeholders to help develop the AFV industry. The program thrives on strong local
initiatives and a flexible approach to building alternative fuels markets, providing participants
with options to address problems unique to their cities and fostering partnerships to help
overcome them.
Weld County Government has been a member of the Clean Cities Coalition since its creation in
May of 1996.
B. Weld County's Demonstration of Commitment
The mission of the County represents an excellent fit with the objectives of this project: To
improve the quality of the air in Weld County, and thus the health of its citizens. Weld County
proposes to dedicate an in-kind cost share that represents the focus of Weld County's
commitment to the Clean Cities Coalition program.

Organization's History
Weld County was formed in 1861 and has been a leader in the state in creative approaches to
various issues. The use of AFVs in the Weld County fleet is an example of such forward
thinking.
The Clean Cities Coalition program was initiated in January 1996, when Weld County, Larimer
County and Rocky Mountain National Park joined with the cities of Greeley, Loveland and Fort
Collins and a variety of businesses and organizations in a partnership committed to increasing
the use of alternative fuels in the area. The Clean Cities Coalition's goal is to accelerate the
development of a sustainable alternative fuels market through public/private partnerships in the
northern Front Range area.
The program's success depends on the players, and many are getting on board. City and county
governments are increasing the number of AFVs in their fleets. Companies such as Xcel Energy,
Greeley Gas, and others are setting positive examples in the region. Rocky Mountain National
Park also has a variety of alternative-fueled vehicles in use at the park, one of the most visited
national parks in the United States.
The commitment of these and other companies and individuals has allowed the program to build
momentum in the area. It has been active over the last several years through many public
expositions, educational workshops, informative displays, and involvement in Colorado Front
Range Clean Cities Corridor events and projects.
The program will continue to focus its efforts on recruitment of additional partners, educating the
public and providing assistance to others interested in the use of alternative fuels and vehicles.
Public outreach will be the major focus in the future.

Weld County is a Home Rule county and operates with a five member Board of County
Commissioners. The board members consist of Glenn Vaad, Chairman, Dave Long, Chairman
Pro-tem, Mike Geile, Bill Jerke, and Rob Masden.

Current Programs
Weld County is dedicated to the AFV process. The county is currently installing a CNG station
at its central site, to be completed in November 2002. This opens a variety of options for the
county fleet to use alternative fuel sources. The installation of the site shows the commitment of
the Board of County Commissioners toward the goal of more clean burning vehicles on the road.
Weld County now owns and operates five CNG dual fuel vehicles. Four of these vehicles
constitute the total fleet count of the Weld County Department of Public Health and
Environment. The county's building and grounds department uses the fifth vehicle. Weld
County is an active member of the Clean Cities program and supports its efforts to minimize
pollutions, by working cooperatively on various projects.

Long-term funding sources
Weld County's long-term funding sources and/or strategies for continuing, operating or
maintaining the alternative fueled vehicle program come from general property taxes, which
constitute 32.9% of the county's revenue. Other sources include fees, intergovernmental charges
for service, and miscellaneous sources. These revenue streams fund the motor pool budget via
usage charges for equipment that funds their replacement. For 2002, this was estimated to be
$2,697,000. Beyond the initial funding period, Weld County is committed to increasing its use
of AFV in the Weld County fleet. The grant assistance will be used to pay for the incremental
cost of replacement vehicles that are going to be replaced on a normal basis. Should this
alternative prove beneficial to the County, or if additional funds become available, this process
will continue beyond this funding period.

Ongoing community relations
Weld County will continue to promote AFVs in the community, which increases the visibility of
those vehicles. The AFVs will display the Clean Cities decal, furthering public awareness. The
Clean Cities program will assist in community outreach to educate other fleet operators of the
benefits of alternative fuels. It also regularly organizes alternative-fuel vehicle expositions that
are advertised in local and statewide media.
In addition, Weld County and Clean Cities promote alternative fuels at many public functions,
including presentations and expositions. These activities help overcome the market barriers to
alternative fuel use in the region. The Coalition's consistent message is how the use of
alternative fuels significantly reduces particulates, carbon monoxide, and surface ozone levels,
which are three pollutants of particular concern in the northern Front Range.
Weld County will disseminate project results in a variety of ways, including the use of the local
media and electronic communications.

funds awarded.
Specific accomplishments will include:
• increasing the AFVs in our fleet by 8%,

Because CNG cost 2.5 cents more than fossil fuels, there is no savings. On the additional 8% of
the fleet would equate to $27.27 per unit per year. Over the three year grant period, the
additional cost would total $845.43, assuming equal efficiency from one fuel to the other. The
obvious benefit comes from cleaner air, and expanding the engine life, not in day to day dollar
savings.
Hybrid vehicles are extremely frugal in fuel consumption because of the electric component,
which causes a 227.27% extension of fuel savings. The eight vehicles planned would save
$2,769.30 each year or a factored savings of$5,190 for the three-year period. These vehicles
give not only economical savings,but also cleaner air.

Bl. Need for the proiect
This project is needed to provide an example to the consuming public that government is acting
in a responsible way toward air pollution. It will also meet the real need to reduce dependence
on foreign oil. The West, in particular, with its vast expanses, needs to show the viability of
AFVs.
The Western United States produces a large amount of natural gas and is one of the leaders of
natural gas production in the United States. We support the local economy by using CNG to
become less dependent on foreign oil. Additionally, by using either CNG or the Hybrid powered
vehicles,we accomplish the following:
1. offset vehicle emissions
2. demonstrate alternative personal vehicles with exemplars
3. demonstrate safer, lower-impact, alternative fueling technology
Weld County and other governmental entities should be glowing examples to its' constituents in
this arena. By owning and operating AFVs, the County can ease the public's mind when it
comes to alternative fuel. Using CNG as one of the alternative fuel sources not only improves
the air in this region, but is also more economical.
Weld County has provided a regular fuel site for both the county's fleet as well as the City of
Greeley's for the past ten years. The construction of the natural gas fueling station (alongside
the existing one)will provide a more central location.

B3. Visibility—Benefit to the `Public Good'
The above chart indicates the age distribution of Weld County. The use of the AFVs in the
County will benefit all age groups. Obviously, those with respiratory or congestive concerns
would particularly realize the benefits. We have utilized this chart to indicate the demographic
make-up of Weld County, even though the benefit could be broken down into ethnic
configurations, or a varied sundry of other dissections. Natural gas vehicles produce fewer
emissions than cars running on gasoline or diesel fuel. According to the Natural Gas Vehicle
Coalition, vehicles using natural gas can reduce emissions of carbon monoxide (CO) by
approximately 70%, non-methane organic gas (NMOG) by 89%, and oxides of nitrogen(NOx)
by 87%. Emissions of the principle "greenhouse" gas (CO2) are reduced by 20% to 30%. In
addition, NGVs emit virtually no particulate matter, which has been known to harm human
respiratory and cardiovascular systems and cause the unattractive haze that often surrounds urban
areas. The cost of a gasoline-gallon equivalent of CNG compares favorably to that of gasoline,
so driving a natural gas vehicle may save you money. Natural gas is a domestic resource, so
increased use of natural gas in our vehicles can help reduce the nation's dependence on foreign
oil and strengthen our energy security. The United States produces approximately 87% of the
natural gas that it consumes, with the remaining 13% coming from Canada. The power,
acceleration, and cruising speeds of vehicles powered by natural gas are comparable with similar
gasoline or diesel models, and some natural gas fleets have reported lower maintenance costs,
including the ability to drive longer distances between oil changes.

We are looking for funding to support the Weld/Larimer/Rocky Mountain National Park Clean
Cities Coalition (W/L/RMNP. We hope to continue to promote alternative fuels and vehicles in
Weld County and the northern Colorado region. The coalition works to increase awareness and
use of alternative-fuel vehicles (AFV) and infrastructure in a voluntary compliance area. It has a
stakeholder base of 47 members. Greeley has been designated a non-attainment area for carbon
monoxide in the past and we hope to stay in attainment. One of the primary activities of the
Coalition is to enhance alternative fuel's awareness, use, and infrastructure in the W/L/RMNP
CC region. . The funding would allow the coalition to continue to be a functioning non-profit
organization. The Coalition also works in concert with the Denver and Colorado Springs Clean
Cities to expand infrastructure in the region. In 2000, the W/L/RMNP CCC became a non-profit
organization.
The program was initiated in January 1996, when Weld County, Larimer County, Rocky
Mountain National Park joined with the cities of Greeley, Loveland and Fort Collins, and a
variety of businesses and organizations in a partnership committed to increasing the use of
alternative fuels in the area. Rocky Mountain National Park, one of the most visited parks in the
United States, was the first national park to be part of a Clean Cities Coalition.
The responsibilities of this organization include: organizing and holding quarterly meetings,
holding"Advancing the AFV Choice" events, developing fund-raising strategies, coordinating
subcommittee meetings, planning and implementing coalition activities and exhibitions and
coordinating public outreach events. Other duties include: to promote the expanded use of all
alternative transportation fuels predominant in Colorado, specifically propane, CNG, electric and
ethanol, and participate in the expansion of the associated AF infrastructure. We renewed the
Memorandum of Understanding in May of 2001. This coalition has filed the Articles of
Incorporation as a Nonprofit Corporation in the State of Colorado, which allows us to seek
additional funding opportunities for a self-sustaining coalition.

Dear Stepp Foundation,
The Weld/Larimer/Rocky Mountain National park Clean Cities
organization is pleased to support Weld County in applying for the
Year 2002 Stepp Foundation Grant for an Alternative Fueled Vehicle
Program in Weld County. This program will include an existing
natural gas fueling facility; purchasing natural gas vehicles and
other clean burning vehicles and utilizing some funds for public
outreach efforts for the Clean Cities Program. The funds will be
spent on managing events and activities in the Greeley and Weld
County region.
Weld County has been a member of the Weld/Larimer/Rocky Mountain
National Park Clean Cities since it was formed in May 1996 . Weld
supports the efforts to continue promoting alternative fuel and
alternative fueled vehicles .
Weld/Larimer/Rocky Mountain National Park Clean Cities continues
to supports innovative activities to reduce air pollution, improve
our domestic energy supply, and foster public-private cooperation.
