RE: APPROVE AMENDMENT TO CHILD AND ADULT PROTECTION AGREEMENT FOR
LEGAL SERVICES AND AUTHORIZE CHAIR TO SIGN -WELD COUNTY ATTORNEY
WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to
Colorado statute and the Weld County Home Rule Charter, is vested with the authority of
administering the affairs of Weld County, Colorado, and
WHEREAS, the Board has been presented with an Amendment to the Child and Adult
Protection Agreement for Legal Services between the County of Weld, State of Colorado, by
and through the Board of County Commissioners of Weld County, on behalf of the Department
of Social Services, and Weld County Attorney, with terms and conditions being as stated in said
amendment, and
WHEREAS, after review, the Board deems it advisable to approve said amendment, a
copy of which is attached hereto and incorporated herein by reference.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of
Weld County, Colorado, ex-officio Board of Social Services, that the Amendment to the Child
and Adult Protection Agreement for Legal Services between the County of Weld, State of
Colorado, by and through the Board of County Commissioners of Weld County, on behalf of the
Department of Social Services, and Weld County Attorney be, and hereby is, approved.
BE IT FURTHER RESOLVED by the Board that the Chair be, and hereby is, authorized
to sign said amendment.
The above and foregoing Resolution was, on motion duly made and seconded, adopted
by the following vote on the 26th day of August, A.D., 2002.

AMENDMENT TO CHILD AND ADULT PROTECTION AGREEMENT
FOR LEGAL SERVICES BETWEEN
WELD COUNTY DEPARTMENT OF SOCIAL SERVICES
AND WELD COUNTY ATTORNEY
THIS AMENDMENT TO CHILD AND ADULT PROTECTION AGREEMENT FOR
LEGAL SERVICES is entered into thisoj(,Mday of August,2002,between Bruce Barker,County
Attorney, hereinafter referred to as"Contractor", and the Weld County Department of Social Services,
hereinafter referred to as"Department."
WITNESSETH
WHEREAS,the Contractor and the Department entered into a Child and Adult Protection
Agreement for Legal Services on December 19,2001,to assist the Department in providing the services
necessary to comply with state regulations concerning care for children and adults,with court action
necessary to the well-being of children and adults in the county and children and adults that the Department
has custody over;and to comply with Federal and State regulation in other related Department matters; and
WHEREAS,the Department recognizes the importance of increasing the legal services capacity of
the Contractor to meet the increasing demands of child welfare and juvenile cases and to adequately fund a
payroll adjustment of the Contractor's current legal services personnel; and
WHERAES,the Contractor desires to meet the legal service needs of the Department.
NOW,THEREFORE,in consideration of the premises,the parties hereto covenant and agree as
follows:
1. Exhibit I,Computation of Personnel Costs for Services, Item B,Personnel shall be
amended to include a.5 FTE Assistant County Attorney and a payroll adjustment for a
current Assistant County Attorney. The amended Exhibit I is attached.
2. The Contractor agrees to meet 100%time reporting requirements according to the criteria
provided by the Department.
3. This Amendment,together with the original Child and Adult Protection Agreement for
Legal Services, constitutes the entire understanding among the parties with respect the
subject matter hereof, and may not be changed or modified except as stated in the Child
pn3,.dult Protection Agreement.

employees and will otherwise exercise supervisory authority for services to be provided
under this Agreement. Also include his/her actual hourly rate including employee
benefits, the estimated number of his/her hours to be charged under this Agreement, and
estimated cost.

RE: Amendment to Child and Adult Protection greement for Legal
Services Between Weld County Department of Social Services and
Weld County Attorney
Enclosed for Board approval is an Amendment to Child and Adult Protection Agreement
for Legal Services between the Weld County Department of Social Services and the
Weld County Attorney.
The major provisions of the Amendment are as follows:
1. Personnel costs will be increased to include a .5 FTE Assistant County Attorney
and to provide a payroll adjustment. The total costs will be $239,815.50.
2. 100%time reporting by Assistant County Attorneys will be required.
The term and other provisions of the original Agreement remain the same. The term of
the Agreement is January 1, 2002 through December 31, 2002. The source of funding is
Child Welfare Block Funding.
