HomeMy WebLinkAbout20022415.tiff Minutes WELD COUNTY COUNCIL July 16, 2002 Tapes 184A02 and 185A02 The Weld County Council met in regular session in full conformity with the Weld County Home Rule Charter at Weld County Centennial Center, Tuesday, July 16, 2002, 6:30 p.m. ROLL CALL: The meeting was called to order by President Joyce Smock. Vice President Mitchell Martin, Councilman Dwaine Kurtz, Councilwoman Jody Malone, and Councilman Douglas Rademacher were present, constituting a quorum of the members. Also present: Donald Mueller, Alan and Carol Meny, and the Council secretary, Bev Thomas. REVIEW PROGRAM: Weld County Treasurer Donald Mueller reviewed the duties of the Treasurer's office governed by Colorado statutes. He outlined the guiding principles of the office and the operations of the office including an update on office internal controls. Mr. Mueller summarized the total taxes collected, tax notices sent, total cash, and investments. Council members' questions regarding changes in office procedures during Mr. Mueller's tenure were discussed and answered. APPROVAL OF MINUTES: Councilman Douglas Rademacher made a motion to approve the June 18, 2002 Council meeting minutes. The motion carried. PUBLIC COMMENT: Mr. Al Meny asked Council members to consider in salary setting that county employees are discouraged from running from a county elected official position because they can make more money as a county employee or a deputy official. UNFINISHED BUSINESS: 2002 Salary Setting for Elected Officials Council members discussed: increasing elected officials salaries to maintain quality applicants, the tension between voting one's conscience and voting,the opinions of one's constituents, benefits available to elected officials, and salaries received by other Category One Counties set by the state legislature. President Joyce Smock said the Council would vote on salaries in August so that salary resolutions could be prepared for signatures at the September meeting. NEW BUSINESS: 2002 Second Quarter Report to the People Councilman Douglas Rademacher made a motion to approve the 2002 second quarter Report to the People. COORDINATOR REPORTS: Councilman Douglas Rademacher talked with Sheriff Jordan, and a Sheriffs Department representative will give a review program at the September Council meeting. President Joyce Smock reported on the July 8 Elected Officials Meeting. PAYMENT OF THE BILLS: Councilman Douglas Rademacher made a motion to approve the bills as printed: Mileage for Councilwoman Jody Malone $26.22 Mileage for Councilman Mitchell Martin $22.08 Mileage for Councilman Douglas Rademacher $38.64 Mileage for Councilwoman Joyce Smock $82.80 Postage for Bev Thomas $22.95 The motion carried. CLOSING REMARKS: There will be no review program at the August Council meeting.
