WINTER DRIVING, 1984-85
Winter? It's definition will vary from storm to storm, depending upon
your location. It started September 7 in Rocky Mountain National Park, when
the season's first heavy snowfall temporarily closed Trail Ridge Road (U.S, 34) .
The same storm dumped more than five inches of snow on U.S. 40 at Rabbit
Ears Pass.
The following is a seasonal update on studded tires, Colorado's snow tread
law, and road conditions telephone numbers.
Studded Tires
Colorado, New Mexico and Wyoming laws permit year-round use of studded mud/
snow tires.
Of the neighboring states, only Utah and Nebraska prohibit metal studs
outright the year round. Utah law allows the use of so-called "soft studs, "
tungsten carbide fragments in a soft metal matrix, between October 15 and March
31. Nebraska's Department of Roads issues special permits to handicapped persons,
and allows metal studs for public safety and emergency vehicles, but only between
November 1 and March 15.
Kansas law allows the use of studded tires from November 1 through April 15.
Oklahoma allows their use between November 1 and April 1. And Arizona allows
studded tire use from October 1 through May 1.
"Snow Tires or Chains Required"
Under Colorado law, the Highway Department's Division of Highways may close
a stretch of road under bad conditions to all vehicles except those with either
adequate snowtreads or tire chains. Most occasions call for snow tread use. On
rare and brief occasions, travel may be limited only to vehicles with chains;
one example would be following a heavy snowstorm when a road section is just re-
opened and snowtread would be inadequate.
Motorists encountering a restricted area will see signs such as "Snow Tires
or Chains required, 1500 feet" or "Snow Tires or Chains required beyond this
point." Again this year the Department will sometimes use signs, instead of
people, posted along roadways during adverse weather conditions. This allows
maintenancemen or State Troopers to perform more important duties (for road clear-
ing) than checking vehicle tire treads.

A new location this year for permanent signs (uncovered when needed)
involves Interstate 25 at Monument Hill between Castle Rock and Colorado Springs.
The following list of equipment is acceptable when "Snow Tires" are
required:
1. Conventional mud and snow tread (M/S) with or without
studs, with a minimum tread depth of 1/8 inch.
2. Tires of the all weather type bearing the mark M/S, with
a minimum tread depth of 1/8 inch.
3. Four wheel drive vehicles (all four wheels engaged) with
adequate tires:
A. Adequate tires include those with conventional
tread with a minimum tread depth of 1/8 inch or
the type mentioned in 1 or 2 above.
4. Any type tire with plastic chains.
5. Wavy snowtreads with steel wire protruding.
The following are acceptable when "Chains Only" are required:
1. Any type tire with conventional steel link chains.
2. Any type tire with cable chains.
3. Four wheel drive vehicles (all four wheels engaged) with,:
A. Conventional mud and snow tread (M/S) with or without
studs, with a minimum tread depth of 1/8 inch.
B. Tires of the all weather type bearing the mark (M/S) ,
with a minimum depth of 1/8 inch.
Variable Message Signs
Again this season four lighted variable-message signs will offer Interstate
70 motorists updated information about road conditions. On westbound I-70, signs
will be activated near Rooney Road west of Denver; near Empire Junction (at U.S. 40) ;
and at Wheeler Junction near Copper Mountain. A sign over I-70 at Vail will
inform eastbound motorists about Vail Pass and Eisenhower Memorial Tunnel road
conditions.
Road Conditions Telephone Service
Denver area: the Department of Highways continues to offer 24-hr. recorded
phone service from the Denver headquarters. Information is updated several times
each day, or as conditions warrant, by the Colorado State Patrol under the Depart-
ment of Public Safety. For I-25 and eastern Colorado conditions, Denver area
motorists may dial 639-1234. For Denver and west, the number is 639-1111.

BRS 0072(12) INDIANA ST. IN ARVADA
The Department's Division of Highways accepted five bids at the November 8
opening for a Set-Aside project on Indiana St. in Arvada. Bidding was restricted
to certified, prequalified minority business enterprises.
Improvements include a structure, grading, stabilization, paving, topsoil,
seeding, mulching and striping. The project is located on S.H. 72 at Ralston
Creek, 4'.23 miles north of the Interstate 70 and Ward Road junction.
Koga Engineering & Construction, Inc. of Littleton submitted an apparently
successful bid of $359,653 on the project, which requires completion within 80
working days following the Notice to Proceed. R. L. McKenzie of Golden is
resident engineer.

MP 01-0026-03 ALAMEDA AVE. IN DENVER
Koga Engineering & Construction, Inc. of Littleton also submitted an
apparently successful bid of $118,621 at the Division of Highways November 8
opening for a project to resurface 2.9 miles of S.H. 26 in Denver. Five firms
turned in offers for the work, which begins just west of Interstate 25 and extends
west to Sheridan Blvd. Hot bituminous pavement, concrete pavement and curb and
gutter are involved.
The project is scheduled for completion within 30 working days. R. L.
McKenzie of Golden is resident engineer.
