FOR A MAJOR FACILITY OF A PUBLIC UTILITY (13.2-MILE, 115 KV TRANSMISSION
LINE AND TWO NEW SWITCHING STATIONS) IN THE A (AGRICULTURAL) ZONE
DISTRICT -TRI-STATE GENERATION AND TRANSMISSION ASSOCIATION, INC.
A public hearing was conducted on September 25,2002,at 10:00 a.m.,with the following present:

Commissioner David D. Long, Pro-Tem - EXCUSED
Commissioner M. J. Geile
Commissioner William H. Jerke - EXCUSED
Commissioner Robert D. Masden
Also present:

Planning Department representative, Kim Ogle
Public Works representative, Peter Schei
Health Department representative, Trevor Jiricek
The following business was transacted:
I hereby certify that pursuant to a notice dated September 6, 2002, and duly published
September 11, 2002, in the Tri-Town Farmer and Miner, a public hearing was conducted to
consider the request of Tri-State Generation and Transmission Association, Inc.,fora Site Specific
Development Plan and Use by Special Review Permit#1392 for a Major Facility of a Public Utility
(13.2-mile, 115 kV transmission line and two new switching stations) in the A (Agricultural)Zone
District. Lee Morrison, Assistant County Attorney, made this a matter of record. Kim Ogle,
Department of Planning Services, stated staff has received a letter from the applicant, dated
September 16,2002, marked Exhibit G,requesting an additional period of 30 days to continue the
meetings with some of the affected land owners along the preferred route. He stated the first
extension was set to expire on October 1, 2002, and this extension will expire on November 1,
2002. He requested this matter be continued to October 30, 2002, at 10:00 a.m. No public
testimony was offered concerning this matter.
Commissioner Geile moved to continue the request of Tri-State Generation and Transmission
Association, Inc. fora Site Specific Development Plan and Use by Special Review Permit#1392
for a Major Facility of a Public Utility (13.2-mile, 115 kV transmission line and two new switching
stations) in the A (Agricultural)Zone District, to October 30, 2002, at 10:00 a.m. The motion was
seconded by Commissioner Masden, and it carried unanimously. There being no further
discussion, the hearing was completed at 10:10 a.m.
