Re: North Park Avenue Improvement Request

This letter is in response to y r request regarding an improvement project for North Park
Avenue. I have referred your request to the Public Works Department for review.
The Department will submit a report and review this issue with the Board of County
Commissioners on November 18, 2002. Immediately after the review, we will advise you of the
County's intent.

Dear Commissioner Vaad:
As you are aware, North Park Street is apparently on the Weld County roadway system
but is situated in the center of the Town of Johnstown. This should be confirmed through
title research. The street is approximately 24' feet in width and 400' in length. It intersects
Weld County Road (WCR)No. 15 about 710' feet north of State Highway 60.
The Town of Johnstown and Weld County entered into an intergovernmental agreement
on December 18, 2000 wherein Weld County agreed to make improvements (base plus
paving) to WCR No. 15 from the Town's boundary north to WCR 50. After completion
of the project, which is expected to be accomplished in 2003, the County agreed to
transfer ownership of the roadway to the Town, and Johnstown agreed to assume the
responsibility of performing all necessary maintenance on the road.
The Town is requesting the County consider making similar improvements to North Park
Street at the same time that construction occurs on the WCR 15 project.
If the County is successful in obtaining the necessary right-of-way from the adjacent
property owners and constructs the roadway, the Town would be willing to take the
necessary steps to annex the street into Johnstown. Construction drawings would need to
be prepared to reflect Town street standards.
