TO THE PARTIES IN THIS MATTER AND ALL INTERESTED PERSONS, FIRMS OR

You are notified that Colorado Department of Transportation (CDOT) hereby enters its
appearance and intervention in the above-captioned Application. CDOT will intervene and
participate in this proceeding as its interest may appear. Service on CDOT as required by Rule
9(b)(2) of the Commission's Rules of Practice and Procedure, may be accomplished by serving the
undersigned.
By this intervention, CDOT is not opposing or contesting the granting of the application,
but rather indicates to the parties and all interested persons, firms or corporations, that CDOT will
participate in any hearing which results from an intervention contesting or objecting to any portion
of the application. If there are no other intervenors or protests, CDOT has no objection to the
Application being handled by modified procedure under § 40-6-109(5), C.R.S., and, in such event,
the Public Utilities Commission may treat this appearance and intervention as withdrawn.
