The letter states, "It is the applicants responsibility to comply with state statutes regarding notice to mineral estate owners. Colorado revised statute, C.R.S. 24-65.5-103 ( adopted as part of H. B. 01-1088)requires notification of all mineral estate owners 30 days prior to any public hearing."
