HomeMy WebLinkAbout20020483.tiff Minutes WELD COUNTY COUNCIL January 15, 2002 Weld County Centennial Center • Tape 173A02 and 174A02 The Weld County Council met in regular session in full conformity with the Weld County Home Rule Charter at the Weld County Centennial Center, 915 10'h Street, Greeley, CO, 6:30 p.m. ROLL CALL: The meeting was called to order by President Dwaine Kurtz. Vice President Joyce Smock, Councilwoman Jody Malone, Councilman Mitchell Martin, and Councilman Douglas Rademacher were present, constituting a quorum of the members. Also present: Mr. Pat Persichino, Patricia Bowen, and the Council secretary, Bev Thomas. ELECTION OF OFFICERS: 2002 Council President Councilwoman Joyce Smock nominated Councilman Mitchell Martin for 2002 Council President. There was no second. Councilman Douglas Rademacher nominated Councilwoman Joyce Smock for 2002 Council President. Councilman Mitchell Martin seconded the motion and Councilwoman Joyce Smock was unanimously elected 2002 Council President. 2002 Council Vice President Councilwoman Joyce Smock nominated Councilman Mitchell Martin for 2002 Council Vice President. The motion was seconded by Councilwoman Jody Malone and carried unanimously. REVIEW PROGRAM: Mr. Pat Persichino, Weld County Personnel Director, presented a review program covering the following aspects of Weld County's personnel system: recruiting process, applicant screening, and interviewing; salary schedule and salary policy considerations including surveys used; employee benefits and the pay system. In response to Council members' questions, Mr. Persichino spoke about the employees' grievance process, reasons for dismissals, difficult-to-fill jobs, internal staff development, evaluation of employees, and training of supervisors. AGENDA ADDITIONS/APPROVAL: There were no additions to the agenda. APPROVAL OF MINUTES: Councilman Dwaine Kurtz made a motion to approve the December 18, 2001 Council meeting minutes. UNFINISHED BUSINESS: Correspondence RE: Coroner's Office It was suggested that Weld County Coroner Scott Anthony be asked to give a review program of his department at a Weld County Council meeting NEW BUSINESS: Council Resolution 135 RE: 2002 Meeting Day Councilman Douglas Rademacher made a motion to adopt Weld County Council Resolution 135 stating 2002 Council meetings will be held on the third Tuesday of each month. Councilwoman Jody Malone seconded the motion and it carried. Council 2002 Meeting Time Councilman Douglas Rademacher made a motion all 2002 Council meetings be held at 6:30 p.m. The motion was seconded and approved unanimously. Council 2002 Meeting Sites Councilman Dwaine Kurtz made a motion the March 19, 2002 Council meeting and the August 20, 2002 Council meeting be held at the South West Weld County Office Complex. The motion was seconded and approved unanimously. 2002 Council Elected Officials & Department/Committee Assignments Councilwoman Jody Malone made a motion to accept the 2002 Council Elected Officials & Department/Committee Assignments as follows: President Joyce Smock Finance, Central Purchasing, Personnel Elected Official Assessor Vice President Mitchell Martin Human Services Elected Official Coroner Councilman Dwaine Kurtz Planning Services Elected Official Treasurer Councilwoman Jody Malone Public Works Elected Official Clerk and Recorder Councilman Douglas Rademacher Health Services Elected Official Sheriff The motion was seconded and carried unanimously. Councilmen Kurtz and Rademacher asked to receive hard copies of the 2002 Planning Commission agenda and minutes. Weld County Council Minutes January 15,2002 Page 3 of 4 2001 Fourth Quarter Report to the People Councilman Dwaine Kurtz made a motion to accept the 2001 Fourth Quarter Report to the People dated January 15, 2002. The motion was seconded and carried unanimously. 2002 Review Program Assignments were made as follows for coordination of the monthly 2002 Council meetings. APPOINTMENTS AND ANNOUNCEMENTS: 2002 Elected Officials Meetings Councilman Dwaine Kurtz reported that District Attorney Al Dominguez told the elected officials at the January 14, 2002 meeting about Weld County's Juvenile Offenders' Diversion Program. The Elected Officials meetings in 2002 will be quarterly and hosted by an elected official. CORRESPONDENCE: Council members reviewed the correspondence. COORDINATOR REPORTS: 911 Authority in South West Weld County Councilman Douglas Rademacher reported he had no additional facts regarding 911 Authority to report at this time. Payment of the Bills Councilwoman Jody Malone made a motion to pay the bills as listed: Mileage for Councilwoman Jody Malone $26.22 Mileage for Councilman Mitchell Martin $22.08 Mileage for Councilman Douglas Rademacher $19.32 Mileage for Councilwoman Joyce Smock $49.68 Metro West Publishing for Report to the People $16.25 Weld County Council Minutes January 15,2002 Page 4 of 4 Nelson's Office Supplies $30.63 The motion was seconded and carried.
