BOARD OF COUNTY COMMISSIONERS
WELD COUNTY, COLORADO
APRIL 10, 2002

The Board of County Commissioners of Weld County, Colorado, met in regular session in full conformity
with the laws of the State of Colorado at the regular place of meeting in the Weld County Centennial
Center, Greeley, Colorado, April 10, 2002, at the hour of 9:00 a.m.
ROLL CALL: The meeting was called to order by the Chair and on roll call the following members were
present, constituting a quorum of the members thereof:
Commissioner Glenn Vaad, Chair
Commissioner David E. Long, Pro-Tem
Commissioner M. J. Geile
Commissioner William H. Jerke - EXCUSED
Commissioner Robert D. Masden
Also present:
County Attorney, Bruce T. Barker
Acting Clerk to the Board, Carol A. Harding
Director of Finance and Administration, Donald D. Warden
MINUTES: Commissioner Long moved to approve the minutes of the Board of County Commissioners
meeting of April 8, 2002, as printed. Commissioner Geile seconded the motion, and it carried
unanimously.
ADDITIONS TO AGENDA: There were no additions to the agenda.
CONSENT AGENDA: Commissioner Geile moved to approve the consent agenda as printed.
Commissioner Long seconded the motion, and it carried unanimously.
PRESENTATIONS:
CERTIFICATE OF APPRECIATION -JOE TENNESSEN: Chair Vaad read the certificate recognizing Mr.
Tennessen for his many years of community service and presented it to him. Each of the Commissioners
added their comments and appreciation.
COMMISSIONER COORDINATOR REPORTS: There were no Commissioner Coordinator Reports.
PUBLIC INPUT: There was no public input.

WARRANTS: Donald Warden, Director of Finance and Administration, presented the following warrants
for approval by the Board:
All Funds $600,829.52
Commissioner Geile moved to approve the warrants as presented by Mr. Warden. Commissioner Long
seconded the motion, which carried unanimously.
BIDS:
PRESENT 2002 ROTOMILLING BID - PUBLIC WORKS DEPARTMENT: Mr. Warden read the names
of two vendors who submitted bids. Said bid will be considered for approval on April 24, 2002.
APPROVE ENGINEERING SERVICES FOR WELD COUNTY ROAD 15 - DEPARTMENT OF PUBLIC
WORKS: Mr. Warden stated the Department of Public Works recommended approval of the low bid
submitted by Kirkham Michael Consulting Engineers, in the amount of $26,435.00. Responding to
Commissioner Geile, Frank Hempen, Jr., Director of Public Works, stated the company will be doing the
work out of their Greeley office, and the proposal meets the required qualifications. Commissioner Geile
moved to approve said bid. Seconded by Commissioner Masden, the motion carried unanimously.
APPROVE FUEL-UNLEADED, DIESEL,AND PROPANE FOR 2002: Mr.Warden stated the Department
of Public Works recommended approval of the bid from Agland, Inc., since it was the only complete bid
submitted, and it was submitted as an all or nothing bid. The other vendor, Petroleum Traders
Corporation, submitted a bid for only the main site. Commissioner Masden moved to approve said bid.
The motion, which was seconded by Commissioner Long, carried unanimously.
NEW BUSINESS:
CONSIDER PETITION FOR ABATEMENT OR REFUND OF TAXES- BURLINGTON NORTHERN AND
SANTA FE RAILWAY 6: Jackie Weimer, Assessor's Office, stated there was a data entry error, which
resulted in the incorrect assessment, and she recommended approval of said abatement. Commissioner
Geile moved to approve said abatement. Seconded by Commissioner Masden, the motion carried
unanimously.
CONSIDER TEMPORARY CLOSURE OF WELD COUNTY ROAD 58 BETWEEN WELD COUNTY
ROAD 51 AND STATE HIGHWAY 37 AND WELD COUNTY ROAD 8 BETWEEN WELD COUNTY
ROADS 61 AND 63: Mr. Hempen stated both closures are to replace culverts. Commissioner Long moved
to approve said closures. The motion,which was seconded by Commissioner Geile, carried unanimously.
CONSIDER AGREEMENT FOR EXTRAORDINARY MAINTENANCE AND SNOW REMOVAL OF
DEFENSE ACCESS ROADS SERVING THE WARREN AIR FORCE BASE MINUTE-MAN MISSILE SITES
IN COLORADO LOCATIONS IN WELD COUNTY AND AUTHORIZE CHAIR TO SIGN-UNITED STATES
DEPARTMENT OF TRANSPORTATION: Mr. Hempen stated this agreement allows the Department of
Defense to contract with us for emergency snow removal or road work under emergency situations. Weld
County would not be required to do the job, and the Department of Defense reserves the right to do the
job if our staff cannot get it completed by the required deadline. Responding to Commissioner Long, Mr.
Hempen stated we have had an on-going contract similar to this one since the 1970's. Commissioner Long
moved to approve said closure. Seconded by Commissioner Geile, the motion carried unanimously.
CONSIDER APPOINTMENTS TO BUILDING TRADES ADVISORY COMMITTEE: Commissioner Geile
moved to appoint Ron Bernhardt, and to reappoint David Pallasch and James Fassler to the Building
Trades Advisory Committee. The motion, which was seconded by Commissioner Long, carried
unanimously.

CONSIDER APPOINTMENTS TO UNIFORM BUILDING CODE BOARD OF APPEALS: Commissioner
Masden moved to appoint James Fessler and Ron Bernhardt, and to reappoint Sam Ainsworth to the
Uniform Building Code Board of Appeals. Seconded by Commissioner Long, the motion carried
unanimously.
RESOLUTIONS AND ORDINANCES: The resolutions were presented and signed as listed on the consent
agenda. No Ordinances were approved.
Let the minutes reflect that the above and foregoing actions were attested to and respectfully submitted
by the Acting Clerk to the Board.
There being no further business, this meeting was adjourned at 9:30 a.m.
