At planning staffs suggestion, we have processed a Recorded Exemption for what was a 60 acre lot in our original sketch plan application. This leaves the four five acre lots identical in size and layout to the sketch plan application which we believe are compatible with the intent and uses allowed in the Estate Zone District as set forth in Article Ill, Division 5 of the Weld County Code. We have been working diligently over the past year addressing the questions and concerns outlined in your May 8 letter in response to the sketch plan, and are confident we have addressed all concerns. Our design has been revised to meet the Weld County Department of Public Works requirement that the internal roadway be constructed of four inches of ABC class 6 gravel, twenty-six feet wide with a cul-de-sac at the end with a 65' right-of-way radius and a fifty foot edge of gravel radius. We have revised the plat to indicate the dedication of 30' of right-of-way along Weld County Road 86. We have provided a traffic study that addresses the impact of the Change of Zone application. A revised drainage plan per staff comments is attached. We have made repeated attempts to get the Ault Fire Protection District to respond to your referral request. I have personally met with David Janssen several times and asked for a letter indicating their position, he has never expressed any concerns, but to date I haven't been able to obtain one. As required by Section 23-2-50 of the Weld County Code, we contacted the Weld County Clerk and Recorder regarding a listing of the names and addresses of mineral owners and lessees of mineral owners on the subject parcel. We were informed that there are no mineral owners other than my client Elva Griffith. There are no ditches on this site. Please feel free to contact me if you have any further questions or issues. The proposed project is consistent with efficient and orderly M Torgersoa development for the following reasons: Ens The proposal continues an integrated development pattern, as the surrounding land consists primarily of large lot residential and farmland as we are proposing. The recorded exemption/ minor subdivision combination was actually suggested by Weld County Planning Staff in response to an earlier minor subdivision submittal. The fact that it was suggested by staff indicates conformance of plans with public improvement plans of the County. The project does not lie within any municipal urban planning area. The property does not lie within any flood plain or flood prone area. The property does not lie in any geologic hazard area. The property does not lie in the Airport Overlay District 2. Sec. 22- 1 - 110. Existing land use. C. Throughout the history of the County. population and economic growth required the development of previously undeveloped land. Future growth will require continued urban land area expansion within municipal urban growth boundary areas, as well as small amount s of rural area development. Much of this expansion will. as it has in the past. require the conversion of land categorized as farmland to urban uses. The intent of efficient land use planning in the County is to. when possible, minimize the impact of development on agricultural lands. The subject property created a 60 acre recorded exemption adjacent and will maintain the area currently used as an elk ranch as an elk ranch, therefore it is "minimizing the impact of development on agricultural lands." The four residential lots is consistent with the goal of"small amounts of rural area development". Sec. 22- 1- 120. Future land use. B. Urban sprawl develops when an orderly pattern for growth and development cannot he achieved. Higher costs are incurred both initially and ultimately in providing public services to a sprawl growth area. Often. scattered development requires the extension of services through undeveloped areas. In addition to the economic considerations associated with urban development patterns, there is also the problem of competition and conflict between urban and rural land use interests. All of the thirty—one (31) municipalities in the County are surrounded by farmland. As urban areas continue to expand. these resource lands are either directly converted to urban uses or are adversely influenced due to inherent conflicts between rural and urban activities. The proposed development presently has a North Weld Water line running along its south boundary, and North Weld Water is able to serve the site. As our TIS shows, County Road 86 is developed to a standard that can accommodate the traffic generated by the proposal, therefore, higher costs are not incurred either initially or ultimately in providing public services. Sec. 22-2-30. Concerns of farming as an industry. C. Tension between farming and nonfarming uses is occurring from restrictions on normal farming practices in areas encroached upon by residential. commercial and industrial uses. Many of the problems stein from unrealistic expectations of those seeking a rural lifestyle. The proposed development also created a 60 acre recorded exemption which will maintain the ranching operation currently on the site. There will also be a right to farm covenant put on both properties to insure that not only are all parties aware of this issue, but also to legally protect the surrounding farmers and ranchers. 3. The surrounding area is predominantly farmland with some large lot residential. This proposal continues this low impact development pattern. 4. Sec. 23- 1 -40. Purpose and intent. A. The purpose of this Chapter is to provide a unified regulatory system for land USE in the County. This Chapter is designed to promote the health. safety. convenience. morals. order and welfare of the present and future inhabitants of the COUNTY. The present and future inhabitants of the COUNTY will he benefitted through: 1 . Lessening congestion in the STREETS or roads or reducing the waste caused by excessive amounts of roads. The development as proposed will utilize existing roads. 2. Securing safety from fire, FLOOD waters and other dangers. The development as proposed is not in any fire or flood area. 3. Providing adequate light and air. The project as proposed would have a minimal impact on light or air. 4. Classification of land USES and distribution of land DEVELOPMENT and utilization. The project as proposed would be consistent with the surrounding land uses. 5. Protecting the tax base of the COUNTY. The project as proposed would enhance the county tax base 6. Securing economy in governmental expenditures. NA 7. Fostering the COUNTY'S agricultural, business, MINING and other economic bases. The recorded exemption done as a part of this project would continue the agricultural use of a portion of the property. 8. Protecting both urban and nonurban e•—. DEVELOPMENT. The project as proposed would be characterized as non urban development. 9. Conserving the value of property. The project as proposed will enhance the value of the property. 10. Encouraging the most appropriate USE of land. The recorded exemption as proposed we believe promoted the most appropriate use of the land in question. An agreement has been reached with North Weld Water to serve the two lots. (attached) Irrigation is accomplished by a well. (permit attached) A septic engineer has reviewed the proposed sites and has conducted a soils report. We have been assured that all sites are conducive to a standard septic system. The entire site is non-prime farmland, and is currently being used as an elk ranch. There are no unique physical characteristics on this site. There are no existing structures on the site. The applicant has no interest in creating any conservation easements on the site at this time. No building envelopes have been designated on the two proposed lots. Box 758 Greeley, CO 80632-0758 RE: Paving Needs Associated with Griffith Minor Subdivision Weld County, Colorado Dear Diane: The County has asked that the need to pave nearby roads as part of the Griffith Minor Sub- division be investigated. This letter documents that investigation. CURRENT CONDITIONS Current daily traffic was counted on CR 86, CR 25, and CR 29. Based upon two day aver- age traffic, CR 86 serves 61 vehicle's per day, CR 25 serves 59 vehicles per day and CR 29 serves 163 vehicles per day north of CR 86 and 165 vehicles per day south of CR 86. Count sheets are attached. It should be noted that the counts include some construction traffic related to observed cable installation. SITE TRAFFIC Griffith Minor Subdivision is located midway between CR 25 and CR 29 along the north side of CR 86. It will have five residential lots and generate 48 daily trips. Direct access will be provided to CR 86. Some 75% of site trips are expected to travel west on CR 86 and south on CR 25. The remaining 25% will travel east on CR 86 to CR 29 and then go south. a a ., These estimates are based upon the landowner's local knowledge and are rational based upon area attractions. FUTURE CONDITIONS Site traffic, when added to current traffic, reflects future conditions with Griffith Minor Subdi- vision fully occupied. Given the site's remote location, no background traffic growth was considered. As other development occurs, Griffith Minor Subdivision should be considered in the traffic study for that development. Some growth however is reflected by inclusion of construction traffic in the recent traffic counts. Total traffic, which is the combination of site and background traffic, is shown below for key roadway sections. As indicated above, the investigated roadway sections do not require dust control after Griffith Minor Subdivision is fully built-out. In summary, the Griffith Minor Subdivision will not result in a need to pave or provide dust control on the investigated roads. I trust this letter fully addresses the County's concern. That evaluation was completed by reviewing a geotechnical subsurface exploration completed by Advanced Professional Engineering Inc. for the referenced parcel and readily available data concerning potential sources of aggregate, principally through review of United States Geologic Society (USGS)/Colorado Geologic Society(CGS)published information. The Griffith subdivision is located in Section 32, T8N, R66W of the 6th P.M. in Weld County, Colorado. The development parcel includes approximately 80 acres which do not fall within any identifiable aggregate resource category based on USGS mapping information. A geotechnical subsurface exploration was completed for the above referenced project by Advanced Professional Engineering, Inc. and dated February 2, 2001. Preliminary review of the included boring logs indicate the materials encountered generally consisted of lean clay soils with varying amounts of silt and sand. It appears as if the completed borings were terminated at depths ranging from 9 to 15 feet below present site grades in the essentially cohesive site soils. Based on review of the site boring logs, extractable minerals were not identified. INTRODUCTION _ I . I Objective This report summarizes a preliminary hydrologic and hydraulic analysis for the proposed drainage improvements in the Griffith Minor Subdivision, Weld County, Colorado. The constructed roads and drainage improvements are consistent with the standards set forth by Weld County. The drawings which accompany this study are entitled Historic Condition Drainage P/an and Developed Condition Drainage Plan, Griffith Minor Subdivision, prepared by Davis, Miller $ Wohnrade Civil Engineers, Inc.. I .2 Mapping and Surveying Field survey information, topographic mapping at a contour interval of one (I ) foot, and right-of-way mapping has been provided to Davis, Miller $ Wohnrade Civil Engineers, Inc. (DMW) by Ayres Associates of Fort Collins. I .3 Site Reconnaissance The project engineer performed a site visit to the Griffith Minor Subdivision site in Weld County in July, 200 I . Existing drainage patterns and structures have been field verified for use in defining drainage basin boundaries and historic flow patterns. II. PROJECT LOCATION AND DESCRIPTION 2. I Project Location The Griffith Minor Subdivision, is located in the southwest quarter of Section 32, Township 8 North, Range 66 west of the G h Principal Meridian, County of Weld, State of Colorado. The site is bounded by Weld County Road 86 on the south and is 3/4 mile west of Weld County Road 29 (see vicinity map). The Town of Pierce is approximately three miles northeast of the site. 2.2 Site Description The Griffith Minor Subdivision Site is located approximately three miles southwest of the rural community of Pierce. Most of the site slopes generally from west to east at slopes ranging from roughly 0.5% to 6.0%. There are some relatively shallow low points in the southeast portion of the site. The southwest corner of the site slopes to a low point at slopes of approximately 5%. The site is primarily vegetated with native weeds and grasses and has been farmed with dryland wheat in the past. I basting Drainage Patterns and Basins The existing site is divided into four (4) onsite basins and two (2) offsite basins. Basin I (2.7 acres), in the southwest corner of the property, drains a small area to the southwest corner of the site. This basin is part of an existing gulch which approaches the site from the northwest and crosses Weld County Road 86 at the southwest corner of the site. There is no existing culvert at this crossing. Basin 2 (24.3 acres) drains to a relatively shallow low area in the south central portion of the property. Offsite runoff from Basin 0 I (2. I acres) is routed overland through Basin 2. Flows either infiltrate into the ground or overflow into adjacent Basin 3. There is no apparent conveyance across Weld County Road 86 to the south for these flows. Offsite runoff from Basin 02 (14.3 acres) is routed overland through Basin 3. Runoff from Basin 3 (45.9 acres) flows easterly offsite to existing irrigated farmland. Runoff continues to flow to the east to the existing Pierce Lateral Irrigation Ditch. Basin 4 (7.3 acres) 1s located along the southeastern edge of the site. Runoff in this basin flows to the east into existing irrigated farmland. IV. IMPROVED CONDITIONS _ 4. I Improved Drainage Patterns Historic drainage patterns for the site will remain virtually unchanged under developed conditions. Because of the low density of the proposed site plan, impact to runoff volumes will be minimal. Due to the location of the proposed road and lots, the shallow low point in Basin 2 will be eliminated and runoff will flow directly to adjacent basins. The increase in discharge from historic to developed conditions is negligible. Quality, quantity and character of flow will remain virtually unchanged. Therefore, no detention will be provided. 4.2 Proposed Improvements The proposed improvements to Griffith Minor Subdivision will consist of creating five lots and the infrastructure to support those lots. A gravel road with roadside ditches will be constructed with concrete culverts under roadways where necessary and corrugated steel (CSP) or high density poly-ethylene (HDPE) culverts at driveways as required. A water main will be extended into the site to provide water to the development and each unit will use .. an individual septic system for waste disposal. 4.3 Proposed Drainage Basins The Griffith Minor Subdivision developed conditions site has been divided into a total of five (5) onsite basins (see Developed Condition Drainage Plan), the boundaries of which are nearly identical to the existing condition basin boundaries. This basin is part of an existing gulch which approaches the site from the northwest and crosses Weld County Road 86 at the southwest corner of the site. There is no existing culvert at this crossing. Basin 2 (I 4.7 acres) drains to the southeast corner of proposed Lot 5. Offsite runoff from basin 01 (2. I acres) is routed overland through Basin 2. Runoff will flow along a future roadside ditch and be conveyed under the proposed entry road via a culvert to the east into Basin 3. Flows from Basin 2 will be routed through Basin 3 via a swale to the east. Runoff from Basin 3 (6.4 acres) flows offsite undetained to the east. Basin 4 (8.6 acres) drains to the east. Runoff from this basin will be carried in a roadside ditch along the proposed entry road. The ditch will flow from south to north and convey stormwater runoff to Basin 5. Offsite runoff from Basin 02 ( 14.3 acres) is routed overland through Basin 5. Runoff from Basin 4 and 5 is conveyed through Basin 5 via a shallow swale to the northeast. Runoff from Basins o2,4 and 5 is discharged undetained to the east to existing irrigated farmland. Runoff continues to flow to the east to the existing Pierce Lateral Irrigation Ditch. V. CONCLUSION 5. I Compliance With Criteria Standard engineering design practices have been used in the analysis of the proposed storm drainage improvements. The final design for drainage improvements on the Griffith Minor Subdivision site will be in full compliance with all Weld county drainage regulations.
