I have reviewed the draft agreement and have the following comments: 1. The map of the proposed drainage authority shows that Mead has a very small interest in the project. The area of Mead affected is Sekich business park and south and Grandview Subdivision and the Westrian Ranch property. The effective drainage from Sekich Subdivision is to the south. Thus any floodwaters attempted to be controlled by this Authority would flow from Mead and not into Mead. (Sekich is uphill from Del Camino and all the other participants.) Mead therefore has the least to gain from efforts to control floodwaters to the south. 2. The entire area of the proposed authority is huge and may contain many potentially expensive drainage project, none of which would effect Mead. 3. The IGA itself provides for 10 governmental partners in the project. Mead would have one vote. 4. Directors of the Authority are to be paid$100 per month to start and the Authority would set future salaries itself. 5. The expenses of the Authority would be paid by fees which are unknown and not established;taxes which would presumably be applied to all of Mead and not only those benefited by the Authority and; bonds and borrowing the amount of which is unknown at this time. B ocs/ 00/75['171- ag eliele- •,a7-Q, 2002-0486 a 6. Mead would be bound by the drainage standards set by the Authority for imposition on all future developments. 7. Mead has never, to my knowledge, been invited to participate in the conduct of the organization of the Authority. Mead has not been provided with a copy of the drainage study that motivated the formation of the Authority. Mead has not to be my knowledge been invited to any meetings at which the need for the Authority was discussed. CONCLUSION: Based upon my review of the benefit to the town compared to the cost to the town's taxpayers of participation in the Authority, it is my recommendation that the town request to be deleted from the Authority. I am forwarding a copy of this memo to Glenn Vaad, chair Board of County Commissioners in the event at eld County would like to supplement the information provided to date on this subject.
