RE: APPROVE SCOPE OF SERVICES CONTRACT FOR PURCHASE, INSTALLATION,
AND MAINTENANCE OF A COMPRESSED NATURAL GAS VEHICLE FUELING
FACILITY AND AUTHORIZE CHAIR TO SIGN - NATURAL FUELS COMPANY, LLC
WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to
Colorado statute and the Weld County Home Rule Charter, is vested with the authority of
administering the affairs of Weld County, Colorado, and
WHEREAS, the Board has been presented with a Scope of Services Contract for the
purchase, installation, and maintenance of a compressed natural gas vehicle fueling facility
between the County of Weld, State of Colorado, by and through the Board of County
Commissioners of Weld County, on behalf of the Department of Public Health and
Environment, and Natural Fuels Company, LLC, commencing upon full execution of said Scope
of Services Contract, with further terms and conditions being as stated in said contract, and
WHEREAS, after review, the Board deems it advisable to approve said contract, a copy
of which is attached hereto and incorporated herein by reference.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of
Weld County, Colorado, that the Scope of Services Contract for purchase, installation, and
maintenance of a compressed natural gas vehicle fueling facility between the County of Weld,
State of Colorado, by and through the Board of County Commissioners of Weld County, on
behalf of the Department of Public Health and Environment, and Natural Fuels Company, LLC,
be, and hereby is, approved.
BE IT FURTHER RESOLVED by the Board that the Chair be, and hereby is, authorized
to sign said contract.
The above and foregoing Resolution was, on motion duly made and seconded, adopted
by the following vote on the 24th day of June, A.D., 2002.

Dear Claud,
Please find the accompanying Scope of Services contract for your CNG fuel station. The
estimated cost is the same as my previous e-mail to you ($233,826). In light of our
meeting with Butch it has been determined that we cannot get power from the existing
panel at the pump building as previously thought do to some concerns Butch has with the
existing equipment. Because of this we will need to take power from the existing
transformer and start a new service with Xcel. To accomplish this we will need to
provide fully engineered electrical drawings to Xcel for the new service which would not
be required if we were using the existing service. There will be some additional costs for
this probably around $2,500 and this along with any other cost changes will be e-mailed
to you in a cost change format. Cost for the main line extension from Greeley Gas was
estimated from them and Natural will facilitate this process. There will be some forms
and submittals they will need from Weld County since Weld County will ultimately own
the meter.
Payment: Progress billing will be billed to PO#PO200079 as follows.
20% at time of signed contract
50%upon equipment order
20% at start of installation
10% at completion and demonstration of operability

Scope of Services For the Purchase, Installation and Maintenance of
a Compressed Natural Gas Vehicle Fuelling Facility
Introduction
This Scope of Services is for a compressed natural gas ("CNG")vehicle fueling facility
(the"CNG Facility")to be designed, installed and operational at the Weld County fuel
depot known as 1111 H street Weld County is the purchaser of the services described
herein and Natural Fuels Company LLC ("Natural") is the provider.
General Construction Responsibilities and Price
All site construction necessary for the installation and operation of the CNG Facility
equipment will be the responsibility of Natural. Weld County will furnish the location,
(see drawing per Attachment 1 to the Scope of Services) own the new gas meter, new
electric meter and is responsible for their card reader interface to the CNG dispenser.
Site construction will include all labor, materials, subcontractors, insurance, permitting,
management and other activities sufficient to satisfy this Scope of Services and the laws
and regulations of the city of Greeley, State of Colorado, and the United States
Government as well as the National Fire Protection Association, National Electric Code
standards and applicable industry codes and standards.
Total Site Construction Price: $65,365
Site Construction Specifications
Attachment 1 contains a site drawing identifying the existing location of electrical
service, building(s), petroleum fueling facilities, fuel card interface building and other
applicable existing site improvements. Attachment 1 also identifies the proposed
locations of the CNG equipment and associated improvements.
The construction specifications for the CNG site improvements are as follows:
1. Concrete pad 20 x 25 feet, 6 inch thickness with a 1 foot turn down.
2. 6 inch bollards surrounding three sides of the pad spaced on four foot centers.
3. 4 x 4 foot dispenser pad located 20 feet east of compressor pad
4. 6 inch bollards at four corners of dispenser pad
5. Electrical rack located a minimum of 20 feet west of compressor pad
6. Electrical service from main transformer at pump building
7. ESD devices located at dispenser and electrical rack
8. Bring necessary electrical and gas services to the pad from their existing
locations (downstream of utility meter)
9. All natural gas piping, fittings and other components necessary for the
installation of the CNG equipment. All trenching for conduit and utilities.
10. All patch back work from trenching restored to original condition excepting
the actual improvements made during the construction process.
11. Construction costs contingent upon existing maximum asphalt thickness of
four inches. Weld County will own all utility improvements (Gas &Electric).
CNG Equipment Specifications and Pricing
The equipment specifications for the CNG Facility are as follows:
1. One re-built natural gas compressor mounted on a metal skid rated at 28 scfin.
at 5 psig. Suction to 4500 psig. discharge. Such equipment will also include
explosion proof controls, 20 hp. electric motor, low oil shutdown, low and
high pressure shutdown, interstage relief valves, blow down tank and
adjustable pressure start switch. All controls and components on skid are used
and have been completely checked for mechanical soundness. Compressor
skid will be tested for a minimum of two hours at Natural's shop.
2. One new NF201 single hose pneumatic high pressure fast fill sequence panel.
Panel is equipped with adjustable reference pressure, low, mid, high and
vehicle reference gauges and high pressure reference bottle for temperature
compensation.
3. One new"Three Pack" of CPI ASME pressure vessels. Each vessel is twenty
inches in diameter and nineteen feet, eight inches long. Design pressure is
5,500 MAWP @ a 3:1 safety factor. All three vessels have a capacity of
29,991 scf. of CNG @ 4,500 psig. working pressure. The vessels will be
mounted in CPI's standard saddle rack brackets.
4. One like new Natural fuels single hose Bennett style CNG dispenser. This
dispenser has one 15-foot hose with in line break-a-ways, LCD display for
gallons and price, Micro Motion flow meter, final fill pressure gauge and a
manual ESD valve.
5. All equipment will be transported, installed and connected to the site
improvements (other than dispenser signals to Weld counties card system)
constructed by Natural. A full start-up and testing of the site and its
equipment to prove operability will also be the responsibility of Natural.
Total price for all CNG equipment is: $168,461
Related Services Specifications
The post-installation services to be provided by Natural and separately priced from the
construction and equipment elements of this Scope of Services, shall be for five years
beginning at the completion of the CNG fueling facility which is anticipated to be
September 1g`2002 subject to manufactures delivery dates as follows:
1. Natural shall provide a CNG equipment warranty of 90 days parts and labor
on the used or re-furbished equipment provided by Natural and a one year
pass through warranty of any new manufacturers components and
construction warranties.
2. Natural shall provide routine maintenance for the CNG equipment in
accordance with the items listed in Attachment 2.
Price for Year 1: $4,500
Price for Subsequent Years Prior year price increased by four percent.
3. Natural shall provide repairs for the CNG equipment on a 24-hour and 365
days per year availability on a time and materials basis for all work not
covered by the CNG equipment warranty and the routine maintenance list.
The minimum response time will be the next business day and for emergency
repairs it will be two hours. Natural's technicians are equipped with cell
phones and pagers that are automatically called out through Natural's voice
messaging system and all on call technicians have a service van, tools and
appropriate stocking of spare parts and materials.
Labor Rate: $90.00 per hour during regular business hours. Overtime is
1.5 times the regular hour rate and holidays are 2.5 times
the regular hour rate. Emergency after hours work is
charged at the overtime rate with a minimum 3 hours.
Mileage: $.75 per mile Point of origin is Natural's location
Parts/Materials: Natural's cost plus 35% gross margin mark up.
Escalation: These rates are subject to increase by up to 4 percent per
year after the first year.
4. Natural shall maintain a log for each maintenance or repair to the CNG
Facility and provide copies to Weld County each quarter.
No charge.
5. Natural shall provide fueling and safety training for Weld County drivers as
requested but in no case more than four times per year for a one hour period
for each training event.
No charge.
Time-Line for Site Construction and CNG Equipment
The time-line assumes a contract and all necessary permitting is in place by July 1, 2002
Between Weld County and Natural. The time line is as follows:
Currently: Final drawings with the revised electrical service location changes added.
June 3: Electrical service plans to the engineer for review due to service change
and Xcel requirements.
June 17: Order CPI storage vessels. Submit site plans with engineered electrical
plans to city for permit review.
July 1: Anticipated date to receive permit, schedule subs to start civil
improvements.
July 29: Site work completed, terminate electrical, install equipment.
August 5: Start up equipment and test.
Note: Dates are contingent upon key component supplier deliveries(e.g.,storage vessels,permitting,gas and electric
utilities)
