Monday, January 12, 2026
The Board of County Commissioners of Weld County, Colorado, met in regular session
in full conformity with the laws of the State of Colorado at the regular place of meeting in
the Weld County Administration Building, Greeley, Colorado, January 12, 2026, at the
hour of 9:00 a.m.
Roll Call: The meeting was called to order by the Chair and on roll call the following
members were present, constituting a quorum of the members thereof:
Commissioner Scott K. James, Chair
Commissioner Jason S. Maxey, Pro-Tem
Commissioner Perry L. Buck
Commissioner Lynette Peppier
Commissioner Kevin D. Ross
Also present:
Acting Clerk to the Board, Houstan Aragon
County Attorney, Bruce Barker
Minutes: Commissioner Buck moved to approve the below listed Minutes of the Board of
County Commissioners meeting, as printed. Commissioner Peppler seconded the motion
and it carried unanimously.
1. Minutes from December 29, 2025
Amendments to Agenda: There were no amendments to the Agenda.
Consent Agenda: Commissioner Maxey moved to approve the Consent Agenda, as
printed. Commissioner Ross seconded the motion and it carried unanimously.
Presentations and Proclamations:
1. Recognition of Services, Clerk to the Board's Office — Jan Warwick:
Chair James read the certificate for the record. Esther Gesick, Clerk to the Board,
expressed her heart-felt honor and privilege for the opportunity of being Jan's very
last leader of her long working career, further shared the collective sentiment of
her work family highlighting her joyful spirit. Chloe White, Deputy Clerk to the Board
Supervisor, expressed her appreciation for Ms. Warwick's positivity, always willing
to be a team player, and being the light in the office. Jan thanked the Board for the
recognition and stated her future will include spending more time with her family.

In turn, each Commissioner expressed their appreciation for her representation of
the Board with her joyful spirit, approachability, and her professionalism. They
wished her the best in her retirement and future endeavors. (Clerk's Note: The
group gathered for a photo opportunity.)
2. National Radon Action Month / Radon Awareness Month — January 2026:
Chair James read the certificate for the record. Gabri Vergara, Department of
Public Health and Environment, stated Weld County has received funding from the
state that has allowed staff to provide awareness and testing kits to Weld County
residents for the past two (2) decades. She indicated during those twenty (20)
years, the department has distributed over 10,000 test kits, which resulted in over
half of those testing with high levels of Radon. Dan Joseph, Department of Public
Health and Environment, explained how to fill out the form and the process of how
to complete the test. In turn, the Board thanked staff for their educational efforts
and for ensuring the health and wellness of the citizens in Weld County.

Bids:
1 . Approve Bid #B2500126, Subsurface Utilities Engineering Services —
Department of Public Works: Toby Taylor, Purchasing Department, stated staff
recommends selecting the lowest bidder who met specifications, Ayers Associates,
for a total amount of $700,000.00, with the option for up to three (3) additional
years. Commissioner Buck moved to approve said bid. The motion was seconded
by Commissioner Ross and it carried unanimously.
2. Approve Emergency Bid #B2500146, Cisco Network Core — Department of
Information Technology: Mr. Taylor introduced Trace3 Government, LLC, as the
low bidder selected by staff and confirmed they met all specifications, with said bid
amounting to $899,064.54. He requested emergency approval to ensure preferred
pricing be captured in the timeframe allotted, with the acknowledgement of there
being no board meetings next week. Commissioner Maxey moved to approve said
bid on an emergency basis. The motion was seconded by Commissioner Peppier
and it carried unanimously.
New Business — General:
1. Consider Temporary Closure of Hemlock Avenue Between East 18th Street
and East 24th Street: Amy Mutchie, Department of Public Works, indicated the
closure will begin on January 20, 2026, and go through April 15, 2026, for the
replacement of Bridge 45.5/56.5A. She stated the detour route is partly paved and
partly gravel with water to be used for dust control, noted local access will be
accommodated, as-needed, and indicated message boards will be placed for the
duration of the closure. Commissioner Ross moved to approve said temporary
closure. The motion was seconded by Commissioner Buck and it carried
unanimously.

2. Consider Acceptance of Deed of Dedication for Public Road Right-of-Way for
Design-Build Project of High Plains Boulevard (aka County Road 9.5)
Between County Roads 32 and 34, and authorize Chair to Sign —
GOHOMEPORT Camelot, LLC: Cameron Parrott, Department of Public Works,
requested the Board accept the Deed of Dedication resulting from the acquisition
of public road right-of-way for the High Plains Boulevard Design-Build Project,
between County Roads (CRs) 32 and 34. Commissioner Buck moved to approve
and accept said deed and authorize the Chair to sign. The motion was seconded
by Commissioner Ross and it carried unanimously.
New Business — Planning:
1. Consider Certification to Weld County Treasurer for County Compliance
Violation Penalties as Special Assessment— Daniela Flores (Continued from
12/15/2025): Matthew Conroy, Assistant County Attorney, reviewed the property
location and stated the Weld County Court has assessed daily penalties, in the
amount of $25.00, for multiple violations since 2022, including storage of RV's.
Cynthia Villanueva, Code Compliance Officer for the Department of Planning
Services, recently took photographs reflecting the status of the property. Mr.
Conroy stated this case was previously heard on December 15, 2025, indicated
the property as of January 6, 2026, was in violation; however, the property owner
provided additional photos since that date as proof that the property has been
completely cleared. Therefore, staff recommended dismissal of the certification in
the amount of $11,725.00. Modesto Flores, representative for Daniela Flores,
property owner, thanked the Board. Commissioner Ross moved to dismiss said
certification of violation penalties, and declare the penalties no longer due or
owing. The motion was seconded by Commissioner Peppler and it carried
unanimously.
Public Comment: No public comment was offered.
Let the Minutes reflect that the above and foregoing actions were attested to and
respectfully submitted by the Clerk to the Board. There being no further business, this
meeting was adjourned at 9:31 a.m.
