The division will accept and consider all comments and feedback through February 4. The GP12 provides a voluntary mechanism for companies to obtain an air permit to authorize the construction of well production facilities. The GP12 applies to equipment, including but not limited to: • Storage tanks. • Hydrocarbon liquids loadout operations. • Gas venting from separators. • Routine or predictable emissions (ROPE). • Natural gas-fired internal combustion engines. • Diesel-fired internal combustion engines. • Fugitive component leak emissions. Sources may use the GP12 workbook to demonstrate compliance with National Ambient Air Quality Standards (NAAQS).The GP12 workbook streamlines a demonstration of compliance with the NAAQS and Colorado Ambient Air Quality Standards (CAAQS). The underlying NAAQS Analysis in the GP12 workbook is supported by a study conducted by Ramboll which included thousands of modeling runs using AERMOD (EPA's recommended air dispersion model) and emission rates and stack parameters that are typical of equipment found at well production facilities in Colorado. The calculated impacts determined by the GP12 workbook, which come from that study, depend on site-specific meteorology, background concentrations,terrain, emission source types, and distances from emission sources to the facility boundary. Please see the Ramboll dispersion modeling report posted on the CDPHE air quality modeling website for more information on assumptions that went into the study that supports the NAAQS determinations produced by the GP12 workbook. GP12 Applicability The GP12 Workbook is only for determining NAAQS compliance for new facilities applying for coverage under GP12. For existing facilities submitting a request to convert existing permits to a GP12 or modify an existing GP12, the APCD-114 Modeling Determination form must be submitted and approved by the Dispersion Modeling Unit (DMU)according to the procedure Page 1of9 COLORADO Air Pollution Control Division CDPHE Department of Public Health&Environment described on the CDPHE air quality modeling website.The GP12 Workbook may be used only if each of the following conditions are true: • The emission units are point sources with unobstructed vertical releases. Screens on stacks and certain stack designs that provide protection from precipitation without impeding exhaust flow are not considered obstructions, but 'conventional' rain caps are considered an obstruction.The GP12 Workbook is not applicable, and may not be used, for area and volume sources such as haul roads and fugitives or for release types such as capped and horizontal; • The facility emission units fall into the following categories of source types: a) Heaters(HTR) b) Enclosed Combustion Devices(ECD) c) Engines (ENG); • The emission units are located at least 10 meters from the facility fenceline or ambient air boundary. For facilities without a physical fence surrounding them, an ambient air boundary may be established using other methods such as no trespassing signage, surveillance monitoring, daily site visits, or on-site personnel. This GP12 workbook is not applicable, and may not be used, for emission unit(s) closer than 10 meters to ambient air; and • There are no significant structures that could contribute to building downwash from emission sources at the facility as informed by the structure influence area based on stack/structure heights and relative locations from 40 CFR 51.100(ii)(2) and 50.100(jj)(1). The 6 Steps for Using the GP12 Workbook Step 1: Determine which of the ten (10) GP12 Regions the facility is located in. Determine the GP12 region in which the facility will be located. If the facility is located near a GP12 Region border, please use the facility latitude/longitude coordinates in the Google Earth kmz file provided on the CDPHE air quality modeling website. Step 2: Download the GP12 Workbook from the CDPHE air quality modeling website for the corresponding GP12 Region selected in Step 1. Please note that some GP12 regions that use the same meteorology and background concentrations were combined into one workbook. Air Pollution Control Division CDPHE Department of Public Health&Environment For full functionality, GP12 Workbooks must be opened with the Excel desktop application, version 2016 or later. In general, the GP12 Workbook has grey colored cells to indicate fields for the applicant to fill out. These grey cells serve as quick visual indicators, but the rest of this GP12 Workbook instructions document references specific cells to enhance digital accessibility. Step 3: Fill out the Facility Information on the Project Information tab The Project Information tab of the GP12 Workbook contains Facility Information (cells C3 to C15)to be filled out by the applicant. Cells C3 to C13 are basic self-explanatory facility information. Cell C14 is a dropdown for the selected GP12 Region in Step 1. Cell C15 is a dropdown for flat or complex terrain (see Step 4 below). Step 4: Demonstrate whether the facility is located in flat or complex terrain. The GP12 Workbook can use either flat or complex terrain for each of the ten (10) GP12 regions. In general, for the purposes of the GP12, flat terrain has a slope less than 10%and complex terrain has surrounding features with a slope greater than 10%. Facilities located in the more mountainous GP12 regions are likely to have complex terrain. Facilities located in the GP12 regions covering the eastern plains, which includes the 2008 and 2015 ozone nonattainment areas, may be able to demonstrate the use of flat terrain. Complex terrain is more conservative than flat terrain and is the default if no supporting documentation for flat terrain is provided. Flat terrain may be demonstrated using the elevation contours from a topographical map of the facility location. For example, if the vertical elevation does not increase more than 100 feet within 1000 feet of the facility, then the terrain may be characterized as flat. Page 5 of 9 M�M�M COLORADO o;YAir Pollution Control Division CD HE Department of Public Health&Environment Google Earth is another free resource available to demonstrate flat terrain, when the terrain type cannot be determined using a topographical map. Select the ruler tool and draw a 1000- foot radius circle around the facility. Select the 'Circle Measure' item that appears in the left pane, right click, and select 'Show Elevation Profile'. Subtract the highest elevation in the profile from the elevation of the facility(known from site surveys or obtained in Google Earth). If the difference between highest elevation and facility elevation is greater than 100 feet,then the terrain should be characterized as complex. Select flat or complex terrain under Facility Information in the Project Information tab (cell C15). If flat terrain is selected, provide a topographical map and additional elevation documentation to support the elevation changes at the facility demonstrating flat terrain. Step 5: Fill out the Source Inputs on the Project Information tab The Project Information tab of the GP12 Workbook contains Source Inputs (rows 19 to 31, C19 to AZ31)to be filled out by the applicant. Select the equipment type (Engine ENG, Heater HTR, or Enclosed Combustion Device ECD)from the dropdown menus in row 21, columns C to AZ, as needed.The GP12 Workbook can accommodate up to SO different emission sources (i.e. Source 1, Source 2, Source 3, etc.). For each different emission source, enter the hourly emission rate in pounds per hour(lb/hr)for each criteria pollutant in rows 22 to 26. Enter the shortest distance from each respective source to the facility fenceline/boundary in units of meters (m) in row 27 and provide a scaled facility layout showing the locations of the emission sources and the facility boundary as supporting documentation. Enter stack parameters for each respective source in rows 28 to 31. Stack parameters include Stack height in units of meters (m), Exit temperature in units of Kelvin (K), Exit velocity in units of meters per second (m/s), and Stack diameter in units of meters (m). For the Enclosed Combustion Devices (ECD) equipment type, the GP12 Workbook requires a minimum exit velocity of 0.1 m/s. Page 6 of 9 C. COLORADO Air Pollution Control Division CDPHE M� Department of Public Health&Environment Facilities with multiple identical emission sources may represent those sources in the GP12 Workbook as just one source, with all the emissions coming from that one source. When entering multiple identical emission units as a single source the user should update the Yes/No dropdown in row 19 to 'Yes' and enter the number of identical units in row 20 for the corresponding source column. For entering source information the stack parameters (height, temperature, velocity, and diameter)should be for just one of the identical emission sources, and the emissions should be the sum of emissions from all identical sources. For example, if your project has eight (8) identical 0.5 MMBtu/hr heaters and NOx emissions of 0.2 lb/hr from each heater, you would enter the height,temperature, velocity, and diameter for a single 0.5 MMBtu/hr heater in rows 28 to 31 and enter a NOx emission rate of 1.6 lb/hr (8 x 0.2= 1.6) in row 22. To account for varying locations of multiple identical sources, enter the distance in units of meters (m)for the heater with the shortest distance to the facility fenceline/boundary in row 27. A Project Summary section is provided on the Project Information tab which presents sums of hourly emissions in pounds per hour(lb/hr) for each criteria pollutant, shortest distance to facility fenceline/boundary, and number of each equipment type represented in the project. Step 6: Interpreting Calculated Impacts on the Results tab The GP12 Workbook calculates a representative impact for the proposed source (ground-level concentration in units of micrograms per cubic meter µg/m3)for each of the following criteria pollutants and averaging periods presented on the Results tab: • NO2(1-hour, Annual) • CO (1-hour, 8 hour) • 5O2(1-hour, 3-hour,Annual) Page 7 of 9 1.1 COLORADO Air Pollution Control Division CDPHE Department of Public Health&Environment • PM2.5 (24-hour, Annual) • PM10 (24-hour) These representative impacts (µg/m3) are calculated using all the information entered by the source in the Project Information tab and employing the methodology and assumptions described in the Ramboll dispersion modeling report posted on the CDPHE air quality modeling website.The impacts are summed with the default background concentration to calculate total cumulative impacts displayed in cells F5 to F14 of the Results tab.The total cumulative impacts are automatically compared to their corresponding NAAQS/CAAQS values presented in cells H5 to H14, and a Yes or No is displayed in cells G5 to G14 to indicate whether compliance has been demonstrated. A'Yes' means the facility requesting coverage under a GP12 will not cause an exceedance of any NAAQS/CAAQS while a `No' means the facility requesting coverage under a GP12 has failed to demonstrate it will not cause an exceedance of any NAAQS/CAAQS. For PM2.5 compliance it may be acceptable to submit separate workbooks for engine and non- engine sources and sum the corresponding impacts since allocating engine PM2.5 emissions to representative heater sources frequently results in a substantial overestimation of particulate impacts. Contact DMU for further guidance and discussion if this option is planned to be used. If NAAQS/CAAQS compliance cannot be demonstrated using the GP12 Workbook, then a APCD- 114 Modeling Determination form may be submitted and approved by the Dispersion Modeling Unit(DMU) according to the procedure described on the CDPHE air quality modeling website, or an individual modeling analysis using AERMOD to show compliance with the NAAQS may be submitted to DMS. Guidance on modeling procedures and how to use the APCD Form-114 process and/or request necessary model input files are available on the CDPHE air quality modeling website. DMU will either approve or reject the submission. Upon verification by DMU that all submitted information is correct, the GP12 Workbook package demonstrating compliance with the NAAQS/CAAQS must be included with the permit application and will be part of the permit record.
