WELD COUNTY COUNCIL
September 15, 2025
The Weld County Council met in regular session in full conformity with the Weld County Home
Rule Charter at 6:30 p.m., Monday, September 15, 2025, at the Weld County Administration
Building, 1150 O Street, Greeley, CO.
ROLL CALL:
The meeting was called to order by President Nancy Teksten. Councilmembers James Welch,
Elijah Hatch, Jeff Reck and Terry DeGroot were present, constituting a quorum of members.
Also present was Council Secretary Linda Kane.
APPROVAL OF AGENDA :
Councilmember Hatch made a motion to approve the agenda, seconded by Councilmember
DeGroot, and the motion carried.
APPROVAL OF DOCUMENTATION:
Approval of August Minutes
Councilmember Reck made a motion to approve the August minutes, seconded by
Councilmember Welch, and the motion carried.
REVIEW PROGRAM:
Sheriff Steve Reams
The Sheriff said the department's mission is to provide effective public safety services with
honor and integrity. It has three divisions; administration, detentions and patrol
The department has a budget of almost $80 million with more than $50 million to run the jail.
Patrol is budgeted $19.5 million and administration is 9.5 million.
Administration Division
The administration division handles permits for concealed handguns, concealed weapons
permits and it manages more than 29,500 active permits in the county.
The sheriff's office has 447 employees.
Detentions Division
The Sheriff is custodian of the jail. It has 289 uniformed deputies. Current capacity at the jail is
1,177.
In 2018, the average daily population was 759; in 2023 it was 592 and in 2025 it's been 590.
An average of 19,746 court hearings per year are facilitated by deputies. DUI arrests to jail
number about 975. There are about 8,979 pieces of incoming mail processed by front desk
staff.
Patrol Division
A sheriff's deputy's job is to preserve peace and command aid. There are 113 full-time
employees assigned to patrol.
The department has remained well staffed in 2025 since salary adjustments were made in
2024. Turnover is the lowest the sheriff has ever seen in the 28 years he's worked in the
department.
In the last 3 months, the department has sent 190 inmates to ICE.

Councilmember Reck made a motion to approve bills, it was seconded by Councilmember Hatch

It is the duty of the sheriffs, undersheriffs and deputies to
keep and preserve the peace in their respective counties,
and to quiet and suppress all affrays, riots, and unlawful
assemblies and insurrections. For that purpose; and for
the service of process in civil or criminal cases, and in
apprehending or securing any person for felony or breach
of the peace, they, and every coroner, may call to their aid
such person of their county as they may deem necessary.
