HomeMy WebLinkAbout20253608 MINUTES WELD COUNTY COUNCIL January 27, 2025 The Weld County Council met in regular session in full conformity with the Weld County Home Rule Charter at 6:30 p.m., Monday, January 27, 2025, at the Weld County Administration Building, 1150 0 Street, Greeley, CO. ROLL CALL: The meeting was called to order by President Nancy Teksten. Councilmembers Elijah Hatch, James Welch and Jeff Reck were present, constituting a quorum of members. Also present was Council Secretary Linda Kane. APPROVAL OF AGENDA : Councilmember Hatch made a motion to approve the agenda, seconded by Councilmember Welch, and the motion carried. APPROVAL OF DOCUMENTATION: Approval of December Minutes Councilmember Welch made a motion to approve the December minutes, seconded by Councilmember Hatch, and the motion carried. REVIEW PROGRAM: There was none. PUBLIC COMMENT: Terry DeGroot said he intended to apply for the At-Large vacancy. He's from Kersey where he started a dairy farm in 2020. He's spent the last five years getting a BA in political science. He ran for House District 48 and lost to Gabe Evans. OLD BUSINESS: There was none. NEW BUSINESS: Coordinator Reports/Councilman Reports There were none. Bills Councilmember Hatch made a motion to approve bills, it was seconded by Councilmember Welch and carried. This report summarizes the activities of the Weld County Council during the fourth quarter of the calendar year 2024. October 21, 2024 Brigitte Grimm, Treasurer& Public Trustee Ms. Grimm and her Deputy Treasurer, Renee Fielder, gave an overview of the duties and responsibilities of the treasurer's office. Their team consists of 11 employees, 8.5 in the treasurer's office and 2.5 in the public trustee's office. The statutory duties of the treasurer include sending tax notices; distributing funds to tax authorities; investing county funds; acting as a public trustee and implementing legislative updates. There are more than 400 taxing authorities including 17 schools and 29 fire departments. When considering investing county funds, the treasurer looks at safety, liquidity and yield. Statutory duties of a public trustee include managing the foreclosure process and acting as a mediator between a property owner and the lender. November 18, 2024 Carly Koppes, Clerk and Recorder Ms Koppes gave a presentation regarding the 2024 general election. Voter turnout was 182,397 voters out of 233,849. Ms. Koppes said Weld was one of the top counties in the state for turnout. Of the votes, 91 percent were mailed in with 9 percent of people voting in person. New this election was jail voting, required by the state. Turnout at the jail was low with only about 200 people voting. Ms. Koppes employed 303 election judges, 11 temporary workers and 7 full-time employees. Her office handled 328 different ballot styles with two special districts. An outside team conducts an audit of the voting process and Koppes said that so far, Weld County has never seen a discrepancy. An automatic recount must be held for House District 19 as it was separated by 123 votes. Every ballot needed to be rescanned by Dec. 6, but Koppes predicted the winner would not change. More than 1,000 military and overseas ballots were sent out and the clerk's office received more than 700. Voting information must be retained by the clerk's office for 25 months. Election integrity has been a hot topic in recent years, Koppes said. Her office must keep voter registration up to date through many methods. Employees undergo a lot of security training and cybersecurity knowledge. December 16, 2024 Kevin Ross, Chair, Board of County Commissioners Mr. Ross gave an overview of the commissioner's office. He explained how the county implemented a new Workday platform for employee use. He said it was a huge overhaul and took many hours to implement, going live July 1. Weld County Council 2024 4th Quarter Report to the People Page 2 of 2 During the legislative session last year, a bill was carried to improve how the Department of Human Services operates by implementing new software. Weld County failed its air quality test. Mr. Ross said commissioners learned that pollutants from oil and gas is ranked number 8, while vehicular traffic is the number 1 air pollutant. The county has been working with a consultation company regarding a compensation study. Salaries and compensation packages were reevaluated in effort to make Weld County an employer of choice. The number of people employed by the county has risen to 1,900. The county has also been working to educate Denver on the importance of agriculture and energy production in Weld County. The county leads the state in agriculture and energy production. The county worked on coordinated plan agreements with municipalities to ensure urban development belongs within municipalities. Veterans' services relocated from the clerk and recorder building to the human services department. Appointments are now scheduled faster and veterans' services are more efficient. The first State of the County was held and was well received, Mr. Ross said. The county has also been working on a master plan for facility upgrades. Buildings were assessed for age, location and condition. He said a new justice services building, including a courthouse is needed and the county is figuring out where that building will be located. Mr. Ross said Weld is the third fastest growing county in the country. The county is constantly working to accommodate that growth, he said. The budget was approved December 1, noting that assessed value dropped by 20 percent. The county went from an estimated budget of$24 billion to $19 billion. Two new commissioners joined the board in 2025, Jason Maxey and Lynette Pepler. The county continues to work on proper well cleanup sites and air quality. From discussion of these questions among the Council members,each member will decide on two questions that they will ask each candidate. • The Council will agree upon a time limit for each candidate's questioning at Monday night's meeting. • The Council will have to decide the process used to break a tie. Executive Session is NOT an option. • When the Council has reached the point in the meeting under new business allowing for the interview process to begin,the candidate having drawn#1 will be escorted to the meeting and the podium. • Each candidate will be asked two(2) questions by each County Council person beginning with the Council member to the far left of the President. T • After all candidates have been interviewed,each Council member will rank the candidates. The scoring system will go from 1 to X with X being the total number of candidates interviewed. The score of X will be their first choice and 1 the last. For example, if 5 people are interviewed,the first choice will receive a 5, second a choice a 4 and so forth until the last choice receives a 1. • Linda will use a roll calf method to ask each Council member to provide their candidate ranking numbers. • Linda will tally the numbers and provide the results. • It is agreed that the candidate receiving the highest number will be selected to fill the vacancy.A motion and second must be made to officially welcome our new member to the Council. • In case of a tie,the process previously decided upon will be used. I would love to serve on the County Council as an At Large member filling the vacant seat. I understand the time commitment and meeting times and location. As an elected Board member of the Front Range Fire Protection District I also understand the importance of serving as an elected official with integrity and a spirit of collaboration. Some information about me. I was born in France while my father served in the Air Force. Dad's last duty station was in Omaha, Nebraska. My parents were both music educators and in 1959 found jobs in Wiggins and Brush Colorado. In 1969 we moved into Greeley from Fort Morgan and, with the exception of College and a 2 year mission service, I have lived in Greeley ever since. After college I started my adult career at a local commodities brokerage. It was a family owned business that originated pinto beans from local farmers and marketed them nationwide. We also shipped into Mexico in boxcars and had a nice deal for corn by 2 ocean vessels. I love agriculture and all the hard work that happens with growing and harvesting your life's investment. I feel lucky to live in Weld County -an oasis of freedom and rugged individualism. I realized quickly that accounting was of great interest to me, so I attended UNC and became a Colorado State Certified Public accountant. That education has helped greatly in all work environments 1 have been associated with. From construction to the fire service- accounting is woven into everything and contains the truth of organizational activities. In my 40th year, I was introduced to the fire service by a mutual friend.That bug bit pretty hard and I have spent the past 25 years working to establish a professional fire service for the Milliken and Johnstown communities and was instrumental in bringing those two fire departments together to form Front Range Fire. Within that service I also set aside the accountant in me and hopped on the ambulance and have been working on a 911 ALS ambulance since 2008. It has been interesting work serving most all of the communities in Weld County. I have spent many hours and have driven many miles from Grover to New Raymer, Fort Lupton up HWY 85 thru Platteville, Gilcrest, LaSalle, Evans. North Weld County from Eaton to Rockport, and West to Carr. Pretty much any old dirt road in the County, I have driven it in an ambulance.
