WELD COUNTY COUNCIL
November 17, 2025
The Weld County Council met in regular session in full conformity with the Weld County Home
Rule Charter at 6:30 p.m., Monday, November 17, 2025, at the Weld County Administration
Building, 1150 0 Street, Greeley, CO.
ROLL CALL:
The meeting was called to order by President Nancy Teksten. Councilmembers James Welch,
and Terry DeGroot were present, constituting a quorum of members. Councilmembers Elijah
Hatch and Jeff Reck had excused absences. Also present was Council Secretary Linda Kane.
APPROVAL OF AGENDA :
Councilmember Welch made a motion to approve the agenda, seconded by Councilmember
DeGroot, and the motion carried.
APPROVAL OF DOCUMENTATION:
Approval of October Minutes
Councilmember DeGroot made a motion to approve the October minutes, seconded by
Councilmember Welch, and the motion carried.
3rd quarter Report to the People
Councilmember Welch made a motion to approve the 3rd quarter RTTP, seconded by
Councilmember DeGroot, and the motion carried.
REVIEW PROGRAM:
Curtis Hall — Director of Public Works
Mr. Hall's department currently has 9 divisions with a request to add a 10th, a dust
management division, in process.
The budget for the Public Works Department is about $40 million pertaining to grounds and
$36 million for the weed division for a total of about $76 million. The department has 253
employees.
Some Capital Improvement Projects the department has been working on include a
roundabout, road projects and paving projects. Some projects require a partnership with CDOT.
A significant upcoming project is to alleviate traffic on Hwy 34.
Projects are constantly ongoing, Mr. Hall said. They just completed a safety action plan in
which they engaged with the public to get their thoughts on roadways. The plan is to make
roads safer.
He said speeding is a big concern for the public. Rumble strips will be added in some areas
and signage alerts will be posted regarding traffic approaching an intersection.
Some personnel changes made this year included adding a guardrail crew
Councilmember Welch asked about how the department prioritizes projects. Mr. Hall said
Capital Improvement Projects are reviewed yearly and they try to study high accident areas.

Bills
Councilmember DeGroot made a motion to approve bills, it was seconded by Councilmember
Welch and carried. The bills were paid as follows:
o Weld County Phone Bill for October $31.00
