RE: APPROVAL OF AGREEMENT BETWEEN WELD COUNTY HOUSING AUTHORITY
AND WELD COUNTY DEPARTMENT OF SOCIAL SERVICES AND AUTHORIZA-
TION FOR CHAIRMAN TO SIGN
WHEREAS, the Board of County Commissioners of Weld County,
Colorado, pursuant to Colorado statute and the Weld County Home
Rule Charter, is vested with the authority of administering the
affairs of Weld County, Colorado, and
WHEREAS, the Director of Social Service presented an agree-
ment between the Weld County Housing Authority and the Weld County
Department of Social Services to the Board of County Commissioners
for their review and approval, and
WHEREAS, said agreement that an employee shall be hired to
work . 5 full time for the Weld County Housing Authority and . 5
full time for the Department of Social Services, and
WHEREAS, the terms of the agreement are as stated in the
agreement, a copy of which is attached hereto and incorporated
herein by reference, and
WHEREAS, after, review, the Board deems it advisable to
approve said agreement.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Com-
missioners of Weld County, Colorado that the agreement between
Weld County Housing Authority and Weld County Department of Social
Services be, and hereby is, approved.
BE IT FURTHER RESOLVED by the Board that the Chairman be,
and hereby is, authorized to sign said agreement.
The above and foregoing Resolution was, on motion duly made
and seconded, adopted by the following vote on the 14th day of
March, A.D. , 1983 .

COLORADO • AN AGREEMENT BETWEEN THE
. WELD COUNTY HOUSING AUTHORITY
AND THE
WELD COUNTY DEPARTMENT OF SOCIAL SERVICES
To accomplish our objectives , we will : (1 ) provide a clear and specific outline
of duties for the employee so that our objectives and goals can be reached; (2)
provide a reasonable allotment of time to insure that both the Housing Authority
and Social Services has equal use of the employee; and (3) provide adequate super-
vision, monitoring, and review of the employee.
While .5 full time for the Weld County Department of Social Services , the employee
shall :
Per Cent of Time Spent Duties
90% Administer Weld County's Low Income
Energy Assistance Program (LEAP) . This •
includes planning, organizing, directing
and controlling functions and personnel .
Personnel supervision to include the work
activities of 5 temporary technicians or
support staff.
The LEAP program. provides supplementary
monetary assistance to eligible low incora-
and public assistance level households sc
that these households are in a better po-
sition to pay their energy (heating)bills
•
The LEAP program requires eligibility ac-
terminations , computation of benefit
levels , assessment of emergency situations ,
preparation of payrolls , and maintenance
of records . Compliance with Federal , State
and County policy is required.
The work of the L [AR administrator is
supervised by the Department's Assist:,nc.
Payments Administrator who in turn is
supervised by the Department's Director.

Per Cent of Time Spent Duties
5% Assist, as time allows, in administration
of Department' s Job Diversion and Community
Work Experience Program (CWEP) . Work here
involves interviewing program participants ,
assisting in referrals to the Human Resource
Division, interpreting rules and regulations,
and maintenance of records. Role is to
assist the Department's Job Coordinator.
5% Upon request , serve as consultant to the
Director and/or Assistance Payments Ad-
ministrator regarding availability of low
income housing resources. It is not ex-
pected that the employee will have time to
assist in providing direct housing as-
sistance to clients except in extreme
emergencies. Referrals are made to other
agencies for this assistance.
While .5 full-time for the Weld County Housing Authority, the employee shall :

60% Monitor and manage Section 8 housing.
Prepare necessary reports/ forms for
local/federal agencies . Maintain files
and determine eligibility of applicants .
Inspect/reinspect housing units for re-
cipients of the Section 8 housing program.
Explain program elements and regulations
to landlords and tenants . Recommend futur_-
housing needs to Weld County Housing Aut'r,,o' -
ity Board and report on status of currer:
program.

20, Conduct needs assessment for special
projects for the Weld County Housing
Authority Board. Prepare grants as di-
rected by the Board. Complete special
reports/studies related to the housing
market, as needed/requested.

20 Meet with local, state, and federal
agencies to receive or to give
training or technical assistance.
Prepare reports from raw data when
requested. Serve as secretary to
the Weld County Housing Authority
board. Perform other duties as
prescribed by the same Board .
In addition to the responsibilities of the employee, the Weld
County Department of Social Services shall:
1. provide office space at 315 North 11th Avenue, Greeley,
Colorado , or any future location until 31 December,
1983, at a specified monthly cost . The rental charge
shall include ianitorial service ens L:= 1 ac.

3 . trcvithe clerical , business office , and receptionist
support functions , if necessary , and as these services
are available ;
4 . provide the Weld County Housing Authority with any
relevant raw data directly related to the housing
authority functions and to refer any log;-income
individual or household to the housing authority when
appropriate.

This agreement shall be binding upon both parties until
the 31st day of December 1983.
