RE: APPROVE BILATERAL CHANGE ORDER LETTER#1 FOR SECTION 5311 GRANT AND
AUTHORIZE CHAIR TO SIGN - COLORADO DEPARTMENT OF TRANSPORTATION
WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to
Colorado statute and the Weld County Home Rule Charter, is vested with the authority of
administering the affairs of Weld County, Colorado, and
WHEREAS, the Board has been presented with Bilateral Change Order Letter#1 for the
Section 5311 Grant between the County of Weld, State of Colorado, by and through the Board of
County Commissioners of Weld County, on behalf of the Weld County Department of Human
Services, commencing January 23, 2006, and ending December 31, 2006, with further terms and
conditions being as stated in said change order letter, and
WHEREAS, after review,the Board deems it advisable to approve said change order letter,
a copy of which is attached hereto and incorporated herein by reference.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Weld
County, Colorado,that Task Order Change Order Letter#1 for the Section 5311 Grant between the
County of Weld, State of Colorado, by and through the Board of County Commissioners of Weld
County, on behalf of the Weld County Department of Human Services, and hereby is, approved.
BE IT FURTHER RESOLVED by the Board that the Chair be, and hereby is, authorized to
sign said change order letter.
The above and foregoing Resolution was, on motion duly made and seconded, adopted by
the following vote on the 23rd day of October, A.D., 2006, nunc pro tunc January 23, 2006.

SUBJECT: Increased 5311 Funding for Fiscal Year 2006
Enclosed for Board approval is the Bilateral Change Order Letter stating changes in the C-DOT 5311
transportation grant for 2006. We have been awarded additional monies to cover increased costs of
fuel, wages, and reductions in funding in the Medicaid Program. It will also help offset the
reductions in Federal Head Start contracts, which has led to administrative and operational
deficiencies for Human Services.
The funds increased in administration to a total of$40,143 ($28,100 Federal and $12,043 Local
match). The funds increased in operations to$184,700($92,350 Federal and$92,350 Local match).
The original allocation was $238,000 increasing the amount to $462,843. That is an increase of
$224,843. The shared cost for the additional monies will be Federal $120,450 and local will be
$104,393.

Date: October 5. 2006 State Fiscal Year: 07 Bilateral Change Order Letter No. 1
In accordance with Section 32 of contract routing number 06-HTD-00079 between the State of
Colorado Department of Transportation-Division of Transportation Development and Weld County
covering the period of January 23. 2006 through December 31, 2006 the undersigned agree that the
supplies/services affected by this change letter are modified as follows:
The maximum amount payable by the State for Federal Transit Administration (FTA) 5311
Administration and Operating Fund tasks as shown in Exhibit A is increased by $40,143
'$28,100 Federal and $12.043 Local) for Administration Funds and jncreasec( by $184,700
'$92,350 Federal and $92.350 Locall for Operating Funds to a new total of $60,143 ($42,100
Federal and $18.043 Local) Administration and $402,700 (5201.350 Federal and 5201.350
Local) Oueratinq based on the unit pricing schedule in Exhibit A_3. The first sentence in Paragraph 2
is hereby modified accordingly.
The total contract value to include all previous amendments, change orders, etc. is 2.843.
The Grantee will continue to perform all the Project activities as described in Exhibit A, Scope of Work and
Conditions, section E. Project Description, of this contract. The Grantee is being provided additional funds in
response to increased costs of fuel, vehicle insurance and wages, as well as reductions in funding in the Federal
Medicaid program.
In addition,the Grantee is being provided additional funds with which to offset reductions in federal Head Start
contracts, which has led to administrative and operational funding deficiencies.
