This site plan review is approved with the attached conditions:
1. Prior to recording the Site Plan Review plat, the applicant shall address the
following to the Department of Planning Services' satisfaction:
A. The plat shall be amended to delineate the following:
,Y.z Off-street parking areas shall be located and screened from the
public rights-of-way and adjacent properties and shall meet the
requirements of Section 23-3-350.B and Section 23-4-30 of the
Weld County Code. (Department of Planning Services)
Trash collection areas shall be delineated on the plat and shall be
screened from public rights-of-way and adjacent properties and
shall meet the requirements of Section 23-2-350.H of the Weld

XThe access and the equipment parking area shall be gravel,
recycled crushed asphalt, or the equivalent. The office/warehouse
building parking area shall be hard surfaced asphalt or concrete
as in accordance with Section 23-3-350.B of the Weld County

/4< The site shall add an additional thirty five (35) parking spaces for
the two new proposed buildings. The site will be required to meet
all requirements of the Americans with Disabilities Act. Two (2)
accessible sites shall be delineated on the plat. At least one
parking space shall be van accessible. A five (5) foot wide aisle
will be required adjacent to the van accessible space. The
accessible path to the building and public right-of-way shall be

%. There are two (2) existing accesses to the facility. The western
most access is the original access, which is usually gated and
locked shall be closed permanently. The newer access (eastern
access) is the main access to the facility. The site shall utilize the
exiting 40 foot eastern access as it is wider for the proposed use
of the facility. (Department of Public Works)
94 County Road 18 is designated on the Weld County Road
Classification Plan as a collector road, which requires 80 feet of
right-of-way at full build out. There is presently a 60-foot right-of-
way. All setbacks shall be measured from the edge of future right-
of-way. The applicant shall verify the existing right-of-way and the
documents creating the right-of-way. This road is maintained by
Weld County. The plat shall delineate the existing 30-foot and an
additional 10-foot for the future expansion of CR 18. (Department

,Y Although not specifically delineated in the application documents,
any on-site lighting shall adhere to the requirements of Section 23-
3-360.F and shall be delineated on the Plat. (Department of

8. The applicant shall submit a Landscape and Screening Plan for
review and approval to address screening of adjacent properties,
including State Highway 85. Due to the nature of the facility, the
entire property shall be screened with an opaque screen material
at least six feet in height. (Department of Planning Services)
The applicant shall include in the Landscape Plan the following
information:
a. An installation schedule which specifies when the
landscaping will be installed on site. (Department of

b. A Plant Material List specifying the Botanical and Common
names of all plant material to be installed; the size of the
plant material at installation and whether the plant material
is to be containerized or B&B. (Department of Planning
Services)
c. A landscape maintenance schedule which specifically
states who will perform maintenance and that maintenance
is on-going and shall not end upon final acceptance by the
Department of Planning Services. (Department of

d. Screened outside equipment and material storage areas
shall be indicated on the plat. (Department of Planning

2. The following requirements shall be addressed prior to recording the Site Plan
Review Plat:
A.' The applicant shall provide current evidence that the facility has an
adequate water supply to the Department of Public Health and
Environment and the Department of Planning Services. The applicant
has submitted "permit to construct a well" #137460-A that expired in
March 2004. A completed well permit was not submitted. Evidence of
approval shall be submitted to the Department of Planning Services.

B The applicant shall submit a dust abatement plan for review and approval
to the Environmental Health Services, Weld County Department of Public
Health and Environment. Evidence of approval shall be submitted to the
Department of Planning Services. (Department of Public Health and

The applicant shall submit to the Department of Public Works a Weld
County Road Access Information Sheet. Evidence of approval shall be
submitted to the Department of Planning Services. (Department of Public

The applicant shall contact the Colorado Department of Transportation
(CDOT) to verify if any upgrades or improvements are needed per the
U.S. Highway 85 Corridor Plan associated with the CR 18 and U.S.
Highway 85 intersection. The applicant may generate an increase of
heavy vehicles traffic at the intersection. The access control plan shows
left turn and right turn acceleration/deceleration lanes. Evidence of
approval shall be submitted to the Department of Planning Services.

The applicant shall pay the Department of Public Works for the drainage
review. Evidence of payment from the Department of Public Works shall
be submitted to the Department of Planning Services. (Department of

F. The applicant shall submit written evidence to the Department of Planning
Services that all conditions and requirements as indicated in the
Department of Public Works letter dated August 6, 2006 have been met.

G. The applicant shall submit written evidence to the Department of Planning
Services that all conditions and requirements as indicated in the
Department of Building Inspection letter dated August 21, 2006 have

The applicant shall submit written evidence to the Department of Planning
Services that all conditions and requirements as indicated in the
Platteville Irrigation & Milling Company letter dated August 14, 2006 have

The applicant shall submit written evidence to the Department of Planning
Services that all conditions and requirements as indicated in the Colorado
Department of Transportation letter dated July 21, 2006 have been met.

7 The applicant shall attempt to address the recommendations (concerns)
of the Platte Valley Soil Conservation District as outlined in their referral

yThe applicant shall submit written evidence to the Department of Planning
• Services that all conditions and requirements as indicated in the Weld
County Sheriff's Office letter dated July 26, 2006 have been met.

L. The applicant shall submitted a Private Improvements Agreement
according to policy regarding collateral for improvements and post
adequate collateral for all landscaping, transportation (access drive,
parking areas, etcetera) and non-transportation (plant materials, fencing,
screening, water, signage etcetera). The applicant shall submit to the
Department of Planning Services an itemized landscaping and sign bid
for review. The agreement and form of collateral shall be reviewed by
County Staff and accepted by the Board of County Commissioners prior
to recording the Site Plan Review plat. Or the applicant may submit
evidence that all the work has been completed and approved by the
Department of Planning Services and the Department of Public Works.

3. The following notes shall be placed on the plat:
A. In accordance with the Weld County Code, no land, building or structure
shall be changed in use or type of occupancy, developed, erected,
constructed, reconstructed, moved or structurally altered or operated in
the commercial or industrial zone districts until a Site Plan Review has
been approved by the Department of Planning Services. (Department of

CAll structures, including signs, on site must obtain the appropriate building
permits and conform to the Uniform Building Code as adopted by Weld
County. (Department of Planning Services)
C. All liquid and solid wastes (as defined in the Solid Wastes Disposal Sites
and Facilities Act, 30-20-100.5, C.R.S., as amended) shall be stored and
removed for final disposal in a manner that protects against surface and
groundwater contamination. (Department of Public Health and

D. No permanent disposal of wastes shall be permitted at this site. This is
not meant to include those wastes specifically excluded from the
definition of a solid waste in the Solid Wastes Disposal Sites and
Facilities Act, 30-20-100.5, C.R.S., as amended. (Department of Public

E. Waste materials shall be handled, stored, and disposed in a manner that
controls fugitive dust, fugitive particulate emissions, blowing debris, and
other potential nuisance conditions. (Department of Public Health and

F. The applicant shall operate in accordance with the approved "waste
handling plan". (Department of Public Health and Environment)
G. Fugitive dust and fugitive particulate emissions shall be controlled on this
site. The facility shall be operated in accordance with the approved dust
abatement plan at all times. (Department of Public Health and

H. This facility shall adhere to the maximum permissible noise levels allowed
in the Commercial Zone as delineated in 25-12-103 C.R.S., as amended.

Adequate handwashing and toilet facilities shall be provided for
employees and patrons of the facility. (Department of Public Health and

J. Sewage disposal for the facility shall be by septic system. Any septic
system located on the property must comply with all provisions of the
Weld County Code, pertaining to Individual Sewage Disposal Systems.

K. A permanent, adequate water supply shall be provided for drinking and
sanitary purposes. (Department of Public Health and Environment)
L. All potentially hazardous chemicals must be stored and handled in a safe
manner in accordance with product labeling and in a manner that
minimizes the release of hazardous air pollutants (HAP's) and volatile
organic compounds (VOC's). (Department of Public Health and

M. If applicable, the applicant shall obtain a stormwater discharge permit
from the Colorado Department of Public Health & Environment, Water
Quality Control Division. (Department of Public Health and Environment)
N. The operation shall comply with all applicable rules and regulations of the
State and Federal agencies and the Weld County Code. (Department of
Public Health and Environment)
O. The applicant is proposing a well as its source of water. The applicant
should be made aware that groundwater may not meet all drinking water
standards as defined by the Colorado Department of Public Health and
Environment. We strongly encourage the applicant to test their drinking
water prior to consumption and periodically test it over time. (Department

P. Landscaping materials as indicated in the approved Landscape and
Screening Plan shall be maintained at all times. Dead or diseased plant
materials shall be replaced with materials of similar quantity and quality at
the earliest possible time. (Department of Planning Services)
Q. Building permits shall be obtained prior to the construction of any building.

R. A plan review is required for each building. Plans will require the wet
stamp of a Colorado registered architect or engineer. (Building
Inspection)
S. Buildings shall conform to the requirements of the codes adopted by Weld
County at the time of permit application. The proposed building will be
most likely be classified as a S-1 for the shop area, and a B occupancy
for the office area. (Building Inspection)
T. Buildings will require an engineered foundation based on a site-specific
geotechnical report or an open hole inspection performed by a Colorado
registered engineer. Engineered foundations shall be designed by a
Colorado registered engineer. (Building Inspection)
U. Fire resistance of walls and openings, construction requirements,
sprinkler requirements, maximum building height and allowable areas will
be reviewed at the plan review. Setback and offset distances shall be
determined by the Weld County Code. (Building Inspection)
V. Building height shall be measured in accordance with the adopted
building code at the time of the building permit application for the purpose
of determining the maximum building size and height for various uses and
types of construction and to determine compliance with the Bulk
Requirements from Chapter 23 of the Weld County Code. Building height
shall be measured in accordance with Chapter 23 of the Weld County
Code in order to determine compliance with offset and setback
requirements. Offset and setback requirements are measured to the
farthest projection from the building. (Building Inspection)
W. A letter of approval from Fort Lupton Fire Protection District prior to
obtaining a building permit. (Building Inspection)
4. The applicant shall submit two (2) paper copies of the plat for preliminary
approval to the Weld County Department of Planning Services. Upon approval of
the paper copies the applicant shall submit a Mylar plat along with all other
documentation required as conditions of approval. The Mylar plat shall be
recorded in the office of the Weld County Clerk and Recorder by Department of
Planning Services' Staff. The plat shall be prepared in accordance with the
requirements of Section 23-2-160.V of the Weld County Code. The Mylar plat
and additional requirements shall be submitted within sixty (60) days from the
date of approval. The applicant shall be responsible for paying the recording fee.
5. Prior to the release of building permits:
A. The applicant shall address the requirements of the Fort Lupton Fire
Protection District as stated in their referral received July 19, 2006. (Fort

B. A letter of approval from Fort Lupton Fire Protection District prior to
obtaining a building permit. (Building Inspection)
6. Prior to the release of the Certificate of Occupancy:
A. An individual sewage disposal system is required for the proposed facility
and shall be installed according to the Weld County Individual Sewage
Disposal Regulations. (Department of Public Health and Environment)
B. The septic system is required to be designed by a Colorado Registered
Professional Engineer according to the Weld County Individual Sewage
Disposal Regulations. (Department of Public Health and Environment)
7. Prior to Operation:
A. A stormwater discharge permit may be required for a
development/redevelopment/construction site where a contiguous or non-
contiguous land disturbance is greater than or equal to one acre in area.
The applicant shall inquire with the Water Quality Control Division
(WQCD) of the Colorado Department of Public Health and Environment at
www.cdphe.state.co.us/wq/PermitsUnit if they are required to obtain a
stormwater discharge permit. Alternately, the applicant can provide
evidence from WQCD that they are not subject to these requirements.

E. Description of the proposed use. The office will be a 42'wide X 80'long single story
building and the shop will be a 80'wide X 120' long building. The business that will
occupy both buildings is a well construction and service company. Work performed in
the shop will include assembly of components for pump installation and well
development, service pumps and equipment as necessary, build-up ofjobsite components
and storage of pump components.
F. Evidence of adequate source of potable water. The new buildings will have potable
water supplied from the existing well (# 137460-A) located on the site.
G. Evidence of adequate sanitary sewer disposal means. The sanitary sewer line will
connect to the approved septic tank and leach field(see Septic Permit).
H. County Road Access Information Sheet. See enclosed sheet.
I. Number of Employees associated with the use. In the office there will be twelve (12)
full time employees and in the shop there will be three (3)full time employees.
J. Setback and offset requirements. The site is zoned for 1-3 which the proposed use is
Allowed by Right. The office building is +/- 690'from the South property line, the shop
is 42'from the East property line, the shop is 400'from the North property line and the
shop is +/- 230'from the West property line.
K. Sketch of the building. See enclosed drawings.
L. Proposed signage. There will be a 6'wide X 4'height, double sided, back-lighted
monument sign located on the South property line near the east driveway entrance to the
site from WCR 18. Any building signage will not exceed a size of 8%of the building wall
as allowed by the Weld County code.
M. Landscape requirements
1. Maximum Lot Coverage = 76,370 S.F. /449,234 S.F. = 17 % < 85%allowed
by the Weld County zoning code.
2. Landscape Setback. The south side of the property that abuts WCR 18 has an
existing 10'wide landscape zone to the property line. The West side of the
property that abuts HWY 85 (approx. 940 LF) has an existing 5'height earthen
berm with a 6'height cedar fence along the Platteville ditch. The remaining West
side of the property that abuts HWY 85 (approx. 130 LF) has an existing 10'wide
landscape zone extends to the property line. No other sides of the property abut a
public right of way.
3. Parking lot landscape buffering. Along the West side of the property line there
is an existing 5'height earthen berm that is part of the Plateville Ditch with a 6'
height cedar fence which completely screens the parking lot from public view
from HWY 85.
4. Landscape plan. See existing as built plan for location of existing landscaping.
5. Maintenance plan. All landscaped areas with living plan materials will be
watered by hand or portable tank. Trees and shrubs will be fertilized with
granular product as required. Weed control will be accomplished by periodic
spraying of broad leaf and noxious weed control agents. Trees and shrubs will be
pruned once a year, as required, according to the species and health of the tree or
shrub. Organic mulch will be added and replaced as required to maintain a
minimum depth of 2"throughout planted areas.
N. Storm water runoff plan. See enclosed civil engineered drawings.
0. Parking. The proposed site plan shows a total of sixteen (16) standard paved parking
spaces, one (1) ADA paved parking space and six (6) standard gravel parking spaces for
customer and employee use. The office consists of 3,360 S.F. and the shop consists of
9,600 S.F. The Weld County parking requirements require 1 parking space for each 2
employees plus 1 space per 500 S.F. of office. The closest use to a shop listed in
Appendix 23-B is a warehouse which requires 1 parking space for every 3 employees (but
in no event less than 1 space for each 1,000 S.F. devoted to warehouse use). There is no
anticipated outdoor display.
Use the Weld County requirements for office and warehouse.

b. 9,600 SF. shop with three employees = 9.60 Parking spaces
Total = 23 Parking spaces
P. Loading/service areas. Deliveries to the site will be made with semi trucks and
common carriers by vans or light trucks. The 50'gravel drive on the West side of the
shop will serve as the loading area for the shop. Common carriers will have short
delivery times while on the site and are infrequent in nature. They will use the
designated delivery parking space on the South side of the shop on the West side of the
office. See enclosed drawings.
Q. Street Access. The site will have access to WCR 18 by the existing driveway on the SE
corner of the property. See enclosed drawings for location.
R. Design of Access. See enclosed drawings.
S. Acceleration/Deceleration Lanes. None required.
T. Trash Collection. There will be one (1) 6'wide X 8'long X trash concrete pad located
against the fence on the East side of the shop that will house up to a maximum of a 8 CY
dumpster for the office and shop. The trash pad will be constructed with a 6" thick
concrete pad
U. Compatible Use.
1. Noises. Noises associated with the equipment used for vehicle service and
repair will be limited to inside the building will be below the 60 db (A) limit (from
7.00 am to 7:00 pm), with allowed exceptions, at a distance of 25'or more from
the property line.
2. Air Quality. The building will have natural gas heating and cooling systems.
There will be no site burning allowed on the site. The building will operate in
accordance with the air quality standards established by the Colorado Air
Pollution Control Commission.
3. Water Quality. The building will have a drain inside the shop area that will
drain into an approved collection tank that will be pumped as required. All other
interior fixtures will drain directly into the approved septic system. The building
will operate in accordance with the water quality standards established by the
Colorado Water Quality Control Commission.
4. Radiation and Radioactive Materials. No radioactive materials will be stored
or used on the site.
5. Heat. There will be no uses that will raise the heat levels of the air or materials
past the property line more than the allowed 5 degrees. The main building colors
will be earth tone in color and the roof will have a aluminum coated metal panel
which will limit heat gain on the building. There will be no welding or torching
outside of the building. There will be no site burning.
6. Glare. The main building colors will be earth tone in color. All glass used on
the exterior of the office will be light tinted and/or clear, non-mirrored glass.
7. Property Maintenance. Dry-land grass areas will be cut periodically so that
they do not exceed 12" in height per Weld County requirements.

Stormwater Management Plan (SWMP)

The SWMP was prepared in accordance with good engineering,hydrologic and pollution control
practices. The main objective of this plan is to identify Best Management Practices (BMP's)
which when implemented will meet the terms and conditions of the general permit.
The plan identifies potential sources of pollution, including sediment, which may reasonably be
expected to affect the quality of stormwater discharges associated with the construction activity
of this facility. In addition, the plan describes the implementation of BMP's which will be used
to reduce pollutants in stormwater discharge associated with the construction activity.
Construction operations must implement the provisions of the SWMP required under this part as
a condition of the permit.
1. Site Description
a) The planned construction activity consists of constructing an office/shop building and
parking lot/drives. The construction activity will consist of grading to achieve desired
grades for the building, parking lot and driveways. The activity will also include the
construction of underground utilities and septic leach field. The finished construction will
include concrete pavement, concrete walks, gravel driveways and landscaped areas.
b) The proposed sequence for major activities is as follows:
• Installation of erosion control devices that will include excavation of the
stormwater retention pond to be used as a sediment basin during construction
activities.
• Topsoil stripping and subgrade preparation for cut and fill per the grading plan.
• The building pad will be prepared for foundation and slab-on-grade construction.
• Construction of underground utilities beginning with leach field and water lines,
followed by dry utilities.
• Placement of concrete pavement in parking areas and gravel in driveways.
• Landscaping
c) The total area of disturbance on the 10-acre site will be approximately 3 acres.
d) The estimated 100-year runoff coefficient for the site prior to construction is 0.36 and is
expected to be 0.52 after construction activities are completed. The percent impervious
before and after construction is estimated to be 3%and 39%respectively.
e) The site currently consists of buildings and storage areas for the existing Drilling Fluids
Engineering, Inc. business.
0 We do not anticipate any other potential pollution sources
g) We do not anticipate any non-stormwater discharge from the site during construction.
h) The stormwater from this site will be routed to the proposed stormwater retention pond
located at the northwest corner of the property. Stormwater in the retention pond will be
released by infiltrating the sandy subgrade soils. The site and retention pond is located in
the South Platte River basin.
2. Site Map
Please refer to sheets C2 and C3 for the site map and SWMP and BMP specifics for this
project. These plans identify the area of disturbance, areas of cut and fill, and location of
erosion control devices. There are no existing springs, streams, wetlands, or other surface
waters on this site. The site is not located within the 100-year floodplain.
3. BMP's for Stormwater Pollution Prevention
a) Erosion and Sediment Controls
• Structural Practices
This project will utilize gravel and rock rip rap to minimize erosion.
• Non-structural Practices
Contractor is responsible for periodic inspection and maintenance of erosion
control devices.
b) Materials Handling and Spill Prevention
The contractor is responsible for identifying and specifying material handling and
spill prevention control to include,but not limited to, exposed materials such as
fertilizers,waste piles, and equipment maintenance and fueling areas.
4. Final Stabilization and Long term Stormwater Management
Final stabilization will be achieved by the final vegetative cover. The contractor will be
responsible for establishing healthy stands of grass and vegetative cover where specified. The
landscaped areas will be irrigated and will be maintained by the owner upon completion of
construction.

Dear Robert:
A variance is requested to the Weld County Code for a stormwater detention pond (Chapter 24-
7-130). Due to site characteristics, we recommend that the existing stormwater retention pond be
made larger to accommodate the proposed site improvements, instead of constructing a detention
pond.
The site is located between two drainage barriers. The Platteville Irrigating and Milling
Company Ditch extends along the west side of the site and the Union Pacific Railroad extends in
a north-south direction east of the site. The site currently drains into a stormwater retention pond
located at the north end of the site, designed and constructed in 2002.
Previous reports recognized that the irrigation ditch and railroad create drainage basin barriers
that prevent stormwater from leaving the site. Western Technical Services performed a drainage
study in 1984 for Patterson Pumping Service. North Star Design, Inc. performed a drainage study
in 2002 for Quality Drilling Fluids Engineering, Inc. Both of these reports used a stormwater
retention pond for site runoff.
Due to the native sandy subgrade soils in this area, a retention pond provides a good method to
manage stormwater runoff from the site. We recommend that the stormwater runoff from this
site continued to be met by a stormwater retention pond.

General Location and Description
Site Location
The site is located in the southwest quarter of the southwest quarter of Section 20, Township 2
North, Range 66 West of the 6'h P.M. in Weld County, Colorado. More specifically, the site is
located at the northeast corner of U.S. Highway 85 and Weld County Road 18. In general, land
within the site vicinity is agricultural. Renewable Fiber is located on the property north of the
site. The Platteville Irrigating and Milling Company Ditch extends along the west side of the
site and the Union Pacific Railroad extends along the east side of the site.
Project Description
The property is 10.15 acres and presently consists of Quality Drilling Fluids Engineering, Inc.
facility. The project will consist of constructing a 12,960 ft4 office/shop building and a future
9,600 ft2 building. Access to the lot will remain from Weld County Road 18.
Previous drainage reports have been prepared for this site for past development activities.
Western Technical Services performed a drainage study in 1984 for Patterson Pumping
Service. North Star Design, Inc. performed a drainage study in 2002 for Quality Drilling Fluids
Engineering, Inc. Both of these previous reports recognized that the irrigation ditch and railroad
create drainage basin barriers that prevent stormwater from leaving the site as historical. Since
the 2002 study, the Platteville Irrigating and Milling Company Ditch has been relocated along
the west side of the site.
Drainage Basin and Site Design Information
Drainage Basin
The site is located in the South Platte River basin. The South Platte River is located
approximately '/2 miles northwest of the site. In general, drainage within the site vicinity flows
northwest to the South Platte River.
Site Drainage
The site is located between two drainage barriers. The Platteville Irrigating and Milling
Company Ditch extends along the west side of the site and the Union Pacific Railroad extends
in a north-south direction east of the site. The site currently drains into a stormwater retention
pond located at the north end of the site. The topography of the site slopes to the
north/northwest at about 1 to 2% with a total relief of about 7 feet across the site.
Adjacent Site Drainage Conditions
The site does not receive any off-site flows. The north borrow ditch of WCR 18 intercepts and
divert runoff away from the site. The Union Pacific right-of-way drains northeast towards the
railroad tracks. The proposed exit, located southwest of the site, drains northwest to an existing
concrete pan that conveys the runoff into the irrigation ditch.
Site Flood Hazard
The site is in a flood zone "C" according to the Flood Insurance Rate Map (Community Panel
Number 080266 0868C) dated September 28, 1982. The flood zone "C" designation includes
areas of minimal flooding.

Soil and Groundwater Conditions
Soil information was been obtained from the Soil Survey for Weld County. The Soil Survey
indicates Altvan and Dacona soil types on the site. The Altvan and Dacona soils are poorly
graded sands that are classified as Hydrologic Group B and C, respectively.
Drainage Design Criteria
Storm Drainage Criteria
This drainage report was prepared to conform to the Weld County criteria and the Urban Storm
Drainage Criteria Manuals (Volumes 1 and 2 issued June 2001 and Volume 3 issued September
1999), prepared by the Denver Urban Drainage and Flood Control District.
_ Development Criteria References and Constraints
Site grading was performed to match existing grades where appropriate. Proposed site grades
match existing grades at property lines. Due to the existing watershed barriers and relatively
flat topography within the site vicinity, it is our opinion that it is not feasible to gravity drain a
site detention pond. Since the native sandy soils provide good infiltration rates, the existing
retention pond has been redesigned for the proposed development.
Hydrological Criteria
Stormwater runoff was analyzed using the Rational Method, which is considered acceptable for
sites less than 160 acres. The rainfall intensity data used for this site is from the City of Greeley
Storm Drainage Manual (Table 3.3). Drainage calculations and referenced information is
included in the appendices. The drainage structures on the site have been designed for a minor
storm with a 5-year return period and a major storm with a 100-year return period.
Hydraulic Criteria
The FAA Method, as described in Volume 2 of the Urban Storm Drainage Criteria Manual,
was used to calculate the pond volume. The retention pond volume has been sized based on 1.5
times the capacity required for the 100-year storm event for the developed conditions plus 1-
foot freeboard. Since there is not an emergency spillway, the pond has been oversized to
accommodate the 2-hour, 100-year storm event assuming no infiltration.
Drainage Facility Design
General Concept
The proposed grading tries to minimize the amount of disturbance to the land while providing a
site plan that provides adequate drainage for the proposed development. Stormwater runoff will
continue to drain north across the site. Runoff coefficients have been calculated using proposed
surfaces and includes a future 9,600 ft2 building and future gravel surfaces.
A drainage swale is proposed along the west side of the site, east of the irrigation ditch. Site
runoff will sheet flow to this swale which will convey stormwater to the proposed retention
pond.
Specific Details
A percolation test performed in the bottom of the existing retention pond yielded a percolation
rate of 0.7 minute per inch. Conservatively estimating the percolation rate at 1.4 minute per

inch, the infiltration rate through the approximate 8,300 ft2 pond bottom is 8.2 cfs. Using an
outflow of 8.2 cfs, the pond volume to store the 100-year storm is 22,836 ft3. The retention
pond has been designed to retain 34,254 ft3 (1.5 times the volume required for the 100-year
storm event) plus 1-foot freeboard (this follows the recommendation for retention ponds -
Volume 2, USDCM).
The bottom of the retention pond is at elevation 4869.0 and the top of the pond is at elevation
4878.00. The depth of water in the retention pond will be about 7.2 feet (elevation 4876.2)
during a 100-year storm event and 8 feet (elevation 4877.0) for a volume of 1.5 times the 100-
- year storm event. The retention pond drain time for the 100-year storm event has been
estimated to about 3 to 6 hours.
Because a feasible discharge location for emergency flows is not available, an emergency
spillway has not been designed. Instead, the pond capacity has been designed to accommodate
_ the 2-hour, 100-year storm event assuming no infiltration of water through the pond bottom.
The pond volume required for the 2-hour, 100-year storm event is 51,384 ft3. The designed
pond has capacity for this volume with 6 inches of freeboard. Since the pond does not have a
_ built-up berm, it is our opinion that 6 inches of freeboard is sufficient for the assumption that
no infiltration will occur through the pond bottom. The drainage easement shown on the plans
includes the pond area required to hold the 2-hour, 100-year storm event.

Erosion Control
Erosion control during construction of the project should consist of constructing the proposed
retention pond as a sediment basin prior to other earthwork operations. It is our opinion that silt
fence is not required because the site has a 6-foot high wood privacy fence along the west side
and composting piles are located east and north of the site. Because the proposed earthwork and
construction activity is more than 700 feet from the Weld County Road 18 access driveway, it
is our opinion that vehicle tracking control is not required. We suggest seeding proposed grass
areas and placing gravel and crushed recycled asphalt in drive/storage areas upon completion of
grading.
Conclusions
This drainage design conforms to the Weld County stormwater drainage criteria.

Environmental Health Services has reviewed this proposal for warehousing of drilling
fluid products, drilling supplies, as well as storage and maintenance of drilling
equipment for well construction and equipment. We have no objections to the proposal,
however, we do recommend that the following conditions be part of any approval:
We recommend that the following requirements be met prior to allowing the plat to be
recorded:
1. The applicant shall submit a dust abatement plan for review and approval, to the
Environmental Health Services, Weld County Department of Public Health &
Environment.
2. The applicant shall provide current evidence that the facility has an adequate
water supply. The applicant has submitted a "permit to construct a well"
#137460-A that expired in March 2004. A completed well permit was not
submitted.
We recommend that the following requirements be incorporated into the permit as
conditions that must be met prior to operation:
1. A stormwater discharge permit may be required for a
development/redevelopment/construction site where a contiguous or non-
contiguous land disturbance is greater than or equal to one acre in area. The
applicant shall inquire with the Water Quality Control Division (WQCD) of the
Colorado Department of Public Health and Environment at
www.cdphe.state.co.us/wq/PermitsUnit if they are required to obtain a
stormwater discharge permit. Alternately, the applicant can provide evidence
from WQCD that they are not subject to these requirements.
We recommend that the following requirements be incorporated into the permit as
development standards:
1. All liquid and solid wastes (as defined in the Solid Wastes Disposal Sites and
Facilities Act, 30-20-100.5, C.R.S., as amended) shall be stored and removed for
final disposal in a manner that protects against surface and groundwater
contamination.
2. No permanent disposal of wastes shall be permitted at this site. This is not
meant to include those wastes specifically excluded from the definition of a solid
waste in the Solid Wastes Disposal Sites and Facilities Act, 30-20-100.5, C.R.S.,
as amended.
3. Waste materials shall be handled, stored, and disposed in a manner that controls
fugitive dust, fugitive particulate emissions, blowing debris, and other potential
nuisance conditions.
4. The applicant shall operate in accordance with the approved "waste handling
plan".
5. Fugitive dust and fugitive particulate emissions shall be controlled on this site.
The facility shall be operated in accordance with the approved dust abatement
plan at all times.
6. This facility shall adhere to the maximum permissible noise levels allowed in the
Commercial Zone as delineated in 25-12-103 C.R.S., as amended.
7. Adequate handwashing and toilet facilities shall be provided for employees and
patrons of the facility.
8. Sewage disposal for the facility shall be by septic system. Any septic system
located on the property must comply with all provisions of the Weld County Code,
pertaining to Individual Sewage Disposal Systems.
9. A permanent, adequate water supply shall be provided for drinking and sanitary
purposes.
10.All potentially hazardous chemicals must be stored and handled in a safe manner
in accordance with product labeling and in a manner that minimizes the release
of hazardous air pollutants (HAP's) and volatile organic compounds (VOC's).
11.If applicable, the applicant shall obtain a stormwater discharge permit from the
Colorado Department of Public Health & Environment, Water Quality Control
Division.

12.The operation shall comply with all applicable rules and regulations of the State
and Federal agencies and the Weld County Code.
Additionally, please note the following:
1. This application is proposing a well as its source of water. The applicant should
be made aware that groundwater may not meet all drinking water standards as
defined by the Colorado Department of Public Health and Environment. We
strongly encourage the applicant to test their drinking water prior to consumption
and periodically test it over time.

The Weld County Public Works Department has reviewed this proposal. This project falls primarily
under the Site Plan Review Standards, Weld County Code, Chapter 23-2-160. Our comments and
requirements are as follows:
COMMENTS:
Weld County Road Classification Plan (FHU): (June 2002)
WCR 18 is a collector road and requires an 80-foot right-of-way at full build out. There is presently a
60-foot right-of-way. This road is maintained by Weld County. Pursuant to the definition of
SETBACK in the Weld County Zoning Ordinance(23-1-90), the required setback is measured from
the future right-of-way line.
REQUIREMENTS:
Access:
/The applicant shall complete a Weld County Road Access Information Sheet.
There are two existing accesses to the facility. The western most access is the original access,
✓which is usually gated and locked. The newer access (eastern access) is the main access to the
facility. Utilize this existing 40-foot access as it is wider for the proposed use of the facility.
The applicant should contact CDOT to verify if any upgrades or improvements are needed per the
U.S. Highway 85 corridor plan associated with WCR 18 and U.S. Highway 85 intersection. The
applicant may generate an increase of heavy vehicle traffic at the intersection. The access control
plan show left turn and right turn acceleration/deceleration lanes.
Off-Street Parking and Circulation: The applicant is identifying the access and the equipment
parking shall be gravel, recycled crushed asphalt,or the equivalent. The office/warehouse buildings
�' parking area shall be hard-surfaced(asphalt or concrete)as in accordance with Section 23-3-350(B)
Design Standards, industrial zoned district 1-3, The number of parking spaces including the
designated areas shall be determined by Planning Services. Parking spaces that do not have a
curb line shall be required to install wheel guards or curb stops where needed to prevent vehicles
from extending beyond the boundaries of the space and from coming into contact with other
vehicles, walls, fences, or plantings.
Storm Water Drainage: I have referred the storm water drainage plan and report to Dave Bauer,
Drainage Division. Dave has reviewed the plans and drawings. See the memorandum attached for
Laube Engineering. We will forward this memo to Keith Laube. There are additional items that
need to have follow-up. (Sec 23.2-160N)

Comments
❑ All drainage facilities including channels, swales, and detention ponds must be in dedicated drainage easements
shown on the Final Plat.
❑ The drainage report and plans dated July 6, 2006, prepared and submitted by Laube Engineering were not stamped
and signed by a professional engineer licensed to practice in Colorado. Applicant must submit 3 copies of the final
drainage report and construction plan drawings (stamped, signed, and dated) to Public Works for Weld County Field
Inspectors' use during construction.
❑ The drainage report and plans dated July 6, 2006, prepared and submitted by Laube Engineering were marked as
preliminary,not for construction. Applicant is requested to submit stamped, signed, and dated Final Plans.
❑ The applicant's engineer has submitted a drainage report and plan that does not include proposed detention of
stormwater runoff per Weld County Code (Chapters 24-7-130, 23-2-150 (N), 23-2-750, 8-7-440, and Ordinance 2003
-2). Per the Code, applicant's design is required to detain the runoff from the 100-year storm from the developed site
and release the detained runoff at a rate not to exceed the runoff from the undeveloped site. The drainage report and
plans dated July 6, 2006, prepared and submitted by Laube Engineering proposes stormwater retention; if detention
facilities are not to be constructed, a variance from County Code must be requested.
❑ The proposed retention pond is undersized for a commercial, gravel paved site of over 10 acres. Sizing calculations
for the retention pond proposed in the July 6, 2006 Laube Engineering drainage report and plans indicate an
infiltration rate of 10 cfs (over 4400 gallons per minute!) however no justification for this high infiltration rate was
provided in the report. Applicant is requested to provide in-situ evidence for this infiltration rate or increase the size
of the detention/retention pond accordingly.
❑ The impacts of offsite contributing areas to the 2nd AmSpr-41 —Rothauge site have not been considered. As shown on
the July 6, 2006 Laube Engineering drainage plans, the drainage area that would flow to the proposed retention pond
area would include approximately 15 acres (11 acres within the property line, 0.3 acres for the proposed exit, and 2.8
acres of UPRR Right-Of Way. The proposed exit must be included in the design. Detention of the runoff from the
UPRR ROW is not required but must be safely managed through the site.
❑ The Laube Engineering drainage report and plans did not provide an emergency spillway/release point for the
proposed detention/retention pond. Applicant is requested to provide an emergency overflow design.
Recommendation
❑ The applicant is requested to submit a revised drainage report and plans addressing the above comments and
issues. Resolution of these deficiencies are prerequisites for Public Works approval of the 2"d AmSpr-41
and shall be fulfilled prior to recording the final plat.

On August 24th I received in my little Public Works mailbox, 3 copies of the revised drainage
report for the Routhauge site (2nd AmSPR-41).
My requests on previous review were that they revise the calculations for their proposed
retention pond for site specific conditions of infiltration. The new report states that a
percolation test was performed and an infiltration rate is expected to be 8.2 cubic feet per
second into underlying sandy soils in communication with the South Platte River for the
proposed 8300 square foot retention pond. To be conservative, Laube has sized the proposed
retention pond to hold the entire site runoff assuming no infiltration. Given the site topography
and surrounding constraints, this is an acceptable compromise to meeting Weld County Code.
However I have requested of that they, and the revised drainage report does have a one page
letter specifically requesting a variance from the Code requirement of detention.
I had also requested that all drainage facilities (swales, retention pond) be placed in recorded
easements and shown as such on the Final Plat. I did not get a draft of the Final Plat so this
last request has not been met as of today. I called the contact at Macrum Building Systems to
re-iterate that request.
Assuming that Routhage/Laube will prepare the Final Plat as requested, I would recommend
that this case be recommended for approval, at least from a drainage standpoint.
The case folder has been restored to the files.

1. Building permits shall be obtained prior to the construction of any building.
2. A plan review is required for each building. Plans will require the wet stamp of a Colorado registered
architect or engineer.
3. Buildings shall conform to the requirements of the codes adopted by Weld County at the time of permit
application. The proposed building will be most likely be classified as a S-1 for the shop area, and a B
occupancy for the office area.
4. Buildings will require an engineered foundation based on a site-specific geotechnical report or an open
hole inspection performed by a Colorado registered engineer. Engineered foundations shall be designed by
a Colorado registered engineer.
5. Fire resistance of walls and openings, construction requirements, sprinkler requirements, maximum
building height and allowable areas will be reviewed at the plan review.Setback and offset distances shall be
determined by the Zoning Ordinance.
6. Building height shall be measured in accordance with the adopted building code at the time of the building
permit application for the purpose of determining the maximum building size and height for various uses and
types of construction and to determine compliance with the Bulk Requirements from Chapter 23 of the Weld
County Code. Building height shall be measured in accordance with Chapter 23 of the Weld County Code in
order to determine compliance with offset and setback requirements. Offset and setback requirements are
measured to the farthest projection from the building.

In consultation with the Natural Resources Conservation Service(NRCS), we have reviewed the above
referenced case and have the following comments:
SOILS/LIMITATIONS: The proposed warehousing and storage for well drilling equipment, supplies
and fluid products is located on Altvan loam(1) soil. For building foundations with or without
basements,Altvan soil has moderate limitations due to its shrink-swell potential.
For sanitary septic system absorption fields,the Altvan soil has slight limitations.
PRIME FARMLANDS: When irrigated, the Altvan soil is considered `prime farmland'.
SOIL EROSION POTENTIAL: Altvan soil has moderate potential for wind erosion and should be
protected. Appropriate measures should be taken to minimize wind and water soil erosion during future
construction activities, such as avoiding disturbances to large areas and preventing soils from moving
offsite. As planned by the applicant, at the conclusion of construction activities, disturbed areas and
operation areas will be stabilized with perennial vegetation, gravel or asphalt to minimize erosion and
control dust.
The application does not address re-vegetation of the storm water runoff detention pond on the site. The
pond should be re-vegetated immediately following completion, or as appropriate depending on weather
and season. Our recommendation for seeding the runoff detention pond as soon as possible is based on
soil erosion,both from a wind and water standpoint, as well as from a weed standpoint.Weeds are very
invasive and move into disturbed areas quickly. Some of these can be noxious weeds and would require
control based on the state noxious weed list. By seeding the runoff detention pond soon after completion,
the chances for weed invasion will be lessened, as will the potential for erosion.
The following seed mix and application rates are recommended for re-vegetation and are based on NRCS
"critical area"seeding rates,which are double our normal rates.

Our normal recommended seeding dates are December l'through April 15'". All seeding should take
place on unfrozen soils. A good quality seed drill with an agitator and press wheels is recommended. If
seed is broadcast, the above recommended rates would be doubled.
We recommend mulching with clean weed free straw or native hay. Mulch should be applied at a rate of
4,000 pounds per acre. After the mulch is applied,it should be `crimped' into the soil to help anchor it.
Crimping should be cross slope or on the contour, if at all possible. The State of Colorado has a list of
certified weed-free straw available on the intemet or through the local county Extension Service office.
It is recommended that the storm water runoff detention pond have side slopes of 4:1;this moderate slope
will allow the planting, establishment and maintenance of cover vegetation.
OTHER: When native vegetation is disturbed,weed infestation can become a problem. Should this
occur,the applicant can contact Tina Booten,Vegetation Weed Management Specialist with the Weld
County Public Works Department at(970) 304-6496X3772 for assistance in developing a weed
management plan.

CONDITIONS OF APPROVAL
1) This well shall be used in such a way as to cause no material Injury to existing water rights. The issuance of this permit
does not assure the applicant that no injury will occur to another vested water right or preclude another owner of a vested
water right from seeking relief In a civil court action.
2) The construction of this well shall be in compliance with the Water Woll Construction Rules 2 CCR 402-2,unless approval
of a variance has been granted by the State Board of Examiners of Water Well Construction and Pump Installation
Contractors In accordance with Rule 18.
3) Approved pursuant to CRS 37-92-602(3)(c)for the relocation of an existing well, permit no. 137460. The old well must be
plugged In accordance with Rule 16 of the Water Woll Construction Rules within ninety(90) days of completion of the new
well. The enclosed Well Abandonment Report forrn must be completed and submitted to affirm that the old well was
plugged.
4) The use of ground water from this wall Is limited to drinking and sanitary facilities as described in CRS 37-92-602(1)(c),
for a commercial business. Water from this well shall riot be used for lawn or landscape irrigation or for any other purpose
outside the business building structure.
5) -Production is limited to the alluvium. The depth of this well shall not exceed50 feet or the depth at which sandstone or
shale is first encountered,whichever comes first.
6) The maximum pumping rate of this well shall not exceed 15 GPM.
7) The maximum annual amount of ground water to be diverted by this well shall not exceed 'I acre-foot,
8) This well shall be constructed not more than 200 fact from the location specified on this permit.
9) A totalizing flow meter must be installed on this well and maintained in good working order. Permanent records of all
diversions must be maintained by the well owner(recorded at least annually) and submitted to the Division Engineer upon
request.
10) The return flew from the use of this well must be through an individual Waste water disposal system of the
non-evaporative type where the water is returned to the same stream system in which the well is located. The maximum
consumptive use of ground water shall not exceed 10 percent.

SEPTIC SYSTEM DESIGN SPECIFICATIONS
1. Septic Tank— Minimum = 150% of 30 hours avg flow = 1.5 x (750 x 1.25) = 1,500 gallons
2. Bed Area — 1,321 square feet
3. Distribution Box - Installed level to provide equal distribution of effluent.
4. Gravel - 12 inches (minimum) clean gravel graded from %" to 2W in size extending from at least 2
inches above the top of the leach line to at least 6 inches below bottom of leach line for the full
width of absorption bed.
5. Leach Line - 3 or 4 inch perforated PVC placed at 6'0" on center and laid level to provide even
distribution of the effluent over the entire bed.
6. Cover - Untreated building paper or straw placed over the gravel to minimize infiltration of fines
into the gravel and pipe during backfilling operation.
7. Backfill - 12 inches (minimum) to 24 inches (maximum) of on-site soil or imported wicking sand.
The top 4 inches shall be a select organic topsoil.
8. If infiltrators are used, a minimum of 72 Quick 4 infiltrators will be necessary (specifications 4 — 6
arg not necessary if infiltrators are used).
GENERAL NOTES
1. All construction shall be in compliance with Weld County Health Dept and State regulations.
2. Any deviation from the plan must be approved by WCHD and/or Northern Colorado Geotech prior
to construction.
3. All parts of the field shall be located the minimum distances from land features including 100' from
any well, pond or ditch, 20' from all dwellings and 10' from all property lines.
4. The system shall be inspected by WCHD and/or Northern Colorado Geotech during critical
phases of construction.
5. Positive drainage shall be provided to minimize surface runoff from entering the system.
6. The top of the field shall be seeded or sodded with low-water demand vegetation to control
erosion and aid evapo-transpiration. Large trees or shrubs should not be planted within 6 feet of
the field.
7. The completed leach field should not be paved or driven over at any time.

Under comment#1:
3. Under section 23-3-250.B it says "Sufficient SCREENED, off-street, paved
parking areas . . . " However, under section 23-4-30-C, it says "Off-street
parking spaces including access drives shall be surfaced with gravel, asphalt,
concrete or equivalent . . . " All of the parking spaces shown on the site for
the new buildings are either concrete paved or gravel based. In the past we have
been able to use gravel as a parking lot substrate in an I-3 zoned property.
4. How was the# of required parking spaces (35) computed? There is not a
classification for a shop in Appendix 23-B so I used a warehouse classification.
In fact, under#3 the Planning Dept. addresses the site as an office/warehouse
classification. Therefore with an office occupant load of twelve (12) and a shop
occupant load of three (3) I come up with:
Office = 3,360 SF/500 SF per parking space =6.72 + 6 <12/O space/2
employees)> = 12.76
Shop (Warehouse) = 9,600 SF/1,000 SF per parking space = 9.6
Total = 12.76 + 9.6—22.36 spaces required. We have 23 spaces that were
shown on the plans.
8. & 9. The applicant was required to submit a landscaping plan as part of his
original SPR plat in Sept. 2002 which shows the landscaping for the entire site.
We are not changing any of the existing landscaping. The applicant has already
installed a 6' height wood fence on top of the earthen berm (for the ditch), see
page C2 for location, along most of the West side of the property. This fence will
screen the new building and parking area.

This site plan review is approved with the attached conditions:
1. Prior to recording the Site Plan Review plat, the applicant shall address the
following to the Department of Planning Services' satisfaction:
A. The plat shall be amended to delineate the following:
1. Off-street parking areas shall be located and screened from the
public rights-of-way and adjacent properties and shall meet the
requirements of Section 23-3-350.6 and Section 23-4-30 of the
Weld County Code. (Department of Planning Services)

2. Trash collection areas shall be delineated on the plat and shall be
screened from public rights-of-way and adjacent properties and
shall meet the requirements of Section 23-2-35011 of the Weld
County Code. (Department of Planning Services)
The trash pad location is shown on page C2 by Laube
Engineering. The location is not visible from CR18 (South)
because it is screened by the existing building and the fence
on the South side of the railroad right-a-way. The location is
not visible from Hwy 85 because it is screened by the new
building and the 6' height solid wood fence along the West
property line. The location is not visible from the property on
the East side of the 100' railroad right of way because the
railroad right of way East of the property has a solid wood
fence along its east boundary. The location is not visible
from the property to the North because it is screened by the
electrical transformer that is being installed next to it and the
new building.
3. The access and the equipment parking area shall be gravel,
recycled crushed asphalt, or the equivalent. The office/warehouse
building parking area shall be hard surfaced asphalt or concrete
as in accordance with Section 23-3-350.B of the Weld County

The access and the equipment parking areas are shown on
page C2 by Laube Engineering to be either gravel or recycled

parking space shall be van accessible. A five (5) foot wide aisle
will be required adjacent to the van accessible space. The
accessible path to the building and public right-of-way shall be

5. There are two (2) existing accesses to the facility. The western
most access is the original access, which is usually gated and
locked shall be closed permanently. The newer access (eastern
access) is the main access to the facility. The site shall utilize the
exiting 40 foot eastern access as it is wider for the proposed use

The Owner is concerned that if he closes off the West
entrance, there will be only one emergency exit to and from
the property.
6. County Road 18 is designated on the Weld County Road
Classification Plan as a collector road, which requires 80 feet of
right-of-way at full build out. There is presently a 60-foot right-of-
way. All setbacks shall be measured from the edge of future right-
of-way. The applicant shall verify the existing right-of-way and the
documents creating the right-of-way. This road is maintained by
Weld County. The plat shall delineate the existing 30-foot and an
additional 10-foot for the future expansion of CR 18. (Department
of Public Works)
We will have the Civil Engineer verify the right of way
documents and note them on the Site Plan Review plat.
7. Although not specifically delineated in the application documents,
any on-site lighting shall adhere to the requirements of Section 23-
3-360.F and shall be delineated on the Plat. (Department of
Planning Services)
No site lighting is planned for the site.
8. The applicant shall submit a Landscape and Screening Plan for
review and approval to address screening of adjacent properties,
including State Highway 85. Due to the nature of the facility, the
entire property shall be screened with an opaque screen material
at least six feet in height. (Department of Planning Services)

9. The applicant shall include in the Landscape Plan the following
information:
a. An installation schedule which specifies when the
landscaping will be installed on site. (Department of

b. A Plant Material List specifying the Botanical and Common
names of all plant material to be installed; the size of the
plant material at installation and whether the plant material
is to be containerized or B&B. (Department of Planning

c. A landscape maintenance schedule which specifically
states who will perform maintenance and that maintenance
is on-going and shall not end upon final acceptance by the

department today and left a message for Char Davis who will be
back in the office next week. I have not heard of a requirement for a
dust abatement plan as part of a standard site plan review for an 1-3
zoning but I will verify what the Environmental Health Services

C. The applicant shall submit to the Department of Public Works a Weld
County Road Access Information Sheet. Evidence of approval shall be

CONDITIONS OF APPROVAL
1) This well shall be used in such a way as to cause no material injury to existing water rights. The issuance of this permit
does not assure the applicant that no injury will occur to another vested water right or preclude another owner of a vested
water right from seeking relief in a civil court action.
2) The construction of this well shall be in compliance with the Water Well Construction Rules 2 CCR 402-2,unless approval
of a variance has been granted by the State Board of Examiners of Water Well Construction and Pump Installation
Contractors in accordance with Rule 18.
3) Approved pursuant to CRS 37-92-602(3)(c)for the relocation of an existing well,permit no. 137460. The old well must be
plugged in accordance with Rule 16 of the Water Well Construction Rules within ninety(90)days of completion of the new
well. The enclosed Well Abandonment Report form must be completed and submitted to affirm that the old well was
plugged.
4) The use of ground water from this well is limited to drinking and sanitary facilities as described in CRS 37-92-602(1)(c),
for a commercial business. Water from this well shall not be used for lawn or landscape irrigation or for any other purpose
outside the business building structure.
5) Production is limited to the alluvium. The depth of this well shall not exceed 50 feet or the depth at which sandstone or
shale is first encountered,whichever conies first.
6) The maximum pumping rate of this well shall not exceed 15 GPM.
7) The maximum annual amount of ground water to be diverted by this well shall not exceed 1 acre-foot.
8) This well shall be constructed not more than 200 feet from the location specified on this permit.
9) A totalizing flow meter must be installed on this well and maintained in good working order. Permanent records of all
diversions must be maintained by the well owner(recorded at least annually)and submitted to the Division Engineer upon
request.
10) The retum flow from the use of this well must be through an individual waste water disposal system of the
non-evaporative type where the water is returned to the same stream system in which the well is located. The maximum
consumptive use of ground water shall not exceed 10 percent.

I am in receipt of a Dust Abatement Plan for 2nd AMSPR-41. The plan has been reviewed, approved and the
condition can be removed.
I still have questions regarding the well permit. Everything that has been sent so far is a"permit to construct a
well". If they have completed the well and everything has been approved then they should have received or
should ask for a Well Permit it may read "Permit to use an existing Well" or something similar. Any other ideas?

Dear Jacqueline Hatch,
Please find enclosed two copies of the revised civil drawings and the
drainage report by Laube Engineering, LLC that address the site plan review
referral comments for the 2nd AMSPR-41 project The following comments are
the actions that have been completed to address the referral comments:
1. A 6' height wood privacy fence on the North side of the property has
been shown to screen the parking and drive areas from the property to the
North. We showed the existing wood privacy fence on the East and South
sides of the Union Pacific Railroad right of way. The existing landscaping
has been shown on the plans.
2. We showed a 6' height cedar trash fence around the trash pad on the
North, East and South sides.
3. We showed three paved parking on the 30'approach pad on the West
side of the shop and we paved three spaces on the East side of the office.
All parking spaces will have wheel blocks or bumpers installed.
4. The future paved parking spaces for the future warehouse, not
included in this permit, have been shown on the civil drawings.
5. The West access will be closed per the plans.
6. We showed on the civil drawings an additional 10'of right-of-way on the
North side of WCR18.
7. We added a comment on the site plan that addresses that we have
lights on the exterior of the building only and that they will not project light
over the property line.
8. The existing landscaping has been shown on the civil drawings along
with the existing fence on the East and the new fence on the North.
9. The existing landscaping has been shown on the civil drawings.
10. I emailed the water well information from the Colorado Division of
Water Resources to Jacqueline Hatch on 9/21/06.
11. I emailed a dust abatement plan to Jacqueline Hatch on 9/21/06.
12. I emailed the Weld County Road Access Information Sheet to
Jacqueline Hatch on 9/11/06
13. Gloria Hice-Idler with CDOT said she had no additional concerns
regarding the project.
14. I emailed the Public Work Department receipt to Jacqueline Hatch on
9/11/06.
15. The civil drawings and the drainage report address the Department of
Public Works concerns.
16. The Building Plans are currently being reviewed by the Weld County
Building Department.
17. We will not be putting storm-water runoff into the Platteville Irrigation &
Milling Company ditch.
18. The West drive will be closed so no additional traffic will be created
from it.
19. We will comply with the Platte Valley Soil Conservation District's
recommendations for re-seeding and soil erosion protection (see civil
drawings).
20. We acknowledge the Weld County Sheriff's Department's offer for a
site security consultation.
21. The Fort Lupton Fire Department is currently reviewing the project.
Please let me know of any other issues or concerns that need to be
addressed so we can get the full building permit released. If you have any

Weld County Public Works Department has reviewed the revised drainage report and plan prepared by Laube
Engineering for the Fred and Marcia Rothauge site located at 13027 WCR 18, Fort Lupton, CO dated July 6, 2006,
revised August 23, 2006, and revised again October 3, 2006.
Comments
❑ All drainage facilities including channels, swales, and detention ponds must be in dedicated drainage easements
shown on the Final Plat.
❑ The applicant's engineer has submitted a drainage report and plan that does not include proposed detention of
stormwater runoff per Weld County Code (Chapters 24-7-130, 23-2-150 (N), 23-2-750, 8-7-440, and Ordinance 2003
-2, and Ordinance 2006-7). Per the Code, applicant's design is required to detain the runoff from the 100-year storm
from the developed site and release the detained runoff at a rate not to exceed the runoff from the undeveloped site.
The drainage report and plans dated July 6, 2006, prepared and submitted by Laube Engineering proposes stormwater
retention; therefore, a variance from County Code has been requested.
O The Laube Engineering revised drainage report and plans now show a retention pond with 1.5 times the 100-year
storm runoff volume.
❑ As designed, the retention pond will drain in less than the maximum allowable 72 hours specified in Ordinance 2006-
7,and is therefore acceptable providing the BOCC grant the variance.
❑ Weld County will not maintain drainage easements, stormwater detention ponds, channels, swales or drainage related
areas. Maintenance of all drainage facilities shall be the responsibility of the property owner or successor. Please add
a note to the drawings and Final Plat so stating.
Recommendation
o The revised drainage report and plans have addressed the prior comments from Public Works. Approval of
the revised drainage design is appropriate providing that the BOCC grant the requested variance and provided
that all drainage facilities, including channels, swales, and the retention pond, are shown in dedicated drainage
easements on the Final Plat.
