HomeMy WebLinkAbout20062272 RESOLUTION RE: APPROVE INSTALLATION OF TRAFFIC CONTROL DEVICES ON WELD COUNTY ROAD 76 BETWEEN WELD COUNTY ROAD 13 AND STATE HIGHWAY 257 WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to Colorado statute and the Weld County Home Rule Charter, is vested with the authority of administering the affairs of Weld County, Colorado, and WHEREAS,the Weld County Department of Public Works has recommended to the Board that 40 Miles Per Hour signs be installed on Weld County Road 76 between Weld County Road 13 and State Highway 257, to ensure safety to the traveling public, and WHEREAS, the Board has determined that said traffic control devices are necessary for the protection of the general public. NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Weld County, Colorado, that the Department of Public Works be, and hereby is, directed to install 40 Miles Per Hour signs on Weld County Road 76 between Weld County Road 13 and State Highway 257,for the safety of the general public, and said signs shall conform to the State Manual of Uniform Traffic Control Devices. Hempen, Jr., P.E., Director of Public Works/County Engineer From: Wayne Howard, P.E., Sr. Engineer/ COLORADO RE: WCR 76, from WCR 13 to SH 257—Speed Limit I have completed my review of the current speed limits along WCR 76 between WCR 13 and SH 257. There are several speed limits that exist along this 2 mile section of roadway as shown on the attached map. Also shown on the map are the Town of Windsor's annexations of the roadway. Because of the multiple jurisdictions of the roadway, I have been in contact with Dennis Wagner, City Engineer for the Town of Windsor, to discuss the possibility of establishing a uniform speed limit for the two miles. Mr. Wagner agreed that a uniform speed limit is something the City would support. Below is my analysis and recommendation. Two classifier counters were set along WCR 76. The first counter recorded 204 Average Annual Daily Traffic (AADT) with an 85% speed of 44 mph. The second counter recorded 166 AADT with an 85% of 44 mph. The Manual on Uniform Traffic Control Devices (MUTCD) recommends posting the speed limit within 5 mph of the 85 percentile speed limit. Other factors such as road characteristics, roadside development, accident records, and shoulder conditions may be considered when establishing speed limits. I can find no records of accidents within the past three years. The roadway is a combination of gravel, stabilized gravel, pavement, and chip seal over gravel within the two mile section. Based upon the above information, I recommend installing 40 mph speed limit signing uniformly as shown on the attached map. All other speed signs should be removed. I have discussed the proposed 40 mph signing with Mr. Wagner and he is in agreement with my recommendation. We also discussed the installation of the signs and Mr. Wagner requested Weld County perform the work and the Town of Windsor would reimburse Weld County for the installation of new signs and removal of the existing signs within their annexed areas.
