RE: APPROVE APPLICATION FOR RADON AWARENESS GRANT AND AUTHORIZE CHAIR
TO SIGN
WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to
Colorado statute and the Weld County Home Rule Charter, is vested with the authority of
administering the affairs of Weld County, Colorado, and
WHEREAS, the Board has been presented with an Application for the Radon Awareness
Grant from the County of Weld, State of Colorado, by and through the Board of County
Commissioners of Weld County, on behalf of the Weld County Department of Public Health and
Environment, to the Colorado Department of Public Health and Environment, commencing
October 1, 2006, and ending September 30, 2007, with further terms and conditions being as
stated in said application, and
WHEREAS,after review, the Board deems it advisable to approve said application, a copy
of which is attached hereto and incorporated herein by reference.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Weld
County, Colorado, that the Application for the Radon Awareness Grant from the County of Weld,
State of Colorado, by and through the Board of County Commissioners of Weld County, on behalf
of the Weld County Department of Public Health and Environment,to the Colorado Department of
Public Health and Environment be, and hereby is, approved.
BE IT FURTHER RESOLVED by the Board that the Chair be, and hereby is, authorized to
sign said application.
The above and foregoing Resolution was,on motion duly made and seconded, adopted by
the following vote on the 19th day of June, A.D., 2006.

COLORADO SUBJECT: Radon Awareness Grant
Attached, for your consideration, is a grant application the Environmental Health Services
Division of the Health Department would like to submit to the Colorado Department of Public
Health & Environment (Hazardous Materials and Waste Management Division).
This application is actually a renewal of a grant the health department was awarded for the
period of October 2005 - September 2006; to conduct an educational outreach campaign
regarding radon. The current campaign has been quite successful, with approximately 200 test
kits distributed within the last 8 months. Radon is a serious problem within Weld County, with
approximately 45% of homes having high levels (compared to the national average of 6%).
If awarded, this grant will provide funding ($3,600) for the purchase of short-term radon test kits,
funding for the purchase of television and newspaper advertisements, and funding for printing of
outreach materials; for the period of October 2006 - September 2007. An in-kind match of at
least 100% is required. Our match ($4,650) will consist of staff time for presentations and
participation in community events.
It is my recommendation that this grant application be submitted to the CDPHE.

Scope of Work
During 2005-2006, the Weld County Department of Public Health & Environment (WCDPHE), in
partnership with the CSU Cooperative Extension Weld County office, implemented a very
successful radon awareness campaign. The WCDPHE wishes to continue this program for the
next grant year (October 2006 - September 2007). Over the last 8 months (October 2005 —
May 2006), we have distributed close to 200 short-term radon test kits. Of those submitted for
testing and results returned, approximately 45% have come back with high (> 4 pCi/L) results.
Given this return of high test results (where the national average is 1 in 15 homes); we feel that
it is important to continue to educate the citizens of Weld County about this invisible danger.
For the 2006-2007 grant year, we would follow the same schedule and scope of work as
implemented in 2005-2006. Through various media outlets and community events we will
promote the awareness of the dangers of radon in the home and will encourage home-testing of
radon using short term test kits.
Weld County has a total population of approximately 180,000 people, with 50% of this
population residing in Greeley (approximately 34,000 households). We believe, through the
wide variety of activities we have planned, that we can effectively reach at least 50% of the
residents residing within Weld County.

Promote the availability of our display and our staff for presentations to local realtors,
builders, schools, daycares, and other community groups.
Schedule
This project will kick-off with the advent of Radon Action Week in October, 2006. We will again
have a booth at the annual City Hall at the Mall Event in Greeley, where we will distribute
information on radon and test kit coupons (test kits will be available at the health department).
Throughout the remainder of the project time (to end September 31, 2007), we will continue to
participate in or have information available at various events and locations throughout Weld
County. Test kits will be available at the health department during the entire project time, and
we will set up a schedule of press releases to various media outlets, and businesses and
organizations (for inclusion in their newsletters or other mailing distribution).

Deliverables
We will provide a year-end report that includes statistics on test kits distributed and submitted
results. We will also make available any publications and outreach materials created.
