HomeMy WebLinkAbout20060352.tiff RESOLUTION RE: APPROVE REQUEST FOR PROPOSAL FOR GRANDPARENTS RAISING GRANDCHILDREN PROGRAM - PROMISES FOR CHILDREN WHEREAS,the Board of County Commissioners of Weld County, Colorado, pursuant to Colorado statute and the Weld County Home Rule Charter, is vested with the authority of administering the affairs of Weld County, Colorado, and WHEREAS, the Board has been presented with a Request for Proposal for the Grandparents Raising Grandchildren Program between the County of Weld, State of Colorado, by and through the Board of County Commissioners of Weld County,on behalf of the Department of Human Services, Area Agency on Aging, and the Promises for Children, commencing upon full execution, with terms and conditions being as stated in said request, and WHEREAS,after review,the Board deems it advisable to approve said request for proposal, a copy of which is attached hereto and incorporated herein by reference. NOW,THEREFORE,BE IT RESOLVED by the Board of County Commissioners of Weld County, Colorado, that the Request for Proposal for the Grandparents Raising Grandchildren Program between the County of Weld, State of Colorado, by and through the Board of County Commissioners of Weld County,on behalf of the Department of Human Services,Area Agency on Aging, and the Promises for Children be, and hereby is, approved. Total Project Budget: $ $745.00 Total Amount Requested: $ ',745.00 Weld County Grandparents Raising Grandchildren The Weld County Grandparent Raising Grandchildren Task Force was established six years ago due to a National Satellite Conference held in the United States and Canada. There were approximately 250 satellites in our nation. One was located in Colorado Springs and the other in Greeley Colorado. Agencies in our community working with families and children and a few grandparents were invited to the conference that was held in Greeley. The conference gave awareness of many issues that grandparents were facing across our nation in raising their grandchildren. After viewing the conference information, as a result, the community in Greeley felt that a Task Force was needed in Weld County. Our mission statement was developed : Agencies networking together in efforts to reach grandparents in the community giving the support and tools to meet their needs in raising their grandchildren. Agencies currently involved in the task force include members from: Catholic Charities Northern, CSU Extension-Weld, c.a.r.e., CASA, Weld County Health Department, Department of Social Services, School District Six, Weld County Legal Services and Weld County Area Agency on Aging. The task force coordinates many programs such as information and referral, quarterly legal clinics, annual Spring Conference, monthly support group meetings and an annual picnic to celebrate National Grandparent's Day honoring them for work and sacrifices made in raising their grandchildren. In addition, the task force provides materials in English and Spanish, and offers a resource of videos, newsletters and books. According to the 2000 U.S. Census, there are currently 3,450 children in Weld County that are living in households headed by grandparents. Within the last decade there has been a 44% increase in the number of grandparents raising their grandchildren. Grandparents acquiring their grandchildren is due in part to substance abuse, teen pregnancy, death, divorce, domestic violence, parental joblessness, neglect, abandonment or incarceration of parents. Weld County Grandparents Raising Grandchildren Clinics The Legal Clinics program through coordination with Weld County Legal Services is offered to grandparents raising grandchildren in Weld County on a quarterly basis. Grandparents from rural and urban areas attend the clinics at no cost to them. They receive guidance from the attorneys providing pro bono assistance in the community on how to proceed in their case on issues of parental rights, visitations, child custody, temporary power of attorney and adoption. Grandparents attending the clinics receive support from each other and come to the realization that they are not alone. The legal clinics are held on a quarterly basis and space is provided at the Rodarte Center at no cost. Currently child care is not available for grandparents. Child care would enable more grandparents to attend and receive assistance on legal issues. Currently the legal clinics run between the hours of 7:00 p.m. and 8:30 p.m. Grandparents immediately bond with each other when they start sharing as a group. However, there is an opportunity for"One -on One" sessions with an attorney if needed. Support Group Meetings The Grandparent Raising Grandchildren Task Force also provides support group meetings during the day on a monthly basis. The grandparents meet at the Evans Community Center on a monthly basis from 8:30 a.m. to 9:50 a.m. on the second Thursday of each month. Space is provided at no cost at the center. The grandparents prefer that schedule when it is after dropping their grandchildren at school or running errands and are out there already. They enjoy gathering together for coffee giving them an opportunity to share their feelings, their difficulties and rewards in raising their grandchildren. The share their experience and provide each other support in raising their grandchildren. Speakers are currently being provided on a monthly basis that gives grandparents good information in raising their grandchildren. Grandparents feel that now they are raising their grandchildren twenty-five or thirty years later and can use all the help that is out there. Many topics are out there in areas of child development, helping their grandchildren with their homework, good books for reading, any current information that benefits them. Most important is enjoying in being together and realizing that other grandparents have the same or similar legal issues. Accomplishments The Grandparents Raising Grandchildren Task Force in Weld County has reached more than 200 grandparents in the various programs offered. The program has received awards from the Weld County United Way and the TRIAD group, and currently the National Award for Intergenerational Programs. The program serves as a model for several other AAAs in Colorado. Budt et Our total budget request from Promises For Children is $745.00 In order for grandparents to attend the legal clinics and the support groups, child care is needed enabling them to attend. Approximately over a years time, 100 grandparents attend the legal clinic and the support groups. We would like to request funding to obtain two child care workers for the legal clinics and the support group meetings at $10.00 an hour for each of the meetings throughout the year. In addition, we would like to request funds to obtain folders for educational hand outs at the meetings. Participation signature forms will be filled at the clinics and support groups. In addition, evaluations will be completed at the clinics and the support group meetings to determine the benefits that grandparents have received.
