WELD COUNTY COUNCIL
February 13, 2006

The Weld County Council met in regular session in full conformity with the Weld County
Home Rule Charter, Monday, February 13, 2006, 6:30 p.m., at Weld County Centennial
Center, 915 10th Street, Greeley, CO.
ROLL CALL: The meeting was called to order by President Gene Stille. Vice President
Tom Pettit, Councilman Dwaine Kurtz and Councilman Chip Marks, were present
constituting a quorum of the members. Councilwoman Ginny Buczek was excused. Also
present: Director of Weld County Office of Emergency Management Roy Rudisill, and
Bev Thomas,council secretary.
REVIEW PROGRAM: Director of Weld County Office of Emergency Management Roy
Rudisill explained his offices deals with emergencies including those handled routinely by
law enforcement and medical personnel. Emergency management is also responsible for
non-routine emergencies by providing overall pre-disaster planning and training and
exercises for natural and man-made disasters that can affect the county. Besides
hurricanes, tornados, floods, ice storms, emergency management also embraces
hazardous materials spills, major transportation accidents, large fires, railroad and
terrorist events. The three concepts applied in emergency training include:
Concept 1: The commonalities among all types of man-made and natural disasters are the same strategies
used in routine emergencies.
Concept 2: The burden of disaster management, and the resources to deal with it, require a close working
partnership among all levels of government(federal, tribal, regional, state, county, and local.)and the
private sector(business and industry, voluntary organizations, and the general public.) Disasters have no
boundaries.
Concept 3: An emergency life cycle is necessary because disasters do not appear one day and go away
the next. Instead they have an "occurrence cycle"which requires a series of management phases that
include strategies to mitigate hazards and prepare for, respond to, and recover from emergencies and their
effects.
In Weld County there is an Emergency Operations Plan that is part of a coordinated plan
for Region Eight (eleven counties in northeast Colorado.) There is a Local Emergency
Planning Committee, chaired by Director Rudisill, which meets monthly to keep tabs on
entities that have a specific amount of reportable materials. Director Rudisill writes
Homeland Security Grants for area emergency entities and participates with Region Eight
in grants for the entire region. Other activities run by the Office of Emergency
Management include:
Participation in multi-entity exercises-in 2006 at the St. Vrain Storage Facility and at the Weld County
Airport.

Citizen Corps: a 20-hour course for Weld County residents, enabling volunteers to build a volunteer
organization for search and rescue within county neighborhoods.
National Instant Management System (NIMS): a federal program that trains emergency workers in
nationwide standards for communication in emergencies.
Continuity of Government Operations: a plan in case elected officials are"taken out."
Certain Weld County sites are included in another entities bio security pilot program, but Mr. Rudisill desires
to get a Weld County bio security program set up.
Avian Influenza is being addressed primarily by the Weld County Health Department.
President Gene Stille suggested Roy Rudisill get Emergency Management information up
on the county website. Councilman Dwaine Kurtz asked Mr. Rudisill the status of Weld's
Emergency Plan adoption by the Board of County Commissioners. Mr. Rudisill said he is
working to finalize Weld's plan so it can be adopted by the board.
APPROVAL OF MINUTES: Councilman Chip Marks made a motion to approve the
January 16, 2006 council minutes. The motion was seconded and carried.
PUBLIC COMMENT: There was no public comment.
UNFINISHED BUSINESS:
Charter amendment Ballot Request
President Gene Stille reported that he and Councilwoman Ginny Buczek had met with
County Attorney Bruce Barker. Mr. Barker will make revisions to a proposed council
resolution 152. The resolution could be considered and approved by the council and sent
with a letter to the Board of County Commissioners requesting a Weld County Home Rule
Charter change on the November 2006 election ballot.
2006 Council Review Programs
The following topics for 2006 council meeting review programs were discussed:
Personnel, Buildings and Grounds, the relationship between Northern Colorado Medical
Center and Weld County, Public Works, and the Planning Department. The list below
includes review program planners:

NEW BUSINESS:
Voting Stations
President Gene Stifle reported he had talked with County Clerk and Recorder Steve
Moreno regarding digital recording of elections information and the voting stations to be
used in the 2006 election. Details of this discussion will be shared with other council
members in hard-copy format.
Payment of the Bills
Councilman Dwaine Kurtz made a motion to pay the bills as listed:

The motion was seconded and carried.
ADJOURNMENT: Councilman Chip Marks made a motion to adjourn the meeting The
