Subject: Proposed addition to Jubilee Acres Subdivision, south of and adjacent to County Road
44, approximately '% mile west of County Road 43
Dear Mr. & Mrs. Grieser:
It was a pleasure discussing with you on September 18, 2006, alternatives for the creation of
additional parcels located within the Jubilee Acres Subdivision. As I stated, Kim Ogle and myself
have researched cases Z-508 (Change of Zone) and S-448 (Final Plat). Based on our research, in
order for you to proceed with further parcel splits it will be necessary for you to undertake a Sketch
Plan and also receive final approval for a Final Plat for a minor subdivision. Since your 1997 .
application, the definition for Urban Development and the number of lots included in a Minor
Subdivision have changed from five to less than nine lots. The Change of Zone (Z-508) is
. appropriately in place for you to apply to subdivide this parcel up to nine lots total.
During our conservation today, I recommended that you meet with Pam Smith, Weld County
Department of Public Health & Environment regarding setback issues particularly those in
relationship to the adjoining major drainage way. I further suggested that you make an appointment
with Drew Scheltinga, Weld County Department of Public Works to discuss the length, location and
proposed roadway modifications required for the subdivision. •
During our discussion, you stated you would like to divide your current lot comprising 16 acres into
three additional parcels. While the process allows you to apply for this, I would recommend
subdividing the parcel into two parcels instead of three. I make this recommendation based on
compatibility of joining parcels, as well as, possible configurations, and additional traffic created. It
is clearly within your prerogative to propose alternative modifications. As we discussed, based on
similar applications, it is imperative that the adjoining neighbors are in favor of, or at least, not in
opposition to your proposed land split. Further,they may need to sign documents that are required
as part of this application process.
As you are familiar with the process in 1997,the Sketch Plan process is conductive administratively
and allows you an opportunity to review comments from referral agencies. Unfortunately, the
Sketch Plan process doesn't involve a public participation component and opinions from the
neighbors and other concerns obtained through the public process will not be considered until the

Final plat application and hearing stage. At this time, a Final plat modification will go before
Planning Commission and the Board of County Commissioners for consideration and approval or
denial of the proposal.
