This task-order involves Darcy Tiglas to provide you several environmental services in support of two projects. The effort will primarily involve Darcy's efforts, but we have also incorporated a small amount of time to administer the task order. The following budget is proposed: • FHU Effort— 3 hours fora principal, $135/ hour: $405 • Darcy Tiqlas Effort—See attached proposal from Darcy Tiglas: $11,000.00 From this, we have established a total of budget of$11,405.00 to complete the effort per Darcy's attached scope of work. Should other services be required not anticipated at this point, we will submit a separate proposal for the additional work. If the scope and budget presented here (and in the attachment) is acceptable to you, please sign below and return one copy to serve as a letter of agreement for this task order. I understand that the scope of workfor the wetland delineation would include: • ground reconnaissance of the project area that includes at least four separate wetland sites; • determination of wetlands at project area, including plant species lists, hydric soils determination, and wetland hydrology presence; • photograph wetland communities, if present, at the project area; • prepare report of results of the wetland delineation; • submit report to Weld County and the U.S. Army Corps of Engineers (COE); and • forward COE correspondence to Weld County. I understand that the scope of work for the Preble's meadow jumping mouse habitat evaulation would include: • ground reconnaissance of the project area; • evaluation of habitat at the Big Hollow crossing for the Preble's meadow jumping mouse, including the quality and quantity of habitat present at the site, and its likelihood of the mouse occurring within the project area; • evaluation of the isolation or connectivity of the project site to other potential habitat; • history of the mouse's occurrence in the immediate area or within the drainage; • evaluation of the nature of any proposed development project within the potential mouse habitat; Mr. Christopher J. Fasching Page 2 • evaluation of the potential extent of direct, secondary, or cumulative impacts the project may cause; • prepare a written report for submission to the U.S. Fish and Wildlife Service for their concurrence with our evaluation; and • submission of report to Weld County. I understand that the scope of work for the orchid habitat evaluation includes: • conduct habitat evaluation survey for the Ute ladies'-tresses orchid outside of the flowering period; • ground reconnaissance of the project area; • evaluation of habitat at both crossings for the orchid, including the quality and quantity of habitat present at the site, and its likelihood of the orchid occurring within the project area; • evaluation of the isolation or connectivity of the project site to other potential habitat; • evaluation of the potential extent of direct, secondary, or cumulative impacts the project may cause; • prepare a written report for submission to the U.S. Fish and Wildlife Service for their concurrence with the habitat evaluation; and • submission of report to Weld County. • I understand that the scope of work for the permit preparation would include: • preparation of the appropriate permit application, probably a Nationwide 3 Permit, based on wetland and Waters of the United States acreage and/or purpose for permit at Big Hollow along Weld County Road 40.5; and • forward COE correspondence to Weld County. The estimated cost for the wetland delineation, Preble's meadow jumping mouse habitat evaluation, Ute ladies'-tresses habitat evaluation, and 404-wetland permit preparation for this project would be $1,500.00, $1,500.00, $1,000.00, and $1,000.00 total fixed cost, respectively. The cost estimates include the tasks outlined above and drafting, review, and other direct costs. I understand that the scope of work for the burrowing owl survey would include: • field reconnaissance and windshield survey of the black-tailed prairie dog town north of WCR 74 just south of Windsor Reservoir east of WCR 19 for burrowing owls just before road improvement work begins if work is conducted between April 1 and September 30; and • if burrowing owls are determined to be present, consultation with the Colorado Division of Wildlife for impacts analysis or imposition of a timing restriction within the immediate area of the town. Hempen, Jr., P.E., Director of Public Works/County Engineer tfi Brief description of the problem/issue: The Public Works Department is currently designing the intersection of WCR 74 and WCR 19 and three miles of WCR 40.5 and WCR 5 just south of SH 56. Environmental clearances are required prior to construction. We have reviewed the projects with Darcy Tiglas, subconsultant to FHU who is currently contracted with PW for On-Call Engineering Services. Attached is Work Order No. 3 with the proposed scope of work and cost estimates for the work. The costs for these services have been budgeted for in the 2006 budget and are consistent with work performed on previous projects. What options exist for the Board? (Include consequences, impacts, costs, etc. of options) The options for the Board are to accept the proposal from FHU and proceed with the work or not accept the proposal from FHU, which will have a direct impact on meeting the project construction deadlines. All projects above are scheduled for 2006 construction. Darcy Tiglas has performed most environmental clearances for PW projects in the past at costs equal to those proposed. Recommendation to the Board: Recommend Option 2.
