SUBJECT: Updated USR-1513
The Department of Planning Services has provided updated comments for USR-1513
for Miller Farms — Chris and Joe Miller for a Site Specific Development Plan and a
Special Review Permit for a Recreational Facility with uses similar to those seen at
guest farms and fairgrounds in the A (Agricultural) Zone District. The updated
comments include the staff recommendations from the June 21, 2005 Planning
Commission hearing and the new information provided to staff since the hearing date as
outlined below.
A letter dated June 21, 2005 from Chris and Joe Miller state that they wish to amend
their application as follows;
1. Change the hours of operation from 9-6 to 9-10
2. Change the months of operation from April though mid June to May through June
and September 10th through thanksgiving to September 10th through Christmas
3. Delete paintball from the application and add haunted hayrides and overnights
camping, limited to small groups.
Staff has amended the Development Standards to reflect these changes as follows.
Development Standard #2
The site is limited a giant air slide, jumping castle, on-site farmers market, picnic
area, play set (slide and swing set), hay maze, corn maze, petting zoo, dirt pile,
hay rides, miniature golf, you-pick produce, train and fire truck ride, haunted corn
maze, haunted hayrides, wedding receptions, birthday parties, and Christmas tree
and wreath sales. Temporary Assemblage Permits will be required for overnight
camping.
Development Standard #8
The hours of operation are from 9:00 am to 6:08 10.00 pm, 7 days a week as indicated
in the application material for the following time periods.
Spring Festival —April 164 till mid June May though June
FaIVWinter Festival — September 10th through Thanksgiving Christmas
Overnight Camping/Special Events - a Temporary Assemblage Permit shall be
applied for and approved by the Board of County Commissioners prior to the use
of the site for overnight camping/Special Event regardless of the number of
people. There will be no more than one special event a month consistent with the
Use By Special Review seasons. (Department of Planning Services)
Staff has also included an additional map outlining the activities on site. Staff has
spoken with the applicants regarding the building envelope on the plat labeled
"approximate location/size of proposed future entertainment hall/structure". The
applicants have submitted an additional letter dated July 7, 2005 stating that they will
remove the entertainment hall/structure from the map.

Section 1
Since 1949, our family has been fanning the same land we do today. When we first
started farming, we let people come and harvest crops that they needed for their families in a way
somewhat similar to what we do now. People would pay a certain price to come and harvest fresh
produce once a week.
For the past few years, we, at Miller Farms, have been hosting spring and fall festivals to
promote agricultural education. We invite schools, churches, families and whomever wishes to
visit our farm to learn about the different crops grown in Colorado. We aim to inform children
about where their food actually comes from and how their produce is grown.
Here is a list of buildings and attractions on the farm:
Vegetable farming, Spring Festival, Fall Festival, Christmas Festival, giant air slide,
jumping castle, on farm market,picnic area,play set(slide and swing set), hay maze, corn
maze, petting zoo, dirt pile, hay rides, miniature golf paint ball course, hay rides, you-
pick produce, train and fire truck ride, produce storage barn and loading dock(for
farmers'markets), haunted corn maze, potential use for wedding receptions and birthday
parties, Christmas tree and wreath sales, barns used for repairs on farm equipment,
grain storage, tepees.
Section 2
In the Weld county code, chapter 22, division 2, Content of the plan, section 22-1-50, the
Agricultural goal I states " Conserve agricultural land for agricultural purposes which foster the
economic health and continuance of agriculture." We, at Miller Farms, are working towards the
economic health and continuance of agriculture by educating and informing children about how
crops are grown, why they are grown and where they are grown. In doing this, we hope that
students will be interested in the aspect of farming in the future.
Section 3
With what we are planning to do with the land, the zoning is still considered agricultural
zoning. We are not changing anything; we are simply adding to the aspect of farming.
Section 4
The types of uses around the farm are gravel pits and agriculture. The proposed use is
compatible with the surrounding areas in that it is agricultural.
Section 5
A. Throughout the spring and fall, thousands of people will be visiting our farm. The
Spring and Fall Festivals present a family-oriented and agricultural learning experience that many
people have enjoyed. We provide many activities for children and relaxing opportunities for
adults.
B. During the summer months, we have numerous people harvesting produce, loading
produce, and selling produce at farmers markets within a few hours drive of the farm. At the
busiest time of the year, we have around 7 employees working for the farm.
C. The festival hours of operation are 9am-6pm, 7 days a week. Spring Festival April I"-
mid June, Fall Festival September 10`h- Thanksgiving
D. There are already structures built on the site, these include: sales shed, barn for storing
and loading produce, barn for repairing equipment, greenhouses, tepees(attraction)
E. The petting zoo includes, two llamas, one pony, one calf, numerous pigs, sheep, and
goats and chickens.
F. There are several different types of vehicles used on the farm; here are a few:pickup
trucks, box trucks, tractors,flatbed trucks, and ATVs.
G. Platteville Fire Protection and Rescue provides the fire protection in case of
emergencies.
H. The domestic water source is a water tap from C.W.C.W.D. The irrigation is from
Lupton Meadows Ditch Company.
I. The sewage disposal will be taken care of by port-o-potties as well as a possible land
vault for sewage waste and disposal.
J. Any items needed for storage will be placed in the barn containing a cooler; this keeps
the vegetables fresh until the next weeks harvest. All other materials such as produce,jams, and
jellies will be stored in the sale shop to be available for purchase at a later time.
Section 6
This section is not applicable. There is no landscaping necessary in order to keep the
farm in maintainable order.
Section 7
At the termination of the farm the land will be annexed off and turned into housing. At
this point we no longer have control of the land, as the land will be sold in order for housing, or
other urban commercial uses.
Section 9
This section is not applicable. There will not be any more construction on the property,
so therefore there is no need for landscaping or descriptions of construction types when nothing
is being constructed.
Section 10
There will be no stockpiles of wastes around the property. Every week any waste
collected is placed into a dumpster throughout the week. The wasted is then disposed by being
picked up from a waste company. Therefore there will be no waste stockpiled on the farm.
