There is an unfortunate situation in Weld County, where the commissioners have taken upon themselves the task, usually reserved for municpalities, of promoting and approving urban density [particularly residential] development on unincorporated lands in the county. The Municipal Annexation Act imposes hurdles on cities and towns that must be addressed in the development approval process. As the constitution and subsequent legislation did not envision counties being involved in this type of development, no similar restrictions were imposed on them. The result is an uneven playing field wherein the county has several advantages in attracting developers. This is exacerbated by the county not providing for necessary services, putting that burden on special districts, county residents, neighboring municipalities and residents of the developments. 2. Furthermore, these developments are scattered throughout the southwestern part of the county neglecting any sense of community and adding to the costs of infrastructure. 3. A further problem with Weld County government's urban density development program is its lack of planning to provide for land conservation-preservation and buffering between communities. The only provision is for lands in the flood plain which are undevelopable in any case. The county is a particant in regional trail system program. So far, it has made no contribution to the system as have local municipalities and the state. 4. Another side of this coin is the ability of municpalities to flagpole 3 miles per year to make eligible for annexation lands distant from their borders. This practice has implications similar to those of the above county practice. This is a statewide concern in that other counties have [Douglas County] and may engage in these practices to the detriment of the quality of life of Colorado residents.
