We have approximately 100 acres just north of this proposed dairy. Before any approvals are made, please consider the following concerns: • The Barkeys have presented that all the surrounding land is zoned agricultural. Our land has a historical zoning of R-5. We have not moved forward on developing this land because of sanitation issues. The extension of Boxelder Sewer into this area will help resolve this issue. When the system is expanded, we can utilize this designated zoning. This commercial dairy is not compatible with a higher density use. • We are sure that you are aware of the tremendous growth happening in Timnath, Windsor, Severance, Fort Collins and surrounding rural areas. Latimer County recognizes the area just west (1 mile away) as an urban growth area and has a plan in place to manage this growth. • The land in this area is not being sold for farmland. It is being bought and sold for development potential. This proposed dairy will greatly affect surrounding property values. We hope our planners would be forward thinkers and consider issues that will develop in the future. • The previous dairy was a family farm with about 400 cows on 160 acres. Now the land has been divided, dried up and a commercial operation proposed for 900 cows on 55 acres. • We have major concerns with how manure and wastewater will be handled. The proposed ponds are in the worst possible location at the intersection of County Roads 15 and 80. They should be located in a less prominent area. The proposed site of the ponds and manure storage causes the most damage to neighboring property values. Odor and environmental problems as well as accidental discharge are going to affect the neighboring properties. . .accidental discharge has no place else to go but to neighboring properties. • The existing landscape was set up for the current operation. Why is there no additional landscaping required for the expanded dairy? • The owners of this property will not be living on site. They suggested a meeting between the neighbors and the Barkeys. The neighborhood group has met with the Barkeys and Tom Haren from Agpro. They were not interested in any changes or compromises, We don't have a problem with a family dairy operation in this area, As proposed, however, this commercial dairy operation will have a very negative impact on our neighborhood and our land values. I believe the holding pond can be moved behind the property. As agricultural land diminishes in this area, the value of our land needs to be reassessed and having a holding pond adjajent to my property could lower my property value. My land is my livelihood also. I had a dairy west of Windsor for 43 years and moved the dairy to Wiggins 6 years ago. I still live in Windsor. I have known the Barkeys for more than 35 years. They were born and raised on dairies and have been involved in the business all their lives. I have been on and seen hundreds of dairies and their dairy is one of the cleanest and best-run dairy I have ever visited. They have one of the very best herd of cows in the state and they give them the very best of care. Their premises are clean, their cows are clean, the corrals are clean and their milking barn is spotless. It is a dairy that families bring the kids and grandkids to see as well as school children and other groups that they host. The way they operate their dairy is a credit to the entire dairy industry. I have lived in Windsor 49 years and there was a dairy on this farm before I got here and there has always been cows on this property until the previous owner sold it. This is still an agricultural area with thousands of acres of farmland, several dairies and sheep and cattle feed lots. People and dairies can live and get along close together as can be seen at the Hersh Dairy. After the Hersh Dairy was built, a housing development started just across the road to the south with houses being built 200 or 300 feet of the dairy. The Barkey's are asking for a 900-herd permit. Of this 900 head, better than half will be calves and young stock which take up considerably less space than cows. On my dairy, we have over 2000 head of mature cows on 65 acres and they are in no way overcrowded. With only 900 head of cows, heifers and calves, there will be lots of room and open space. We talk about saving the family farm and how mega farms are taking over. Here is a perfect example of a well- managed family farm. Dennis and Erin started with nothing. They did not inherit anything and did not sell an expensive piece of land or have oil wells. Through hard work and good money management, they have gotten where they are today. Their kids all have college degrees, good work ethics and lots of common sense. They could do about anything they wanted to do in the work place but they all chose to stay in the dairy business. These are the kind of people we need to stay in agriculture to be a part of the future. They are a first class family that run a first class dairy and would be a big asset to the community.
