HomeMy WebLinkAbout20061058.tiff RESOLUTION RE: APPROVE REVISION TO OPERATIONS MANUAL, SECTION 3.000, ASSISTANCE PAYMENTS POLICIES AND PROCEDURES WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to Colorado statute and the Weld County Home Rule Charter, is vested with the authority of administering the affairs of Weld County, Colorado, and WHEREAS, the Board has been presented with a revision to Section 3.000, Assistance Payments Policies and Procedures for the Weld County Department of Social Services Operations Manual, and WHEREAS,after review, the Board deems it advisable to approve said revision,a copy of which is attached hereto and incorporated herein by reference. NOW,THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Weld County,Colorado,ex-officio Board of Social Services,that the revision to Section 3.000,Assistance Payments Policies and Procedures for the Weld County Department of Social Services Operations Manual, be, and hereby are, approved. The above and foregoing Resolution was,on motion duly made and seconded,adopted by the following vote on the 12th day of April, A.D., 2006. Griego, Director, Social Services : {tit Lf RE: Addition to Section 3.000,Assistance Payments Division Policies and Procedures, Weld County Department of Social Services Operations Manual Enclosed for Board approval is an addition to Section 3.000, Assistance Payments Division Policies and Procedures,Weld County Department of Social Services Operations Manual. This addition was reviewed at the Board's Work Session held on April 3,2006. The addition establishes an internal Forms Review Committee, its composition, and its purpose within the Assistance Payments Division. Section Citation Title of Section. 3.030—3.030.3 Forms Review Committee If you have any questions,please telephone me at extension 6510. • 2006-1058 Assistance Payments Division Policies and Procedures 3.030 Forms Review Committee The Forms Review Committee is an internal committee created by the Assistance Payments Administrator. The Forms Review Committee purpose is as follows: A. Review current forms to ensure federal, state and county rules and regulations are being followed. B. Ensure that all forms are easy to use and read for staff and clients. This includes putting the forms on the computer for easy access and use. C. Recommend the creation of any new form(s) or alteration of an existing form(s) to ensure that A and B above are met. D. Recommend the deletion of any information on form(s) or a form itself to ensure that A and B above are met. 3.030.1 Forms Review Committee Composition A. The Assistance Payments Administrator will appoint a chair person to lead the committee from one of the eligibility determination units. B. It is recommended that at minimum, one or two members from each eligibility determination unit be represented on this committee. C. If necessary, an investigation worker will be asked to attend the meeting for input. C. If necessary,other Divisions outside of the Assistance Payments Division will be asked to attend the committee meetings for input if the forms affect other Divisions. 3.030.2 Types of Forms Reviewed A. All county developed forms for any eligibility program within the Assistance Payments Division. B. All state and federal forms for any eligibility programs within the Assistance Payments Division. This committee cannot change any state or federal forms without the express written consent from the state or federal government. These forms will only be reviewed to ensure they are current. Assistance Payments Division Policies and Procedures 3.030.21 Recommendations and Decision Authority for County Forms A. The Forms Review Committee reviews and makes recommendations for adding, deleting or altercating of language on the forms or the entire form itself. B. If a consensus on recommendations is not reached by the Forms Review Committee, the Assistance Payment Administrator will make the final decision. C. After consensus is reached, any new, deleted, or altered form(s) will be presented to the management staff for approval, denial or additional work at the next management meeting. The only criteria for denial or additional work to be done by the Forms Review Committee by management are as follows: 1. Conflicts with any federal, state and/or county rule or regulation. 2. Could prevent the Department from winning a hearing. 3.030.3 Forms Maintenance and Usage A No new, altered or deleted eligibility form will be approved for use by the Assistance Payments Division unless it has been approved by this committee. B. By January 1, 2007, there will be a master file of all eligibility forms used by Assistance Payments. C. To the extent feasible, forms will be put in a word document on the computer for more efficient and effective usage. All hard copies of these forms will be used. Once on a word document and all hard copies have been deleted, staff will be required to use the word document on the computer. Hello
