RE: APPROVE INSTALLATION OF TRAFFIC CONTROL DEVICES ON WELD COUNTY
ROAD 24, EAST OF WELD COUNTY ROAD 19
WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to
Colorado statute and the Weld County Home Rule Charter, is vested with the authority of
administering the affairs of Weld County, Colorado, and
WHEREAS,the Weld County Department of Public Works has recommended to the Board
that"45 M.P.H. and 30 M.P.H."speed limit signs be installed on Weld County Road 24 prior to the
intersection of Weld County Roads 24 and 19 to step down the speed limit from 55 M.P.H., to
ensure safety to the traveling public, and
WHEREAS, the Board has determined that said traffic control devices are necessary for
the protection of the general public.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Weld
County, Colorado, that the Department of Public Works be, and hereby is, directed to install "45
M.P.H. and 30 M.P.H."speed limit signs on Weld County Road 24 prior to the intersection of Weld
County Roads 24 and 19 to step down the speed limit from 55 M.P.H., for the safety of the general
public, and said signs shall conform to the State Manual of Uniform Traffic Control Devices.
The above and foregoing Resolution was, on motion duly made and seconded, adopted by
the following vote on the 25th day of September , A.D., 2006.

COLORADO RE: WCR 24 and WCR 19 Intersection
I have received two service call requests, one from Wendy King and one from Bob Nehrig both
concerning the intersection of WCR 24 and WCR 19 as well as a short stretch of WCR 24, approximately
1000' east of WCR 19. They are requesting a four-way stop be installed at the intersection as well as a
reduced speed limit on the stretch of WCR 24 in front of the homes and businesses. I have been in
contact with both parties and have performed a site visit to investigate their concerns. I have also
received information from traffic classifier counters that I had placed at all legs of the intersection.
Shown in Figure 1, are the results from the traffic counts. My findings are described below:
Four-Way Stop
The Manual on Uniform Traffic Control Devices (MUTCD) gives guidance on the applications of
Multiway Stop Signs. Criteria such as accident history, traffic volumes, and speed are used to determine
when multiway stop application should be used. This intersection currently does not meet any of the
listed criteria. In the past this intersection has be a hot spot for accidents averaging three accidents per
year. Public Works install oversized 48" stop signs and stop ahead signs in 2004 to help emphasis the
forthcoming stopped condition. Since the installation of the 48" stop signs, the accidents have been
reduced to one per year, although the accident in 2006 involved 12 people and three vehicles.
Speed Limit on WCR 24

guidance on establishing speed
N / limits. When establishing a

85%=62 mph 85%=57 MPH 5 mph of the 85% speed. In
this area, the 85% speed limit

Based upon this criterion, 55 mph is a justifiable speed limit. The MUTCD also lists other Optional
criteria that can be used to post speed limits. Factors such as road characteristics, shoulder condition,
roadside development, etc., should be considered. As shown on the attached map, the area does have
roadside development that should be considered. In my opinion, the speed limit for the section of WCR
24 shown on the map is less than 55 mph, based upon the high number of access points and roadside
environment which includes trees and bushes. I recommend establishing a speed reduction zone on WCR
24 as it approaches WCR 19 from both directions. The speed limit of 55 mph on WCR 24 would be
gradually reduced to 30 mph as it approaches the intersection as shown on the attached map. Speed limits
would transition from 55 mph to 45 mph to 30 mph spaced at 1000' minimum transition lengths. I
recommend extending this transition length to 2000' on WCR 24, east of WCR 19, based upon the
roadside characteristics as discussed previously.
