The Weld County Public Works Department plans to initiate a Corridor Study for Weld County Road 24 (WCR24). Project limits are from the WCR23/WCR24 intersection (western terminus)to WCR 22/U.S. 85 intersection (eastern terminus). Weld County Road 24 has been identified as one of several Weld County Strategic roadways. The segment of WCR24 to be studied is last remaining portion between 1-25 and WCR49 where there is no current roadway. Development of this corridor would include new crossings of the Meadows Island Ditch No.1, an ephemeral stream and the South Platte River. There would also be an upgrade to an existing crossing of the Platte Valley Canal or a new crossing. Primary Work Tasks. Primary work tasks will include: • Project Management and Coordination • Data Gathering • Traffic Forecasting • Preliminary Environmental Studies • Preliminary Hydrologic and Hydraulic Analysis • Conceptual Roadway and Bridge Design Development • Public Involvement • Corridor Study Report Development Project Management and Coordination. Management and coordination of the project will include: • Periodic progress meetings with Weld County • Obtaining right-of-entry permits from land owners • Coordination with Irrigation and Private Land Owners • Monitoring scope, schedule, budget and quality of all tasks and deliverables Data Gathering. Due the preliminary nature of the study, limited data will be required. The following data is anticipated: • Land Owner Parcel Information • Traffic Information • Conservative Informal Riverine and Wetland Estimates • Informal Threatened and Endangered Species Consultation • South Platte River Floodplain and Flow Data SEH anticipates that Weld County will provide existing aerial photography for the project. Page 1 of 3 Weld County Road 24 Corridor Study May 22, 2006 Traffic Forecasting. Coarse traffic growth forecasting will be developed to establish a project baseline for conceptual bridge design development. Existing traffic data will be projected based on growth estimates developed jointly by Weld County and SEH. Information will also be obtained from DRCOG to support the decision making process. While the information developed will be coarse in nature, it will provide the project team a means to evaluate various bridge alternatives. As bridges are generally designed for a seventy-five year design life,there may be a financial benefit in evaluating a two-lane versus four-lane alternative, or a structure that could be added on to at a future date. Coarse traffic growth forecasting will assist in this decision making process. Preliminary Environmental Studies. The focus of this work task will be to identify potential environmental concerns for the corridor. SEH anticipates that a conservative National Wetlands Inventory (NWI) level riverine/wetlands inventory and general habitat assessment will significantly benefit the transportation decision making processes and reduce potential problems during subsequent project development. Similarly, informal Section 7 consultation with the USFWS will provide a high level overview of potential Threatened and Endangered species concerns. Preliminary Hydrologic and Hydraulic Analysis. The potential South Platte River crossing will require hydrologic and hydraulic evaluations to establish the current floodplain and evaluate potential bridge types, sizes and locations and associated conveyance. SEH anticipates that several potential crossing locations will be identified and analyzed to determine the preferred alternative. Conceptual Roadway and Bridge Design Development. Roadway design standards will be developed at the outset and used for all subsequent conceptual design efforts. Conceptual roadway design will be closely linked to the Bridge Type, Size and Location study. Key aspects of the Conceptual Roadway Design will include, assessment of geometric, environmental, existing natural and manmade features, current land use, and design, right-of-way and construction costs Conceptual Bridge Design will include evaluating hydraulic opening requirements such that the floodway is not encroached on and that the floodplain is not significantly altered. Other elements investigated during Conceptual Bridge Design will include bridge alignment and riverbank topography related to freeboard requirements. SEH will evaluate several different construction phasing options, at a conceptual level, based on traffic forecasting and economic benefits. Conceptual bridge design will be limited to very preliminary investigation and analysis, focusing primarily on hydraulic opening requirements and budgetary level estimates. Public Involvement. Review of the County Assessors information provided on the Weld County website indicates that approximately 12 parcels could be directly affected be the potential roadway alignment. SEH anticipates that two public meetings will be held during the course of the project. In addition, SEH will work directly with Weld County to develop a method for notifying the potentially directly affected land owners and the general public of the public meetings. SEH anticipates that it will serve as direct support to Weld County including but not limited to assistance at the public meetings and development of graphics, mailings, website content and public advertisements/notices. SEH anticipates that Weld County will be Page 2 of 3 Weld County Road 24 Corridor Study May 22,2006 responsible for meeting rooms, mailing reproduction and postage, hosting web based information and advertisement/notice costs. Corridor Study Report. All work will be summarized in a Corridor Study Report. Information contained in the report will include a: • Synopsis of the Strategic Roadway Planning effort • Discussion on the Traffic Forecasting prepared for the Project • Draft Preliminary Environmental Technical Memo • Draft Hydrology and Hydraulics Technical Memo • Draft Roadway and Bridge Design Technical Memo • Corridor Study Report including final versions of the above and an overview of the Public Involvement Process In addition, a power point presentation will be developed to convey the prominent points of the Corridor Study Report. Other Professional Services. This work task is established to provide a small contingency amount to respond to minor unforeseen issues that may come about during the course of the study such as additional meetings with irrigation entities and land owners. Deliverables.
