HomeMy WebLinkAbout20060417.tiff RESOLUTION RE: APPROVE EXPENDITURE AUTHORIZATION FOR WAGNER-PEYSER AND WORKFORCE INVESTMENT ACT 10% GOVERNOR'S SUMMER JOB HUNT PROGRAM AND AUTHORIZE CHAIR TO SIGN WHEREAS,the Board of County Commissioners of Weld County, Colorado, pursuant to Colorado statute and the Weld County Home Rule Charter, is vested with the authority of administering the affairs of Weld County, Colorado, and WHEREAS,the Board has been presented with an Expenditure Authorization Request for Wagner-Peyser and Workforce Investment Act Governor's Summer Job Hunt Program between the County of Weld, State of Colorado,by and through the Board of County Commissioners of Weld County, on behalf of the Department of Human Services, Employment Services of Weld County, and the Colorado Department of Labor, commencing February 1, 2006, and ending August 31, 2006, with further terms and conditions being as stated in said authorization, and WHEREAS,after review,the Board deems it advisable to approve said request, a copy of which is attached hereto and incorporated herein by reference. NOW,THEREFORE,BE IT RESOLVED by the Board of County Commissioners of Weld County,Colorado,that the Expenditure Authorization Request for Wag ner-Peyser and Workforce Investment Act Governor's Summer Job Hunt Program between the County of Weld, State of Colorado, by and through the Board of County Commissioners of Weld County, on behalf of the Department of Human Services, Employment Services of Weld County, and the Colorado Department of Labor be, and hereby is, approved. The Expenditure Authorization requests $21,000 of PY 05 Wagner Peyser 10% funds and $10,000 of FY 06 WIA 10% funds. These funds will be used to provide basic labor exchange services to youth seeking summer employment and to employers wishing to hire youth. BUDGET INFORMATION and NARRATIVE: Employment Services of Weld County will use the FY 06 WIA 10% award of$10,000.00 as follows: $9,000.00 for staff support to the Governor's Summer Job Hunt Program in the delivery of basic labor exchange services to youth job seekers and to encourage employers to hire youth for the summer, and $1,000.00 for marketing. Purpose and Goal The goal of the Governor's Summer Job Hunt Program in Weld County is to assist youth in making the transition from school to work by matching their skills and interests with available employment opportunities and coordinate services with other youth programs. B. Services to be provided Services to be provided will include the following: Youth Recruitment Teen Job Fair will be conducted in March 2006 in collaboration with the City of Greeley. Employment Services will provide registration of youth, labor market information, and workshops on topics such as resumes, using labor market information and interviewing. A Spring Career Fair will be co-hosted with Aims Community College and held in February and April 2006. Employment Services will do intake and group registration will be utilized. Youth who complete a registration at these events will be encouraged to meet with a Summer Job Hunt Specialist to discuss job development, one-on-one job search, and referrals to jobs. A number of schools will be visited prior to June. These include the Greeley, Fort Lupton, and Frederick schools, Aims Community College (both the Greeley & Fort Lupton campus), and the University of Northern Colorado. During these visits, labor market information, applications, referrals to jobs, and information concerning accessing ESWC website will be provided. Youth will be made aware of all the youth programs available at the workforce center, and staff will distribute ESWC pamphlets and brochures. Information will also be made available at local malls and other places where youth hang out. Self-registration into Joblink will be promoted at job fairs. Activities to increase youth awareness will include: • Distribution of marketing materials regarding services available on the Internet • Referral of youth to the resource lab to access services on the Internet, which would include job preparation, career planning, presenting yourself, furthering your education, gaining work experience, financial planning and exploring different careers • Referral of youth to Job Search classes and other resources concerning how to find jobs at the workforce center • Provide updates on the website concerning activities that offer youth some type of training on certification programs, such as babysitting, lawn mowing etc. Employer Recruitment Active recruitment of employers and jobs will begin in March and continue for the duration of the program. The Summer Job Hunt Specialist will focus on employers who traditionally hire youth for part time or summer work. Emphasis will be placed on quality job orders and referrals. Follow-up with youth and employers will occur on an ongoing basis. Activities to increase employer awareness activities will include: • Scheduling workshops for employers on Child Labor Laws, etc. • Directing marketing efforts and visits to employers who are likely to hire youth • Sending employers information on resources available for hiring youth • Providing information to employers through the quarterly newsletter • Educating employers and the public on the Federal and State rules regarding young workers • Scheduling/coordinating activities with local chambers • Mass mailings and cold calls, either on the telephone or one-on-one site visits Apprenticeship Apprenticeship information will be available on the ESWC website concerning the USDOL BAT programs. The USDOL will be invited to attend and participate at the scheduled job fairs. A goal for the 2006 Employment Services Summer Job Hunt Program will be to recruit one person, and refer them to apprenticeship training. Marketing Staff will seek public service announcements with local newspapers and radio stations in addition to purchasing advertisement in selected local newspapers. The Greeley Tribune will be invited to cover the Teen Job Fair in March 2006. Staff will network within the community and provide information on the Governor's Summer Job Hunt Program to community-based organizations, chambers and service clubs. Staff will continue to meet with Economic Development on a quarterly basis to discuss new and existing companies. Staff will continue to update the newsletters to update employers on new services and activities. Summer Job Hunt staff will present information to the Weld County Youth Council and request their support in promoting the program in their individual companies and agencies. Weld County will utilize at least$1,000.00 for marketing purposes and will ensure that this amount of funds will be spent no later than June 30, 2006. Local Office Personnel Coordination will occur with the other youth program operated by Employment Services. This will include the WIA Older and Younger Youth Programs, the TANF Summer Program, and the Weld County Youth Conservation Corps programs including the TIGHT Youth Corps. Staff will attend training sponsored by the state when appropriate. Summer Job Hunt staff will utilize the IVR system when determined appropriate. C. Reporting Employment Services of Weld County will ensure that data entry is completed for all Governor's Summer Job Hunt applications, job orders, services, referrals, and entered employments. Staff will complete follow-up activities on a timely basis The employer screen will be use to report Youth Job Fair information. D. Expected Outcomes A year-end report will be submitted per PGL 05-18-WP dated December 28, 2005. No specific outcomes have been established but the number of youth applications, reportable services and youth entering employment will be tracked. Other information that will be tracked on the Employer Screen will be Youth Job Fair Assistance, Youth Services, and Child Labor laws, and apprenticeship opportunity. E. Coordination with other One-Stop Partners The Youth Council will discuss strategies to ensure that all youth populations and youth serving agencies are aware of the Summer Job Hunt Program. All Workforce Center partners will be informed of the youth programs and encouraged to have their youth, as appropriate, access the program. In addition, staff will attend meetings with the Greeley Youth Initiative and coordinate with the City of Greeley Parks and Recreation Department, as well as other recreation programs for outreach. F. Other Financial Resources to Support Program Employment Services operates a number of programs including the Workforce Investment Act youth programs. All youth will be encouraged to review options to see which programs suit their needs. G. Subcontracting Arrangements Not applicable. Weld County does not subcontract services. III.
