HomeMy WebLinkAbout20062104 RECORD OF PROCEEDINGS MINUTES BOARD OF SOCIAL SERVICES WELD COUNTY, COLORADO AUGUST 2, 2006 TAPE #2006-28 The Board of County Commissioners of Weld County, Colorado, met in regular session as the Board of Social Services in full conformity with the laws of the State of Colorado at the regular place of meeting in the Weld County Centennial Center, Greeley, Colorado, August 2, 2006, at the hour of 9:00 a.m. ROLL CALL: The meeting was called to order by the Chair and on roll call the following members were present, constituting a quorum of the members thereof: Commissioner M. J. Geile, Chair Commissioner David E. Long, Pro-Tem Commissioner William H. Jerke - EXCUSED Commissioner Robert D. Masden Commissioner Glenn Vaad Also present: County Attorney, Bruce T. Barker Acting Clerk to the Board, Jenny Luna Director of Finance and Administration, Donald D. Warden MINUTES: Commissioner Long moved to approve the minutes of the Board of Social Services meeting of July 31, 2006, as printed. Commissioner Vaad seconded the motion, and it carried unanimously. WARRANTS: Don Warden, Director of Finance and Administration, presented the warrants for approval by the Board in the amount of$358,716.48. Commissioner Masden moved to approve the warrants as presented by Mr. Warden. Commissioner Long seconded the motion, which carried unanimously. NEW BUSINESS: CONSIDER CHILD PROTECTION AGREEMENT FOR SERVICES - YOUTH EMANCIPATION AND SERVICES, INC.: Judy Griego, Director of Social Services, stated the term of the agreement is June 1, 2006, through May 31, 2007. She stated Youth Emancipation and Services, Inc., will provide substance abuse evaluations, treatment, and monitoring of adolescents involved in child welfare cases, and will be reimbursed by the Department at rates identified in the agreement, not to exceed$50,000.00. In response to Commissioner Vaad,Ms.Griego stated the services will be primarily provided to adolescents; however, services are also provided to other members of the family. Commissioner Masden moved to approve said agreement and authorize the Chair to sign. Seconded by Commissioner Long, the motion carried unanimously. 2006-2104 BC0016 CONSIDER CHILD PROTECTION AGREEMENT FOR SERVICES-COLLABORATIVE SERVICES FOR CHANGE,PC: Ms. Griego stated the term of the agreement is June 1,2006, through May 31, 2007. She stated Collaborative Services for Change, PC, will provide psychological services to children, and their families, involved in the child welfare system,and the Departmentwill provide reimbursement in the amount of$450.00 per month. Commissioner Long moved to approve said agreement and authorize the Chair to sign. Seconded by Commissioner Vaad, the motion carried unanimously. CONSIDER COLORADO WORKS PROGRAM AGREEMENT FOR SERVICES AND AUTHORIZE CHAIR TO SIGN-MULTI-DISCIPLINARYYOUTH ASSESSMENTTEAM(MYAT): Ms.Griego stated the term of the agreement is July 1, 2006, through June 30, 2007, and the source of funding is Colorado Works or Temporary Assistance for Needy Families(TANF), under the Community Investment Program. She stated the total funding provided is$414,640.00,which includes$60,000.00 for direct services,and$354,640.00 to MYAT contractors. She further stated each of the MYAT contractors, including the Departments of Public Health and Environment and Human Services, Island Grove Regional Treatment Center, North Range Behavioral Health, LifeBridge Christian Church, Centennial Board of Cooperative Education, Saint Vrain School District, Weld County School District 6, and the 19th Judicial District Probation Department, will serve a minimum of 100 families. In response to Commissioner Vaad,Ms.Griego stated the funds are not from a reserve fund; they are taken directly from TANF block funds. She further stated the purpose of the MYAT program is to prevent families from entering the child welfare system or juvenile judicial system. Further responding to Commissioner Vaad, Ms.Griego stated the eligibility for this program is very broad, and families with annual incomes of less than$75,000.00 may qualify for these services. She further stated the majority of the funds are provided to the MYAT contractors case management services, and are not provided directly to the families. In response to Chair Geile, Ms.Griego stated families with incomes upto 180 percent of the poverty level could qualify for services. Commissioner Long moved to approve said agreement and authorize the Chair to sign. Seconded by Commissioner Masden, the motion carried unanimously. CONSIDER LEASE FOR OFFICE SPACE IN SOCIAL SERVICES BUILDING AND AUTHORIZE CHAIR TO SIGN-MULTI-DISCIPLINARYYOUTHASSESSMENTTEAM(MYAT): Ms.Griego stated the term of the lease agreement is July 1,2006,through June 30,2007. She stated the Department will provide facility space for the MYAT contractors within the Social Services buildings located in Greeley and Del Camino. She further stated the Department will not charge rent, and will provide for appropriate accommodations. Commissioner Masden moved to approve said lease and authorize the Chair to sign. Seconded by Commissioner Vaad, the motion carried unanimously. REVISION TO OPERATIONS MANUAL, SECTION 8.000, BUSINESS OFFICE POLICIES AND PROCEDURES: Ms.Griego stated the primary reason for the revision is to update the per diem amounts to be paid for Department staff, and base the amounts as updated by the Internal Revenue Service information. In response to Chair Geile, Ms. Griego stated a work session will be held regarding changes implemented by the State. Commissioner Vaad moved to approve said revision. Seconded by Commissioner Masden, the motion carried unanimously. Let the minutes reflect that the above and foregoing actions were attested to and respectfully submitted by the Acting Clerk to the Board.
