RE: APPROVE EXPENDITURE AUTHORIZATION FOR WORKFORCE INVESTMENT ACT
10%YOUTH PROGRAM AND AUTHORIZE CHAIR TO SIGN
WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to
Colorado statute and the Weld County Home Rule Charter, is vested with the authority of
administering the affairs of Weld County, Colorado, and
WHEREAS,the Board has been presented with an Expenditure Authorization Request for
the Workforce InvestmentAct 10%Youth Program between the County of Weld, State of Colorado,
by and through the Board of County Commissioners of Weld County, on behalf of the Department
of Human Services, Employment Services of Weld County,and the Colorado Department of Labor,
commencing July 1, 2006, and ending June 30, 2007, with further terms and conditions being as
stated in said authorization, and
WHEREAS, after review, the Board deems it advisable to approve said request, a copy of
which is attached hereto and incorporated herein by reference.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Weld
County, Colorado, that the Expenditure Authorization Request for the Workforce Investment Act
10% Youth Program between the County of Weld, State of Colorado, by and through the Board
of County Commissioners of Weld County, on behalf of the Department of Human Services,
Employment Services of Weld County, and the Colorado Department of Labor be, and hereby is,
approved.
BE IT FURTHER RESOLVED by the Board that the Chair be, and hereby is, authorized to
sign said request.
The above and foregoing Resolution was, on motion duly made and seconded, adopted by
the following vote on the 17th day of July, A.D., 2006, nunc pro tunc July 1, 2006.

COLORADO SUBJECT: Expenditure Authorization Request
Enclosed for Board approval is an Expenditure Authorization Request for PY 04 WIA 10% Youth
Promising Practice Award funds in the amount of$1,000. These funds were awarded as recognition
of the Gee Whiz Health Camp as a promising practice.
These funds will be used to purchase incentives to use for youth who successfully complete or attain
specified goals of the WIA Program.

CRS 24-30-202 requires that the State Controller approve all state contracts. This contract is not valid
until the State Controller, or such assistant as he may delegate, has signed it. The contractor is not
authorized to begin performance until the contract is signed and dated below. If performance begins prior
to the date below, the State of Colorado may not be obligated to pay for the goods and/or services
provided.

of gift cards to use as an incentive to youth registered in the WIA Program who achieve specified
goals.

II. SCOPE OF WORK:
A. Purpose and Goal
Employment Services of Weld County will use the award of$1,000.00 to purchase incentives to
use for youth registered in the WIA Program who achieve specified goals.
B. Services to be Provided
Direct services are not planned as a part of this proposal. Funds will be used to purchase
incentive items to encourage youth to successfully complete or attain specified goals as
established in their Individual Service Strategy.
C. Projected Number of Participants to be Served
N/A

Items purchased will be used as incentives for youth for accomplishing specified goals
established in the program.
E. Coordination with other One-Stop Partners
Although unlikely do to the nature of the stated purpose of the use of funds, coordination with
other One-Stop partners will take place when appropriate.
