EMF 1 — Program Management
Organization of local emergency management programs so that it is capable of coordinating emergency
preparedness, mitigation, response and recovery activities across multiple agencies and organizations.
The LEPC is a major organization that will be utilized for the coordination of emergency
response and preparedness. Meetings will be held with local jurisdictions to coordinate
operations plans and mitigate response and recovery activities.

EMF 2 - LAWS & AUTHORITIES
Federal, State and Local statutes and any implementing regulations that establish legal authority for
development and maintenance of the emergency management program and organization and define the
emergency powers, authorities and responsibilities of the chief executive official and the emergency
program manager. The National Incident Management System (NIMS)should be adopted as the
standard for all incident management activities.
I will assist local jurisdictions in the review of their Emergency Operations Plans.
I will also maintain the Weld County Local Emergency Operation Plan (WCLEOP) to
maintain its compliance with local, state and federal laws. The WCLEOP will be
reviewed to make sure it is in compliance with any new federal or state mandates.
EMF 3 — HAZARD IDENTIFICATION, RISK ASSESSMENT & IMPACT ANALYSIS
The process of identifying situations or conditions that has the potential of causing injury to people,
damage to property, or damage to the environment, and the assessment of the likelihood, vulnerability,
and magnitude of incidents that could result from exposure to hazards.
Review of WCLEOP thru exercises, committee meetings and local incidents and
critiques to identify any necessary changes.
EMF 4— HAZARD MITIGATION
Systematic management approach to eliminate hazards that constitute a significant threat to the
jurisdiction or to reduce the effects of hazards that cannot be eliminated through a program of hazard
mitigation
The Weld County LEPC will be tasked to evaluate the changes to the WCLEOP and will
be implemented through adoption by the WCBOCC and then published.
EMF 5 — RESOURCE MANAGEMENT
Systematic development of methodologies for the prompt and effective identification, acquisition, distribution,
accounting, and use of personnel and major items of equipment for essential emergency functions. Local
jurisdictions will support the Colorado Resource Mobilization Plan by submitting resource information for
inclusion in the Resource Ordering and Status System (ROSS)database.
Meetings of emergency response agencies have been formed and will continue in the
future to determine the needs of all Weld County and not just one agency or area. Grants
are then requested on the basis of this analysis and submitted to North East Colorado All
Hazards Committee (NECAHC) for submission as one regional grant. Members of the
Weld County All Hazards Committee are representatives of emergency response agencies
on the NECAHC. Weld County OEM will continue to assist fire agencies and law
enforcement agencies in putting their resources in CO ROSS and assist with NIMS training
Recordkeeping on all incidents are implemented prior to identification of any possible
reimbursement or billing for service to assist in the most efficient use of local resources.
EMF 6— MUTUAL AID
Formal mutual aid agreements establish the capability for sharing response and recovery resources across
jurisdictional lines. Local jurisdictions should participate in the statewide intergovernmental agreement for
mutual aid.
Continue to work with local governments to complete and /or update intergovernmental
agreement. There are currently three meeting venues that this information can be shared
in Weld County.
EMF 7 - PLANNING
The collection, analysis and use of information and also the development,promulgation, and maintenance of
the organizational comprehensive emergency management plan, action plans and mitigation plans. Revisions
to local emergency operations plans should conform to NIMS and the EMF model established under the
National Response Plan.
After every major incident or exercise there is an "after action report" prepared that helps to
identify any necessary changes to the WCLEOP. Once identified, the deficiencies are
taken to a hazard specific committee. Suggested changes are reviewed for the best
method of implementation. Weld County is currently working on updating the EOP to
comply with NIMS.
EMF 8- DIRECTION, CONTROL & COORDINATION
Development of the capability of the chief executive and key local officials to direct, control and coordinate
response and recover operations. Local jurisdictions should consider plan upgrades that address policies and
procedures related to continuity of government(COG)operations.
Chief Executives of local, state and federal agencies are invited to all Weld County OEM
exercises and meetings. Meetings will be attended on a regular basis with elected officials
to keep them updated on the latest issues involving the protection of life, property and the
environment. FEMA and DEM handouts will be distributed and discussed with newly
elected Chief Executives within Weld County. The Northeast region has a contractor
working on a COG, when the plan is completed it will be shared with local governments and
they will be encouraged to adopt the plan or work on a similar plan.
EMF 9— COMMUNICATIONS &WARNING
Development and maintenance of a reliable communications capability to alert public officials and emergency
response personnel,warn the public, and effectively manage response to an actual or impending emergency.
Area 3 Emergency Alert System (EAS)will be reviewed and any changes will be
implemented into the WCLEOP. The review and implementation process will happen after
every incident or exercise. This is a continual process. R*9*1*1 will be tested and
procedures reviewed for implementation. Weld County has moved to 800 Mhz radio
system. Weld County OEM will assist in obtaining grants and/or radios for local jurisdictions
for better communication within all Weld County and Northeast Colorado.
EMF 10 -OPERATIONS & PROCEDURES
Development, coordination, and implementation of operational policies, plans and procedures.
I will assist local jurisdiction with implementation and /or update their local emergency
operation plan. Updates will include NIMS compliance.
After hazards are identified a review committee will be established to identify necessary
implementation of items into the WCLEOP. When state or federal mandates are received
the same process will take place.
EMF 11 — LOGISTICS & FACILITIES
Identification, location, acquisition, distribution, and accounting for services, resources, materials, and facilities
to support emergency management.
All of the EMF 11 items are required to be completed on a daily basis in the operation of
WCOEM.
After a disaster or incident reports are prepared again using the EMF 11 items. Colorado
law allows for billing for hazardous materials incidents as does SARA Title III, specific
reports covering these items are mandatory for accountability of funds and assets.
I will assist agencies in the outlying parts of Weld County to obtain grants or funding to
establish Emergency Operation Centers. These will be used as alternates or supplemental
EOC's during emergencies for better coordination within Weld County.
EMF 12 -TRAINING
Assessment,development and implementation of a training/educational program for public officials and
emergency response personnel, including NIMS classes.
I will be attending classes through DEM and completing online classes with EMI, I will also
attend other training in the area of emergency management as they come available.
Weld County citizens will be encouraged to attend FEMA and DEM classes to further
emergency management knowledge in their respective agencies. This will help Weld
County when planning and reviewing the WCLEOP.
Specific classes such as National Incident Management System and other natural hazard,
planning and response classes will be scheduled for Weld County this year. These classes
will be presented via grants or at minimal cost to support attendance by all needing the
class.
EMF 13— EXERCISES, EVALUATIONS, AND CORRECTIVE ACTIONS
Assessment and evaluation of emergency response plans and capabilities through a program of regularly
scheduled tests and exercises.
A full scale exercise will be planned and conducted in cooperation with emergency
response agencies around the Greeley Weld County Airport This will include all the
preplanning meetings as well as tabletop and functional exercises necessary to conduct the
full scale exercise. The exercise will be designed around hazardous materials, and
emergency response to the Airport.
Other exercises will be done within our region and coordinated with other county OEM's
EMF 14— CRISIS COMMUNICATIONS, PUBLIC EDUCATION & INFORMATION
Procedure to disseminate and respond to requests for pre-disaster, disaster, and post-disaster information
involving employees, responders,the public and the media. Also, an effective public education program
regarding hazards affecting the jurisdiction.
Meetings will be held to inform citizens, first responders, government employees and
elected officials of new information from DEM, FEMA, OHS or others. An email network will
be maintained for information needing to be distributed but no meeting required. Updates
will be presented to three different mayors groups, Weld County Chiefs of Police
Association meeting, Weld County Fire Chiefs Association meeting, Weld County EMS
board meeting, Weld County Local Emergency Planning Committee meeting and other
groups or agencies requesting specific information.
Information pamphlets will be developed and/or reviewed for the most common hazards in
Weld County. These will be distributed to citizens along with informational talks.
Weld County will request the assistance of the National Weather Service in the
presentation of Storm Spotter classes to help inform citizens and assist the county with
timelier information regarding weather.
EMF 15— FINANCE & ADMINISTRATION
Development of fiscal and administration procedures to support emergency measures before, during, and after
disaster events and to preserve vital records.
Quarterly reports will be prepared for DEM and Weld County Sheriffs Office. These reports
will be filed with the appropriate agencies involved and copies are maintained with
WCOEM.
Recordkeeping will be maintained for all resources during an emergency or disaster for
submission of reimbursement from any responsible agency.
MISCELLANEOUS
Please list and include any activities that do not fit into any of the above EMF categories.
WCOEM is under the Weld County Sheriff and sometimes acts as the investigative and
informational area for environmental crimes and prosecution. This will continue as drug
cases and illegal dumping continue to rise. I will meet all requirements of C.R.S. to
maintain my certification as a Peace Officer to be able to perform this function.
I am also on the Weld County Citizen Corps board, I will work with this organization to help
the citizens of Weld County become aware of their need for preparedness, and to promote
the other areas of Citizen Corps.

1 a) Employee Name: Name of each employee/volunteer who performs duties directly related
to emergency management. Also list positions for which no salary contributions are
requested, but who perform emergency management services, and may be expected to
travel, attend classes, or incur other emergency management related expenses. Such
positions may include Trainer, Communications Personnel, Exercise Officials, Planners,
Chiefs of Services, etc. (Use second page if necessary.)

3) Date Appointed or Hired should agree with resolution/ordinance action for

9. Purpose:-The Colorado Division of Emergency Management(CDEM),through an agreement with the Department of Homeland
Security,distributes Emergency Management Performance Grant(EMPG)federal funds to qualified local governments for emergency
management activities.
10. Scope: - As approved by the Colorado Division of Emergency Management, funded activities include up to one-half of the
expenses for salaries, benefits, travel, office supplies, administrative equipment, rent, maintenance of office space, utilities, and
insurance. This work is based upon the Annual Program Paper and the Staffing Pattern/Budget Request(Attachment 1). NOTE: A
maximum of 3% of the federal share of this award may be used for Management and Administration (M&A) purposes.
Additional expenses in the M&A category may be funded by the required non-federal match expenditures.
11. Grant Considerations: -A copy of the fiscal terms and conditions entered by the State and the aforementioned government
jurisdiction is attached (Attachment A). All attachments hereto are incorporated by reference. After all for reimbursements for the
performance of this award have been paid, any balance of funds on this award will be deobligated. No amendment letter need be
executed to effect the deobligation. All requests for reimbursement must be submitted to the CDEM no later than 45 days after
the end of the performance period. CRS 24-30-202 requires that the State Controller approve all state contracts.This contract
