HomeMy WebLinkAbout20061294.tiff RESOLUTION RE: APPROVEAPPLICATIONFOR 2006 COLORADOCERCLAGRANTANDAUTHORIZE CHAIR TO SIGN WHEREAS,the Board of County Commissioners of Weld County, Colorado, pursuant to Colorado statute and the Weld County Home Rule Charter, is vested with the authority of administering the affairs of Weld County, Colorado, and WHEREAS,the Board has been presented with an Application for the 2006 Colorado CERCLA Grant between the County of Weld,State of Colorado,by and through the Board of County Commissioners of Weld County, on behalf of the Office of Emergency Management, Local Emergency Planning Committee,to the Colorado Division of Emergency Management,with terms and conditions being as stated in said application, and WHEREAS,after review,the Board deems it advisable to approve said application, a copy of which is attached hereto and incorporated herein by reference. NOW,THEREFORE,BE IT RESOLVED by the Board of County Commissioners of Weld County,Colorado,that the Application for the 2006 Colorado CERCLAGrant between the County of Weld, State of Colorado, by and through the Board of County Commissioners of Weld County, on behalf of the Office of Emergency Management, Local Emergency Planning Committee, to the Colorado Division of Emergency Management be, and hereby is, approved. The 137th Space Warning Squadron along with other local, state and federal Agencies will be participating in a 4 hour exercise. The operation will include air and ground operations. The exercise is open to all jurisdictions air and ground support to a Major Incidents. The exercise will be conducted using the organization, principles, and procedures of the National Incident Management System (NIMS). Base of operation for this exercise will be established at the Greeley-Weld County Airport Terminal Building. Ground teams and responding agencies will be used to respond to selected Taskings to include assigned objectives. Civil Air Patrol will provide air support to include grid search of area to meet specific objectives. This joint exercise overall goal will be to satisfy the requirements for Multi agency cooperation, facilitate exercising the NIMS system, Mass Casualties and the accident response to multiple locations 3. The specific hazardous materials activities to be addressed by the project. (Details please). • 137 th SWS and Greeley-Weld County Airport Crash Site: A Helicopter while on approach to the airport from the south, will sustain significant damage when it collides with an airplane. It will attempt to land at the airport and while on final approach, the Helicopter rotors and tail rotor will disintegrate and cause the helicopter to crash. The results will be a significant explosion, fire, and shrapnel damage from the rotors. o One of the rotors will impale a 5000 Gallon Diesel Fuel tanker that is assigned to the 137th SWS and is prepared to deploy for a mission. This will cause a significant diesel fuel spill inside the spill containment system. -2- o Some of the shrapnel from the explosion will hit and damage one of the units mission trucks and injure 2 personnel that where working in/on the vehicle at that time. o The smoke and fumes from the simulated fire (utilization of smoke) will cause the personnel in BLDG 103 and BLDG 101A A to shelter in place due to possible hazardous fumes. Note: Determined by current wind direction. o The airport fire department will need to respond to the aircraft incident and extinguish the fire and possible rescue of injured air crew. • Large Aircraft Crash Site: The aircraft will be taking off from the airport heading south and sustain significant damage when it collide with a helicopter and crashes into the area near the South Platte River located near county road 58. South east of the airport. o The aircraft will be located in the woods. o The Civil Air Patrol will assist in locating the aircraft due to the lack of information of the accident site. Plus in turn the personnel on the aircraft will be injured and confused and possibly have been swept down the river. o Approximately 15 personnel on the aircraft. o There will be fuel escaping from the plan and flowing into the irrigation ditch and possibly the South Platte River. 4. High-level outline of work plan with personnel, time schedule, and deliverables (attach extra pages as needed for this item). The planning of the exercise was started January 5`h, 2006. There have been 5 planning meetings and there is a table top exercise with the Planning Committee scheduled for May 23r°, 2006. The exercise will take place on June 2"d, 2006. (See appendix A for the timeline) Deliverables will include an after action report that will follow ODP guidelines. The AAR will make recommendations to the participating agencies for needed updates to their operations plans. 5. Project Dates: Start: January 5`,2006 End: June 2n°, 2006 -3- 6.
