WELD COUNTY COUNCIL

The Weld County Council met in regular session in full conformity with the Weld County
Home Rule Charter, Monday, March 20, 2006, 6:30 p.m., at Weld County Centennial
Center, 915 10th Street, Greeley, CO.
ROLL CALL: The meeting was called to order by President Gene Stille. Vice President
Tom Pettit and Councilman Dwaine Kurtz were present constituting a quorum of the
members. Councilwoman Ginny Buczek and Councilman Chip Marks were excused.
Also present: Weld County Assistant Director of Personnel/Human Resources Sue Elton,
and Bev Thomas, council secretary.
REVIEW PROGRAM: Weld County Assistant Director of Personnel/Human Resources
Sue Elton presented an overview of Weld County as an employer. In dialogue with
council members, Sue Elton presented a summary of Weld County employee benefits;
the 2006 job code table with salary plans; a 2005 employee turnover questionnaire
including separation data; training and health care information; total compensation
expenses; and job absence rates.
Ms. Elton explained Weld County participates yearly in two salary surveys with Mountain
States Employers Council. With information from the surveys, Weld County compares
bench-mark positions with seventeen other counties. Sue Elton answered questions
regarding the county's grievance procedure, cost of living allowances, diversity training,
and policies of no extra pay for bilingual skills, shift work and no diversity quotas for
hiring.
As of February 2006 there are 1122 fulltime county employees and 240 part time
employees. There is a high turnover rate of staff in the community corrections
department in the Sheriffs Office.
AGENDA: Councilman Dwaine Kurtz made a motion to approve the agenda as
presented. The motion was seconded and carried.
APPROVAL OF MINUTES: Councilman Dwaine Kurtz made a motion to approve the
February 13, 2006 council minutes. The motion was seconded and carried.
UNFINISHED BUSINESS:
Home Rule Charter Amendment Ballot Request
Councilman Dwaine Kurtz made a motion to table Council Resolution 152 until the April
council meeting. The motion was seconded and carried.

2006 Council Review Programs
Councilman Tom Pettit reported Public Works Director Frank Hempen will present a
review program at the May 15 council meeting. President Gene Stille appointed himself
to be the July 17 and September 18 meeting planner and Ginny Buczek to be the August
21 meeting planner.
NEW BUSINESS:
Correspondence
Council members reviewed the correspondence.
Coordinator Reports
Vice President Tom Pettit will visit with ACS Director Anita Scrams regarding the monthly
ACS reports, and he will give a report at the April 17th council meeting.
Payment of the Bills
Vice President Tom Pettit made a motion to pay the bills as listed:
Mileage for President Gene Stille $ 9.78
Mileage for Vice President Tom Pettit $ 8.50
Subscription to Daily Times Call $210.00
The motion was seconded and carried.
