To: Weld Board of County Commissioners:
Shame! Todays's Times-Call article reveals the ill-conceived program of the Board of Commissioners to
impede proper planning for the future of southwest Weld County.
To point out a few aspects of this:
Metropolitan districts are merely a device to avoid financing costs, qualifying for that financing,
and exposure to dangers of debt risks by developers [finance on the cheap with no responsibility]. On
the other hand, this imposes additional tax burdens on the buyer at the development. Will the buyers be
advised of this burden? Hardly, as the sales force is not going to risk a sale by disclosing negative
information. If the developer has not the confidence and financing to develop, the County should not be
the agent and accessory to assist in the development going forward. Of course, this is necessary to put
the County on an equal footing with the municipalities, which, unfortunately, have also given developers
this tool. The recent statute, supposedly protecting buyers from the possible tax burdens resulting from
failed metropolitan district backed developments is inadequate, affording little protection.
The County, in its moving forward with its program of supporting urban developments under
county government is giving no thought to providing open space and undeveloped buffers to the area. Its
"support" of the land conservation sales tax issue a few years ago was posed in such a way on the ballot
so it knew it would fail — by including all the county voters and those in the city of Greeley who had
recently voted down an open space issue. It should have been a special district tax involving only
southwest Weld.
The ongoing I-25 study ill-conceals its covert motive of rationalizing urban development under
County auspices in the unincorporated County and expansion of the MUD district in competition with
municipalities.
The rationale for permitting a developer to provide the metropolitan district guidelines is an
affront to the intelligence of Weld citizens.
But we've already been over most of this ground, haven't we? But it still is important enough to
bear repeating.
