WHEREAS,the Board of County Commissioners of Weld County, Colorado, pursuant to
Colorado statute and the Weld County Home Rule Charter, is vested with the authority of
administering the affairs of Weld County, Colorado, and
WHEREAS,the Board has been presented with an Application for the Highway Traffic Safety
Project for Specific Programs for Children Concerning Traffic Issues, from the County of Weld,
State of Colorado, by and through the Board of County Commissioners of Weld County,on behalf
of the Weld County Sheriffs Office, to the Colorado Department of Transportation, commencing
October 1,2006,and ending September 30,2007,with further terms and conditions being as stated
in said application, and
WHEREAS,after review,the Board deems it advisable to approve said application,a copy
of which is attached hereto and incorporated herein by reference.
NOW,THEREFORE,BE IT RESOLVED by the Board of County Commissioners of Weld
County,Colorado,that the Application for the Highway Traffic Safety Project for Specific Programs

1. CERTIFICATION OF DRUG-FREE WORKPLACE ACT
In accordance with the Drug-free Workplace Act of 1988:
A. The grantee certifies that it will provide a drug free workplace by:
a) Publishing a statement notifying employees that the unlawful manufacture, distribution, dispensing, possession or
use of a controlled substance is prohibited in the grantee's workplace and specifying the actions that will be taken
against employees for violations of such prohibition;
b) Establishing a drug-free awareness program to inform employees about:
1) The dangers of drug abuse in the workplace;
2) The grantee's policy of maintaining a drug-free workplace;
3) Any available drug counseling, rehabilitation, and employee assistance programs; and
4) The penalties that may be imposed upon employees for drug abuse violations occurring in the workplace;
c) Making it a requirement that each employee engaged in the performance of the grant be given a copy of the
statement required by paragraph (a);
d) Notifying the employee in the statement required by paragraph (a) that, as a condition of employment under the
grant, the employee will:
1) Abide by the terms of the statement; and
2) Notify the employer of any criminal drug statute conviction of a violation occurring in the workplace no later
than five days after such conviction.
e) Notifying the Colorado Office of Transportation Safety within ten days after receiving notice under subparagraph
(d) (2)from an employee or otherwise receiving actual notice of such conviction.
f) Taking one of the following actions, within 30 days of receiving notice under subparagraph (d) (2),with respect to
any employee who is so convicted:
1) Taking appropriate personnel action against such an employee, up to and including termination; or
2) Requiring such employee to participate satisfactorily in a drug abuse assistance or rehabilitation program
approved for such purpose by a Federal, State, or local health, law enforcement, or other appropriate agency.
g) Making a good faith effort to continue to maintain a drug-free workplace through implementation of paragraphs
(a), (b), (c), (d), (e), and (f).

It is the intent of this agency to continue these highway safety activities for at least one year beyond the contract completion
without a reduction of effort. Upon contract completion, my agency and the Office of Transportation Safety will evaluate the
project's effectiveness and determine whether the project should be continued. This agency will use all equipment purchased
with federal funds only for the purpose outlined in the contract until the equipment disposal. (NHTSA Order 460-4a, Chg. 1,

PART A - PROBLEM STATEMENT
(1) Describe the situation, include any data and any other information to establish the existing conditions.
(2) State why the situation is undesirable.
(3) What are the causes?
(4) Identify changes needed to resolve the Identified problem(s).
According to Insurance Institute for Highway Safety Motor Vehicle crashes are the leading cause of
death in children in the United States. In Colorado specifically, 42% of all deaths of 16-17 year olds
are due to motor vehicle crashes and 35% of all hospitalizations in that age group are due to motor
vehicle crashes.
Teenage drivers, especially beginning drivers are also at a higher risk. The crash risk among 16-17
year olds is nearly three times as high as 18-19 year old drivers according to the Colorado
Department of Public Health and Environment. Teen passengers ages 13-17 are also at risk, 43%
of the teenage passengers killed in automobile crashes between 2000 and 2002 were riding with a
driver 16 to 17 years old (NHTSA FARS Database).
Beginning drivers, 16-17 years of age, also have the lowest seatbelt usage rate as stated by the
Center for Disease Control and Prevention. In 2000 — 2002 61% of the teenage drivers killed in
motor vehicle crashes were unrestrained as compared to 45% of adults.
Weld County is an extremely large and diverse county with a varied demographic population. This
demographic includes rural and urban communities, different socio-economic groups, large
metropolitan areas and very sparsely populated regions. The racial population make-up of the
county is roughly 55% White and 45% Hispanic. Weld County is still an agricultural county but has
seen dramatic growth in the past decade. Weld County is now one of the fastest growing counties in
the nation. Additionally, Weld County last year sustained a traffic fatality rate nearly four times the
national average. To address some of the traffic crash issues we are proposing the use of this grant
in several areas specifically geared towards children 0 to 18 years of age. Seat belt usage among
high school students is very low in Weld County. According to the 2003 Weld County Youth Risk
Behavior Survey, 9.8 % students stated that they never wore seatbelts. This is one percentage point
above the Colorado average. A visual survey has been done at several Weld County high schools
and the average seat belt usage rate is 42%. Well below that of any other demographic group. This
survey also showed teenagers in Weld County were more likely to drink and drive and to ride with
someone who has been drinking than other teenagers in the state.
Due to the large numbers of immigrates coming to Weld County for employment, many crashes
involving children are directly related to the lack of restraint. We believe that the mono-lingual
community is not being served due to language barriers and lack of trust.
A media campaign was conducted in 2001 through a grant from the Colorado Department of
Transportation that targeted Hispanic families. The theme of this campaign was developed through
market research which identified the attitudes and social norms affecting the Hispanic culture's non-
usage of seatbelts and child restraints. What the research found was that due to the strong family
units and importance of children within that culture, parents needed to see themselves as protectors
and heroes and that seatbelt usage was part of that goal. This program was very successful and we
are still receiving positive comments about it today.

A seatbelt survey was conducted in February of this year throughout the northern portion of Weld
County. Seatbelt usage in that section of the county was fifty seven percent. Although there is a
proposed primary seatbelt law currently before the state legislature, this law, if passed, may have
limited value in increasing seatbelt usage in this part of the county due to attitudes and limited
exposure to law enforcement.
Utilizing and enhancing the media campaign mentioned above would be very successful in the
communities in northern Weld County. In this portion Weld County strong family values exist and
the predominate occupation is farming and ranching. Exposing these individuals to a campaign
which addresses the medial, life style, and social costs of traffic crashes would be effective in
improving seat belt usage. Campaign slogans like "Why risk it, Click it", "Farming is always a
gamble, increase the odds in your favor, buckle up" and "If your not here, who will run the farm?"
could be used in conjunction with the information about costs and the values of seat belt usage.
Finally, it is our belief that traffic safety should be a family affair if it is to become a social norm.
Parents need to be made aware that children are less likely to wear their seat belts if their parents
don't. Children need to encourage their parents and parents need to compel their children to
practice traffic safety. We know that seat belts do save lives and families need to encourage each
other to make this occur.
This grant proposal is requesting funding for the following programs:
* Deputies will meet with elementary school children in their classrooms or in all school assemblies
and provide them with an agreement to take to their parents. In this agreement parents agree to
wear their seatbelts and that everyone riding with them will wear their seatbelts. The class that
returns the greatest number of agreements wins an ice cream social with the deputy. This program
is currently being conducted in Weld County elementary schools. Each year we want to continue
this program, thus reinforcing its message.
* Deputies or volunteers in plain clothes watches a high school parking lot and identifies two drivers
that are wearing their seat belts and have everyone in their vehicle wearing their seat belt. These
two drivers are contacted, identified and are given a gift certificate to a local business. Their names
are published in the school news paper, in the local news paper and their parents are sent a letter
from the Sheriff thanking them for having a responsible teen. This will be conducted monthly. This
also is an ongoing program started in 2006. We have received numerous positive responses and
will be conducted a post seat belt usage study prior to the conclusion of the school year. We wish to
continue this project.
* High school parking lots are observed by plain clothed officers or volunteers and vehicles in which
the driver and/or passengers not wearing seat belts are identified. Letters are sent to the registered
owners (parents) of the vehicle from the Sheriff describing why seat belt usage is so important and
the death rate among teens due to traffic crashes. This will be conducted monthly. This also is an
ongoing program started in 2006. We have received numerous positive responses and will be
conducted a post seat belt usage study prior to the conclusion of the school year. We wish to
continue this project.
* Each high school district in the county will receive one traffic safety program during the school year.

These programs will include the P.A.R.T.Y. which exposes teenagers to the hazards of driving
through presentations and demonstrations. Additionally, every forth year, each school will receive
the "Every Fifteen Minute" program which is a moving program in which students can experience the
loss of classmates and the realization that their death affects far more that themselves. We have
been conducting these programs since 2000 and have had great results.
PART B - PROPOSED ACTIVITIES
GOAL I: Make agreements with parents for seat belt usage.
TASKS: State what is to be accomplished and when.
Within two months every elementary school in the county will receive a presentation by a deputy
and one class will have had an ice cream social.
Goal II: All high school parking lots in the county will have had students identified,
contacted and provided a reward for seat belt usage.
TASKS: State what is to be accomplished and when.
By October 31, 2006 the Weld County Sheriff's Office will have contacted students in each high
school to reward them for wearing their seat belts. This will continue monthly throughout the
school year.
Goal III: All high school parking lots in the county will have had students identified and the
registered owner of the vehicle will be mailed a notice that the teens in the vehicle are not
wearing his or seat belt.
TASKS: State what is to be accomplished and when.
By October 31, 2006 the Weld County Sheriff's Office will have identified 10 vehicles in each
parking lot where the driver and/or passengers are not wearing their seat belts and will have sent
letters to the registered owner. This will continue monthly throughout the school year.
Goal IV: All high schools in the county will be contacted and requests made to make

P.A.R.T.Y. presentations in their schools.

By April 30, 2007 the Weld County Sheriffs Office in conjunction with "Drive Smart Weld County"
will have contacted every high school in the county to determine if they would provide students and
student time for P.A.R.T.Y. presentations.
Goal V: Two high schools in the county will be selected and an "Every Fifteen Minute"
program will be conducted.

By May 15, 2007 the Weld County Sheriff's Office will conduct an "Every Fifteen Minute" Program
in two high schools in the county.
Goal VI: Produce and conduct a media campaign addressing the attitudes, beliefs, and
values of farming and ranching families in northern Weld County in conjunction with the
media group of the Colorado Department of Transportation.
TASKS: State what is to be accomplished and when.
By January 1, 2007 the Weld County Sheriffs Office in conjunction with the media group of the
Colorado Department of Transportation will prepare a media campaign which can be utilized by
Weld County deputies to present the values and benefits of seat belt usage and the ramifications
of non-usage to communities throughout northern Weld County.
Goal VII: Produce and conduct a media campaign addressing the attitudes, beliefs, and
values of farm workers in Weld County in conjunction with the media group of the Colorado
Department of Transportation.
TASKS: State what is to be accomplished and when.
By May 1 , 2007 the Weld County Sheriffs Office in conjunction with the media group of the
Colorado Department of Transportation will prepare a media campaign which can be utilized by
farm worker service providers to present the values and benefits of seat belt usage and the
ramifications of non-usage to workers in the field.
PART C- CAPITAL EQUIPMENT
What equipment, if any, will be purchased to meet the needs of this project? Note: Items previously purchased with
federal highway safety funds are not eligible for replacement with federal highway safety funds.
No capital equipment will be required for the grant.

PART D - EVALUATION AND MONITORING

Performance measures for this grant will include:
* Number of agreements sent out to parents of elementary aged school children's parents.
* Rate of return of agreements.
* Number of presentations conducted by officers.
* Number of rewards provided to teens for seat belt usage.
* Perception of parents receiving the letter from the Sheriff (Positive).
* Perception of parents receiving the letter from the Sheriff (Negative).
* Changes of the seat belt usage rate in school parking lots before and after project.
* Changes in perception of teenagers attending the P.A.R.T.Y. and "Every Fifteen Minute"
programs.
* Number of presentations and number participants viewing the media campaign for farm
workers.
* Number of presentations and number participants viewing the media campaign for farmers and
ranchers in northern Weld County.

The contract director will monitor the projects' activity through documentation received from
participants and officers conducting the programs.
