It is also important to weight the cumulative impacts that specific land use changes will have." This proposal is respectful of the surrounding uses. The applicant will have a clean operation, clean the site, and install landscaping materials. The uses proposed will be compatible with the existing and future development of the surrounding area as permitted by the existing zone district and with future development as projected by Chapter 22 of this Code and any other applicable code provisions or ordinances in effect, or the adopted Master Plans of affected municipalities. The operations conducted on site are confined to the enclosed area and building. Most activities occur on contract jobsites. • The property is not located within the I-25 Mixed Use Development area. • The property is not located within an Intergovernmental Agreement Boundary or standard Urban Growth Boundary. • Surrounding land uses include agricultural to the east, a Use by Special Review for Mineral Resources to the west and north, State Highway 52 and agricultural uses to the south 3. Retail sales from this site will not occur from this site. Adequate provision has been made to protect the health, safety and welfare of the inhabitants of the neighborhood and the County. Operation Standards as found in Section 23-2-260 of the Weld County Code were consulted in preparing this application as stated previously in application materials. Conditions of Approval and Development Standards will ensure the proposed use upholds the purpose and intent of the Weld County Code, Chapter 23 as listed in Section 23-1-40. Such Conditions of Approval and Development Standards as found in the Weld County Code, Referral Agency responses and Staff Comments shall be considered and appropriately incorporated into the final use and site design. The zoning of the site is Agricultural. However, the size of this site is not conducive for farming or ranching activities. The bulk requirements of the Agricultural Zone District found in Section 23-3-50 shall be adhered to. Weld County Code Section 23-3-40 lists the types of uses appropriate as a Use by Special Review in the Agricultural District. Item"R" states,"Any use permitted as a use by right, an accessory use, or use by special review in the Commercial or Industrial zone district provided the property is not a lot in an approved or recorded subdivision plat or lots part of a map or plan filed prior to adoptions of any regulations controlling subdivisions." This parcel meets location guidelines of this section. This parcel also meets the guidelines outlined in the low-intensity Neighborhood Commercial District(C- 1) as follows: • An office with a gross floor area greater than 3,000 square feet is a Use allowed by Right. • Accessory uses include: o Parking areas or structures for use by employees, customers and company vehicles; o Loading areas or structures; o Storage buildings for materials used in the conduct of the USR. 4. What kind (type, size, weight) of vehicles will access this site and how often? One small dump truck and two flat trailers will be stored on site behind the office when not used on specific project sites. Passenger vehicles for employees will be parked behind the office. Company pick-ups may access the site but generally report directly to project sites. Explain any proposed reclamation procedures when termination of the Use by Special Review activity occurs. Appropriate site clean-up from construction operations will be completed. 3 8. Explain how the storm water drainage will be handled on the site. Historic drainage will not be altered. 9. Explain how long it will take to construct this site and when construction and landscaping is scheduled to begin. Construction will be completed at the earliest date possible.
