WELD COUNTY COUNCIL
June 19, 2006

The Weld County Council met in regular session in full conformity with the Weld County
Home Rule Charter, Monday, June 19, 2006, 6:30 p.m., at Weld County Centennial
Center, 915 10th Street, Greeley, CO.
ROLL CALL: The meeting was called to order by President Gene Stille. Councilwoman
Ginny Buczek, and Councilman Dwaine Kurtz, were present constituting a quorum of the
members. Vice President Tom Pettit arrived at 6:40 p.m. Councilman Chip Marks was
excused. Also present: Weld County Extension Director Fred Petersen, and Bev
Thomas, council secretary.
REVIEW PROGRAM: Weld County Extension Director Fred Petersen presented a
review of Weld County's Extension Service. The Cooperative Extension Service is a
cooperative agreement between the United States Department of Agriculture, the State of
Colorado working through the land grant university, Colorado State University, and the
County of Weld. The Extension Service's mission is to improve lives through educational
programming, information transfer, and the application of research and knowledge toward
the resolution of relevant issues in agriculture; community; natural resources; economic
development; family living; and 4-H/youth development.
Mr. Petersen said the Colorado Extension Service has undergone a state-wide
reorganization to work in core competency areas as teams to erase county boundaries. A
needs-assessment was done with Boulder, Larimer and Weld Counties. Weld County
then established work teams to work on the identified needs within Weld. See attached
document for complete listing of Core Competency Areas, Work Teams, and Top Needs.
The Greeley Catholic Services works with the Strong Families, Healthy Homes Extension
Work Team. Nutrition Health and Food Safety work teams are grant funded. Another
grand-funded employee is working in schools funneling youth into the 4-H program via
"Urban Expansion." Mr. Petersen noted that under Natural Resources and The
Environment there is a large volunteer Master Gardener program and volunteer Master
Wildlife program providing tremendous resources for area residents. He also outlined the
interaction between the Extension staff and the Fair Board, clarifying the northwest and
southeast fairs are not affiliated with the Weld County Extension office.
Council members asked Mr. Petersen about the following topics: Educational credit for
Master Gardeners, Extension Office Information on the web, and the Extension Office's
involvement in drought issues.
After a 5 minute break, the meeting was reconvened at 7:16 p.m.
AGENDA: Councilwoman Ginny Buczek made a motion to approve the agenda as
printed. The motion was seconded and carried.

APPROVAL OF MINUTES: Councilwoman Ginny Buczek made a motion to approve the
May 15, 2006 council minutes. The motion was seconded and carried.
NEW BUSINESS:
2006 Salary Setting for Weld County Elected Officials
Council members reviewed the council's responsibility to set Weld County elected
officials' salaries during 2006. Councilman Dwaine Kurtz committed to put together
information on this topic for the July meeting.
Council Update Regarding Southwest Weld
Councilman Dwaine Kurtz made a motion each council member meet with their assigned
commissioner and get an understanding of the Board of County Commissioners'
perspective on issues in south west Weld County including the current Mixed Use
Development Study conducted by Carter & Burgess Incorporated. The motion was
seconded and carried.
Correspondence
Council noted a response letter from the Board of County Commissioners regarding the
council's request to put a change to Weld County's Home Rule Charter on the November
2006 ballot. A letter from Mr. La Rosa requesting a county noise ordinance was also
noted.
Coordinator Reports
Councilman Dwaine Kurtz reported on the June 12 Elected Officials Meeting.
Payment of the Bills
Councilwoman Ginny Buczek made a motion to pay the bills as listed:
Mileage for President Gene Stille $ 9.78
Mileage for Vice President Tom Pettit $ 8.50
Mileage for Councilwoman Ginny Buczek $ 27.20
The motion was seconded and carried.
By acclamation ordering business cards for Councilwoman Ginny Buczek was approved.
ADJOURNMENT: President Gene Stille adjourned the meeting at 8:30 p.m.
