RESPONSES TO USE BY SPECIAL REVIEW QUESTIONNAIRE
(SURREY)
1. The Proposed Use of the Property:
Duke currently operates a natural gas facility on the property. The equipment includes
compressors associated with natural gas pipelines, a flare, scrubbers and storage tanks. A 24" by
36" plot plan identifying all of the equipment on site is enclosed with this application.
2. Consistency with Weld Comprehensive Plan:
The proposed use is consistent with the Comprehensive Plan because it seeks to use the land
to foster the development of the vast natural resources in Weld County. Moreover, given the
property's size together with the absence of any water rights attached to the property, it is impractical
to use this property for farming. Moreover, Section 22-5-100.A (OG.Goal1.) states "Oil and gas
exploration and production should occur in a manner which minimizes the impact to agricultural
uses and the environment and reduces the conflicts between mineral development and current and
future surface uses."
3. Consistency with the Intent of the Weld County Zoning Ordinance and the zone
district:
The proposed use is consistent with the intent of the Agricultural Zone District, as it will
foster the development of oil and natural gas resources,and the Weld County Code provides for Oil
and Gas Support and Service as a Use by Special Review in the A (Agricultural) Zone District.
Further, it will not interfere with any agricultural operations.
4. Surrounding Uses:
The site is surrounded by agriculture uses, and this use will not interfere with any such uses.
5. Details regarding Use:
a. How many people will use the site? No personnel work at this site full time,
although there are approximately 5 operators and mechanics who maintain
the site
b. How many employees will be on site?None, except perhaps up to 3 at a time
to maintain equipment.
c. What are the hours of operation? 24 hours.
d. Structures to be built?No, but please see the "as-built" plot plan.
e. What type of animals? None.
f. What type of vehicles?Pick-up trucks, approximately two to six per day.
g. Who will provide fire protection? Frederick Area Fire Protection District
h. What is the water source?None.
i. What is the sewage disposal?None.
j. Will there be any warehousing?No.
6. Explain the Proposed Landscaping:
There is no landscaping.
7. Proposed Reclamation Procedures:
The applicant will comply with all reclamation procedures, guidelines, regulations and
standards applicable to the site under existing laws, including without limitation regulations
promulgated by the Colorado Oil and Gas Conservation Commission.
8. Storm Water Drainage:
The current natural drainage will not be disturbed.
9. Timetable for Construction and Landscaping:
All construction is complete.
10. Storage of Wastes:
All wastes will be removed by truck or other appropriate method
