RE: GRANT MOBILE HOME PERMIT NO. 865 - ELMER LUNDVALL
WHEREAS , the Board of County Commissioners of Weld County,
Colorado , pursuant to Colorado statute and the Weld County Home
Rule Charter, is vested with the authority of administering the
affairs of Weld County, Colorado , and
WHEREAS , the Board of County Commissioners , on the 9th day
of May, 1984 , considered the request of Elmer Lundvall to place
one mobile home to be used as a principal dwelling, and to be
occupied in an A-Agricultural Zone District on a parcel of land
more particularly described as follows :
Part of the NW4, Section 36 , Township 5
North, Range 66 West of the 6th P.M. ,
Weld County, Colorado
WHEREAS , the Board of County Commissioners , having heard
the testimony, finds that said request should be granted sub-
ject to the following conditions: 1) the applicant shall apply
for a building permit for the mobile home within thirty days from
the date of approval by the Board of County Commissioners ; 2)
evidence that Hill-N-Park Sanitation District is providing sewer
service shall be provided prior to the issuance of a building
permit; and 3) the mobile home shall not be occupied until such
time that the applicant has complied with Conditions 1 and 2
above.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Com-
missioners of Weld County, Colorado that the request of Elmer
Lundvall to place a mobile home to be used as a principal
dwelling on the hereinabove described parcel of land, which
was found to be in compliance with Section 43 of the Weld County
Zoning Ordinance, be, and hereby is , granted subject to the con-
ditions as above listed.

The Department of Planning Services staff has reviewed this request and
recommends that the request be approved for the reasons:

X Be in harmony with the character of the neighborhood
X Adversely affect the immediate area
X Be adequately served by water and sewage disposal
facilities

COMMENTS:
Use by Special Review Permit 600 for a Natural Gas Processing Plant was
approved for this site on December 28, 1983. The applicant proposes to use
the mobile home as an office and residence for an employee and his family.
The Department of Planning Services has not received any objections to this
proposal.
The Department of Planning Services staff recommendation for approval is
conditional upon:
1. The applicant applying for a building permit for the mobile home within
thirty (30) days from the date of approval by the Board of County
Commissioners.
2. Evidence that Hill N' Park Sanitation District is providing sewer service
shall be provided prior to the issuance of a building permit.
3. The mobile home shall not be occupied until such time that the applicant
has complied with Conditions 1 and 2 above.

Re: Request to Locate a Mobile Home
(JER Partnership)
Gentlemen:
Attached to this letter are supporting documents, maps and fees for
consideration by your office of a request to locate a mobile home on property
in the unincorporated area of Weld County, Colorado. Please consider this
letter as a part of said application as it does address certain application
requirements.
The mobile home for which this request for placement is being made will
be located on a small parcel of acreage in the "A" Zoning District. The
property proposed for the location of the mobile home is extremely marginal
agricultural land lying north of the Evans Town Ditch and is on a small parcel
of property upon which a gas processing plant is presently operating. The gas
processing plant has previously been approved by the Board of County Commis-
sioners under a Use by Special Review. The applicants propose to place the
mobile home approximately 250 feet west of the parcel containing the gas
processing plant, and approximately 50 feet north of the access road servicing
said gas processing plant. The applicant proposes to use the mobile home as
an office and residence for an employee and his family. The location of the
mobile home as above-indicated is necessary for the management and on-site
control of the gas processing plant with maximum efficiency. The on-site
location of a manager would also provide security for the gas processing
plant, as well as oversee and insure the safe operation of the plant.
Adequate water and sewer services will be provided by Central Weld County
Water District and Hill N' Park, respectively.

It is our opinion that the proposed mobile home is consistent with the
comprehensive plan of the county as it does not infringe upon any continued
prime agricultural use in the vicinity and clearly will not have any type of
adverse impact upon agricultural interests or the environment . The property
proposed for the location of the mobile home is located immediately north of a
sewage lagoon system owned by Hill N' Park Sanitation District , and is, as
already stated, immediately adjacent to the already operating gas processing
plant. The location of the mobile home will be compatible with existing uses
and future development as no future residential development is contemplated
due to the location of the sewage lagoon system. Existing uses on all
locations (except to the south for the sewage lagoon system) are agricultural
with significant oil and gas development located upon the agricultural lands.
The comprehensive plan map for the cities of Greeley, Evans, and LaSalle
generally indicate this property to be in a green belt or open space area with
residential growth to take place to the north. Thus, such a location is
compatible and projected by the comprehensive plan, and is a good location.
There are approximately 5 residences located within one-half mile of the
proposed site, the closest being to the south of the proposed site, said home
being nearly adjacent to the sewage lagoons.
The one employee living and working out of the mobile home will be
working 8 hours during the daytime on-site. There will be no other users or
employees or animals located at the site. Vehicular traffic will be minimal
with the employee using a pick up truck at the site.
As this proposed location for the mobile home is consistent with orderly
development of the county, and is necessary and proper to the safe and
efficient management and control of the gas processing plant already approved
by the Board of County Commisioners, we request that you approve this appli-
cation to locate the mobile home as above-indicated.
