RE: COMMUNITY DEVELOPMENT BLOCK GRANT APPLICATIONS FOR
CONSTRUCTION ACTIVITIES TO PROVIDE 6,800 LINEAL FEET OF SEWER LINE TO
CONNECT THE AURORA ORGANIC DAIRY PLANT TO THE ST. VRAIN SANITATION
DISTRICT
A public hearing was conducted on October 18, 2006, at 9:00 a.m., with the following present:
Commissioner M. J. Geile, Chair
Commissioner David E. Long, Pro-Tem
Commissioner William H. Jerke
Commissioner Robert D. Masden - EXCUSED
Commissioner Glenn Vaad
Also present:
Acting Clerk to the Board, Jenny Luna
Assistant County Attorney, Cyndy Giauque
Director of Finance and Administration, Donald D. Warden
The following business was transacted:
I hereby certify that pursuant to a notice dated September 22, 2006, and duly published
September 27, 2006, in the Fort Lupton Press, a public hearing was conducted to consider the
performance of Weld County in carrying out construction activities to provide 6,800 lineal feet of
sewer line to connect the Aurora Organic Dairy plant to the Saint Vrain Sanitation District. Cyndy
Giauque, Assistant County Attorney, made this a matter of record. Don Warden, Director of
Finance and Administration,stated the Community Development Block Grant process requires the
Board to hold a hearing to allow public comment on Weld County's performance in carrying out the
projects. He stated once the installation of the sewer line is complete,Saint Vrain Sanitation District
will provide sewer service and long-term maintenance on the site. He stated the project was
administered through the Upstate Colorado Economic Development.
No public testimony was offered concerning these matters. Mr.Warden further stated he received
no written comments regarding this matter, and no action of the Board is necessary.
There being no further discussion, the hearing was completed at 9:35 a.m.

The County of Weld will conduct a public hearing at 9:00 a.m.,on Wednesday,October 18,
2006, in the Chambers of the Board of County Commissioners of Weld County, Colorado, Weld
County Centennial Center, 915 10th Street, First Floor, Greeley, Colorado. The purpose of the
hearing is to allow citizens to review and comment on the performance of the County of Weld in
carrying out construction activities to provide 6,800 lineal feet of sewer line to connect the Aurora
Organic Dairy plant to the St.Vrain Sanitation District which were financed with federal Community
Development Block Grant funds provided by the State of Colorado.
Written comments are also welcome and must be received by October 16, 2006, in the
office of the Clerk to the Board, 915 10th Street, P.O. Box 758, Greeley, Colorado 80632.
Information and records regarding the above described projects are available at the office of the
Clerk to the Board of County Commissioners, located in the Weld County Centennial Center, 915
10th Street,Third Floor,Greeley,Colorado, Monday through Friday,8:00 a.m.to 5:00 p.m. Advance
notice is requested.

Will you publish this notice and schedule it on the agenda. I will be missing the following meetings 10/4,

Don,
I am trying to close out the lingering CDBG grant for Larry and I realized that we never did a final for
public comment. I attached the form but I think you usually use your own template. Will you get this
scheduled and then publish the notice and let me know the date?
I also recalled that this improvement was suppose to be turned over to St.Vrain but I need to review the
contract to see what else may need to be done.
I am doing these close outs on contract to Upstate Colorado Economic Development and often am
