The 1,138.6-acre site is located north of Crossroads Boulevard (Weld County Road 62) and east of Weld County Road 13. The property was originally annexed into the Town as a part of the 1996 Windsor Highlands Annexation and Master Plan. In 2005, the Raindance River Annexation was annexed to the Town and was to be used for a sand and gravel extraction operation. The 75-acre Raindance River land has since been added to the overall boundary of Water Valley West. In December 2004, the applicant pursued a change to the Land Use Plan Map of the Windsor Comprehensive Plan. The request was to change the high-density estate single-family residential depiction with neighborhood and general commercial and residential mixed use. The master plan application will also include a rezoning request to formally zone the property to the above descriptions. Community Need The Town of Windsor is in need of land that can be developed for housing to meet anticipated future demand. The Town has experienced rapid growth during the 1990's and early 2000's as a result of increased employment opportunities and its reputation for providing a high quality of life. The Town prepared a Comprehensive Plan to guide future decision making by Town officials such that sound planning principles will direct the nature of future growth and development. Land within the Town limits that can meet future housing demand and that is consistent and in compliance with the Comprehensive Plan is needed; the degree to which the proposed Water Valley West will do this is presented below. Project Description Water Valley West will be a well-planned mixed use community that includes a wide range of housing, business and employment opportunities located in a beautiful setting that promotes recreation and active lifestyles. Water Valley West will continue the development characteristics of the very successful Water Valley community, with mountain views, open space, lakes, a variety of housing options, a golf course, private parks, commercial, and employment opportunities. In addition, a high-end resort hotel and conference center will be located on the golf course, bordered by resort-style housing, a marina and yacht club. The majority of the site (1,095.5 acres) will be residential mixed use. 43.2 acres are proposed to be commercial and mixed use, located at the northeast intersection of Crossroads Boulevard and County Road 13. The proposed master plan may have up to 1,073 dwelling units with an overall gross density of .94 du/acre. Water Valley West provides 590 acres of open space that will include the golf course, a system of trails, greenbelts and private park sites. A separate raw water irrigation system is proposed to provide irrigation service to each user independent of the Town potable water system. This system will be owned and maintained by a metro district or sub-association A 49.7-acre commercial shopping center is proposed at the northeast corner of Crossroads Boulevard and WCR 13. The center could contain up to 400,000 sq. ft. of uses such as a grocery store, hardware store, a bank, convenience store, customer service-oriented shops, restaurant and small eating establishments, and small professional offices. Consistency with Comprehensive Plan The developers of Water Valley West believe that the project exemplifies many of the goals and policies of the Comprehensive Plan. Commercial Land Use Goals. The master plan provides up to 650,000 sq. ft. of commercial and mixed uses that will help reinforce Windsor's tax base. In addition, the mixed-use development will provide the blend of retail commercial, residential and recreational uses that are encouraged in the RMU zoning district. Housing Goals. The proposed master plan promotes housing consistent with that'envisioned in RMU zoning district standards, with a variety of densities that will provide a diversity of housing styles and prices. Overall Land Use Goals. The proposed master plan will continue a well-balanced land use pattern begun by Water Valley and Pelican Hills such that the extension of public services and facilities can be provided efficiently. Housing is proposed on the master plan n a way that will maintain open space. Nearly 51% of the property will be set aside as open space, golf course, parkland, buffers and drainageways. Residential Land Use Goals. The master plan proposes a neighborhood and community plan that will protect the character and quality of the Windsor area. Environmental Resource Goals. The predominant existing ecosystem that exists on the site is the lowland riparian areas along the Poudre River corridor. The area will be preserved as open space. Public Utilities and Drainage Goals. The proposed master plan includes plans for potable water and sanitary sewer. Historically, the property has 14 shares of B.H. Eaton Ditch water. Irrigation return flows into the Poudre River. The applicant has applied for additional water rights (2002-CW-391) and intends to develop other water rights within the Poudre and Big Thompson basin for storage and non-potable uses. Potable water rights will be dedicated as appropriate to the Town or a cash-in-lieu donation will be made. The Town of Windsor water tank site is located north of New Liberty Road as shown on the plans. A proposed connection to this site is shown as well as a possible connection to the Fort Collins Loveland Water District line in Weld County Rd. 13 with a meter pit. Future sanitary sewer service will be provided by connecting with the Town of Windsor South West Interceptor in two locations. Sewer north of new liberty road will be directed to the north branch of the South West Interceptor per the Town of Windsor Master Plan. Future sanitary sewer service for the property south of New Liberty Rd. will be directed south towards Crossroads Blvd. and connect with the South West Interceptor per the Town of Windsor Master Plan and conversation with Rick Anderson on 12- 13-05. 2 Transportation Goals. Right-of-way will be dedicated for the fully anticipated build-out of Crossroads Boulevard and WCR 13. A collector street from Crossroads Boulevard will be the primary access to the shopping center. The on-site traffic circulation will accommodate vehicular, pedestrian and bicycle traffic. New Liberty Road (WCR 64) is proposed to extend from the Pelican Hills development and connect to WCR 13. The proposed shopping center, office, and commercial uses will provide amenities for neighborhood services, helping to make the project a walkable community, and thus decreasing vehicle trips to the center of Town. Parks, Trails and Open Space Goals. Open space on the property will be maintained along the north end of the site and corridors to these areas will be provided to encourage pedestrian connectivity and to maintain views of the Poudre River corridor. A large private park will provide such uses as an amphitheater, equestrian center and various sports facilities. A smaller, neighborhood park is also shown along New Liberty Road. Proposed on-street trails are provided along New Liberty Road and WCR 13 per the Town of Windsor Parks, Recreation, Trails and Open Lands Master Plan and a system of sidewalks and trails will promote foot traffic throughout the community and connect the various park and open space lands. We are currency in negotiation for a school site just to the west of Water Valley South, at the intersection of County Rd.64 and 7th Street. The negotiations revolve around the potential to have this site replace the current designated school site within the boundaries of Water Valley South. Preliminary negotiations have concluded that this is a potential win-win situation for both developer Martin Lind and the school district. The scope of this project raises the question of whether or not it should include a separate dedicated school site. Our recently completed impact statement on the South Hill Annexation(10/3/05) showed student generation as follows: Between 320 and 480 total students. Between 123 and 185 elementary students. Pelican Hills,which is just to the south and west of the potential school site, would generate 70 total students, of which 34 would be elementary. Water Valley South,the development for which the planned school site was originally dedicated,would generate 695 students of which 342 would be elementary. Here then are the student totals for the proposed Water Valley West development: 553 Single-family units=443 students/213 elementary 470 Multi-family units=94 students/50 elementary Total=537 students/263 elementary This means that these four developments,all in close physical proximity,would generate between 1,662 and 1,822 total students, of which between 782 to 844 would be elementary students. As our current planning calls for elementary schools to be constructed to a capacity of 400,the •Page 1 elementary students alone generated by these four developments would require in excess of two schools if built to those capacity standards. This would seem to indicate a potential site dedication for an elementary school site in Water Valley West in addition to the potential for the school site currently under negotiation at the corner of County Rd.64 and 7th Street. Impact Statement:for Water Valley West* Students Generated • 537 students/263 elementary Potential Cash-in-lieu of land dedication totals(to be negotiated appropriately with regard to whether or not a dedicated school site would be required): • 553 Single family units @ 1,214.57=$671,657.21 • 470 Multi-family units @ 278.21 =$130.758.70 • Total cash in lieu of land dedication=$802415.91 Capitol Impact to the School District • Additional classrooms @ 537 total students=22.3 classrooms(900 sq.ft. each x$130= $117,000)_$2,609,100.00. • Bussing costs @ 537 students—'/3 of 127 high school students(59)+105 middle school students= 164 students—divided by 75(bus capacity)= 2.2 busses @$85,000 each = $187,000.00. Commercial Uses • The commercial acreage proposed in this development would have a positive impact on the district in terms of assessed valuation. While as noted above, there exists a strong potential to examine a dedicated school site in Water Valley West, it must be noted that Weld County RE-4 School District is in the early phases of charging a task force to examine current school capacities,the need for short-term and long-term capitol construction and whether or not the potential exists for building K-8 schools rather than traditional elementary schools. The abovementioned site at County Rd.64 and 7'h Street is, in fact, being considered as a potential K-8 site. That being the case, it would be most prudent at this time, rather than making a firm decision now, to state that there exists the potential for a school site in combination with cash-in-lieu of land dedication and to examine the more complex issues of what that combination might entail as well as the transportation needs that may be incurred until the bond task force has had the opportunity to factor in these student numbers in their recommendations. *Cash in lieu of land costs and/or land dedication are actual costs to the developer.
