WELD COUNTY, COLORADO

The Board of County Commissioners of Weld County, Colorado, met in regular session as the Board of
Social Services in full conformity with the laws of the State of Colorado at the regular place of meeting in
the Weld County Centennial Center, Greeley, Colorado, June 19, 2006, at the hour of 9:00 a.m.
ROLL CALL: The meeting was called to order by the Chair and on roll call the following members were
present, constituting a quorum of the members thereof:
Commissioner M. J. Geile, Chair- EXCUSED
Commissioner David E. Long, Pro-Tem
Commissioner William H. Jerke
Commissioner Robert D. Masden
Commissioner Glenn Vaad

Director of Finance and Administration, Donald D. Warden
MINUTES: Commissioner Masden moved to approve the minutes of the Board of Social Services meeting
of June 14, 2006, as printed. Commissioner Jerke seconded the motion, and it carried unanimously.
WARRANTS: Don Warden, Director of Finance and Administration, presented the warrants for approval
by the Board in the amount of $13,401.90. Commissioner Jerke moved to approve the warrants as
presented by Mr. Warden. Commissioner Masden seconded the motion, which carried unanimously.
OLD BUSINESS:
CONSIDER THREE NOTIFICATION OF FINANCIAL ASSISTANCE AWARDS FOR HOME STUDIES,
UPDATES, AND RELINQUISHMENT COUNSELING SERVICES WITH VARIOUS PROVIDERS AND
AUTHORIZE CHAIR TO SIGN (CON'T FROM 06/14/2006): Judy Griego, Director of Social Services,
stated the three awards are with Transitions Psychology Group, LLC, Julie Box, and Ackerman and
Associates, P.C., with terms beginning June 1, 2006 and ending May, 31 2007. She stated the source of
funding is Child Welfare Administration funds,and the contractors will provide home studies,updates,and
relinquishment counseling under the Child Welfare System for the rates listed in each award. In response
to Chair Pro Tem Long, Ms. Griego stated this matter was continued to allow additional time to complete
the specific contract details regarding counseling services. In response to Commissioner Jerke, Ms.
Griego stated the fees for Ackerman and Associates are comparable to the fees negotiated with
Transitions Psychology Group and Julie Box. Commissioner Masden moved to approve said notification
and authorize the Chair to sign. Seconded by Commissioner Vaad, the motion carried unanimously.

NEW BUSINESS:
CONSIDER REVISIONS TO SECTION 6.000, COLORADO WORKS AND CHILD CARE POLICIES AND
PROCEDURES, WELD COUNTY DEPARTMENT OF SOCIAL SERVICES OPERATIONS MANUAL:
Ms. Griego stated the first of the section revision clarifies the payment of absences and holiday care for
providers. She stated the second revision allows for a line-item transfer of$30,808.89 within the Colorado
Works Program figures and does not change the total reimbursement authority between the Department
and Employment Services. She further stated the third revision provides for program descriptions of
Employment Services duties within the work experience program for children aged 4 to 15 years.
Commissioner Vaad moved to approve said revisions. Seconded by Commissioner Masden, the motion
carried unanimously.
CONSIDER REVISION TO SECTION 8.000, BUSINESS OFFICE POLICIES AND PROCEDURES,WELD
COUNTY DEPARTMENT OF SOCIAL SERVICES OPERATIONS MANUAL: Ms.Griego stated the reason
for the revision is to conform to the Ordinance regarding County fees and the Department requests
approval. Commissioner Jerke moved to approve said revision. Seconded by Commissioner Vaad, the
motion carried unanimously.
Let the minutes reflect that the above and foregoing actions were attested to and respectfully submitted
by the Acting Clerk to the Board.
There being no further business, this meeting was adjourned at 9:10 a.m.
