RE: Annexation Impact Report for WCR 46 Annexation
Dear Commissioners:
In accordance with Section 31-12-108.5 C.R.S.,we respectfully submit this letter and the attached maps as the
annexation impact report for a portion of Weld County Road 46(WCR 46)to be annexed into the Town of Milliken.
The portion of WCR 46 under consideration is between WCR 19 and Quentine Avenue in Milliken. This length of
road is approximately 5226' in length.
The current and expected perpetual use of this parcel, as a road, precludes any development on the parcel. Thus,
there are no requirements for municipal infrastructure or impact on the school district. There is a strong probability
that future municipal utilities may be installed in the right-of-way to extend utility service to parcels adjacent to this
annexation.
Legal Description for WCR 46 Annexation
A parcel of land being a portion of the North Half(N1/2)of Section Fifteen (15)and the South Half(S1/2)of Section
Ten(10),Township Four North (T.4N.), Range Sixty-seven West(R.67W.), Sixth Principal Meridian(6th P.M.),
County of Weld, State of Colorado and being more particularly described as follows:
BEGINNING at the Southeast Corner of said Section 10 and assuming the South line of the SE1/4 of said Section 10
as bearing North 89°15'52"West, being a Grid Bearing of the Colorado State Plane Coordinate System, North Zone,
North American Datum 1983/92, a distance of 2640.42 feet with all other bearings contained herein relative thereto:
THENCE South 00°28'33" East along the East line of the NE1/4 of said Section 15 a distance of 30.01 feet to the
North line of the Pheasant Hills Annexation recorded July 7,2000 as Reception No 2779413 of the Records of Weld
County;
THENCE North 89°15'52"West along the North line of said Pheasant Hills Annexation a distance of 2640.29 feet to
the West line of the NE1/4 of said Section 15 and the Northeast comer of said Pheasant Hills Annexation;
THENCE North 89°15'52"West along a line parallel with and 30.00 feet Southerly of,as measured at a right angle to
the North line of the NW1/4 of said Section 15 a distance of 2586.83 feet to a line 30.00 feet Eastedy of,as
measured at a right angle to the West line of the NW1/4 of said Section 15;
THENCE North 00°44'54"West along a line 30.00 feet Eastedy of,as measured at a right angle to the West line of
the NW1/4 of said Section 15 a distance of 30.80 feet;
THENCE North 00°47'05"West along a line a line 30.00 feet Eastedy of, as measured at a right angle to the West
line of the SW1/4 of said Section 10 a distance of 29.22 feet to a line 30.00 feet Northerly of, as measured at a right
angle to the South line of the SW1/4 of said Section 10;

the SW1/4 of said Section 10 a distance of 2587.03 feet to the West line of the SE1/4 of said Section 10;
THENCE South 89°15'52" East along a line 30.00 feet Northerly of,as measured at a right angle to the South line of
the SE1/4 of said Section 10 a distance of 1320.19 feet to the West line of the Frank Farm Annexation recorded
September 30, 1999 as Reception No 2723795 of the Records of Weld County;
THENCE South 00°23'17" East along the West line of said Frank Farm Annexation a distance of 30.01 feet to the
South line of the SE1/4 of said Section 10,said South line of the Se1/4 of said Section 10 being coincidental with the
South line of the Frank Farm Annexation;
THENCE South 89°15'52"East along the South line of the SE1/4 of said Section 10 a distance of 1320.25 feet to the
Southeast Corner of the Frank Farm Annexation and the POINT OF BEGINNING.
Said parcel contains 6.291 acres more or less(±).
End of Legal Description
The following is a list of the items that the Town is required to address for the Commissioner's benefit.
1. A map or maps of the Town and adjacent territory showing:the present and proposed boundaries of the
Town in the vicinity of the proposed annexation;and the present streets, major trunk waterlines, sewer
interceptors and outfalls, other utility lines and ditches and the proposed extension of such streets and utility
lines in the vicinity of the proposed annexation.
Attached please find a Current and Proposed Municipal Boundaries Map and an annexation map showing
the proposed annexation in relation to the Town of Milliken. In addition, please find excerpts from Milliken's
draft Master Water/Wastewater Plan and the Milliken Land Use Map. These maps provide information
about existing and proposed sewer and water lines and streets.
2. A copy of any draft or final pre-annexation agreement, if available.
The Town did not enter into a pre-annexation agreement.
3. A statement of the Town's plans for extending or providing for municipal services within the area to be
annexed.
This property is included in Milliken's master water and sewer plans and the Town and the entities below are
capable of providing services to this area. Please note that the Town is merely annexing a road, so it will
not require public utility service.

4. A statement of the Town's plans for the financing of municipal services within the area to be annexed.
No utility financing plans are necessary,as the parcel is only road right-of-way.

The area to be annexed is included within the following special districts:
Weld County School District, RE-5J
Milliken Fire Protection District
Northern Colorado Water Conservancy District
CCW Water District
CCS Water District
Aims Junior College
Weld Library District
West Greeley Soil Conservation District
6. A statement of the effect of the annexation upon the school district governing the area to be annexed, as is
more fully set forth in Section 15-3(d)(7)of this chapter.
The annexation will not generate additional impacts to the school district because the annexation will not
contain any residences.
