COLORADO The Weld County Public Works Department has reviewed this proposal; this project falls primarily under the purview of the Use by Special Review Standards, Weld County Code, Chapter 23, Article II, Division 4, Section 23. Our comments and requirements are as follows: COMMENTS: The Department of Planning Services is not indicating that this is a major facility of a public utility; therefore, the applicant shall complete the full hearing process before the Planning Commission and the Board of County Commissioner for final determination. WCR 16 and WCR 17 are designated on the Weld County Road Classification Plan (FHU) as local gravel roads, which require a 60-foot right-of-way at full build out. Both roads presently have a 60-foot right-of-way. These roads are maintained by Weld County. Pursuant to the definition of SETBACK in the Weld County ,ode, Chapter 23, Article III, Section 23-3-50, the required setback is measured from the future right-of-way line. REQUIREMENTS: Access: The applicant is indicating on the plat drawing that the "proposed" tower site accesses from WCR 16 and the "future" tower site accesses from WCR 17. Utilize these existing access points as they are shown on the plat drawing. The access width required for emergency equipment (fire department/emergency response) is a minimum of 20 feet. The applicant needs to verify with the local emergency responder that the existing accesses and road to the facility meets their minimum requirement. Storm Water Drainage: The historical flow patterns and run-off amounts will be maintained on site in such a manner that it will reasonably preserve the natural character of the area and prevent property damage of the type generally attributed to run-off rate and velocity increases, diversions, concentration and/or unplanned ponding of storm run-off. DATE:SUBJECT•O8 29/2006 08 LONGMONT BROADCASTING COLORADO CC: Environmental Health Services has reviewed this proposal for two communications transmission towers, two guyed broadcast towers approximately 1,459 feet, an increase from the previously approved height of 1,180 feet, with support buildings. We have no objections to the proposal, however, we do recommend that the following conditions be part of any approval: We recommend that the following requirements be incorporated into the permit as development standards: 1. All liquid and solid wastes (as defined in the Solid Wastes Disposal Sites and Facilities Act, 30-20-100.5, C.R.S., as amended) shall be stored and removed for final disposal in a manner that protects against surface and groundwater contamination. 2. No permanent disposal of wastes shall be permitted at this site. This is not meant to include those wastes specifically excluded from the definition of a solid waste in the Solid Wastes Disposal Sites and Facilities Act, 30-20-100.5, C.R.S., as amended. 3. Waste materials shall be handled, stored, and disposed in a manner that controls fugitive dust, fugitive particulate emissions, blowing debris, and other potential nuisance conditions. 4. Fugitive dust and fugitive particulate emissions shall be controlled on this site. 5. This facility shall adhere to the maximum permissible noise levels allowed in the Commercial Zone as delineated in 25-12-103 C.R.S., as amended. 6. The facility shall utilize the existing public water supply. (Central Weld County Water District) 7. Adequate handwashing and toilet facilities shall be provided for employees of the facility. 8. Sewage disposal for the facility shall be by septic system (SP-0600045). Any septic system located on the property must comply with all provisions of the Weld County Code, pertaining to Individual Sewage Disposal Systems. 9. Building permits shall be obtained prior to the construction of the equipment shelter and erection of the new tower and the increase to the existing tower(BCS-050621). 2. A plan review is required for each building for which a building permit is required. Plans shall include a floor plan. Plans shall bear the wet stamp of a Colorado registered architect or engineer. Two complete sets of plans ^e required when applying for each permit. 3. Buildings shall conform to the requirements of the various codes adopted at the time of permit application. Currently the following has been adopted by Weld County: 2003 International Building Code; 2003 International Mechanical Code; 2003 International Plumbing Code; 2003 International Fuel Gas Code; and the 2005 National Electrical Code and Chapter 29 of the Weld County Code. 4. The building will be classified as (Equipment Shelter) B, and (antennas) U. Fire resistance of walls and openings, construction requirements, maximum building height and allowable areas will be reviewed at the plan review. Setback and offset distances shall be determined by the Zoning Ordinance. 5. Building height shall be measured in accordance with the 2003 International Building Code for the purpose of determining the maximum building size and height for various uses and types of construction and to determine compliance with the Bulk Requirements from Chapter 27 of the Weld County Code. Building height shall be measured in accordance with Chapter 23 of the Weld County Code in order to determine compliance with offset and setback requirements. Offset and setback requirements am measured to the farthest projection from the building. 7. Provide letter of approval from Ft. Lupton Fire Protection District prior to new construction. 8. There are three permits on record. BCS-050621 for the tower is active.
